Karnataka assembly passes 3 Bills. Here're details

Bengaluru, Sept 17: The Karnataka assembly on Friday passed the 'Identification of Prisoners (Karnataka Amendment) Bill,' which seeks to include collection of blood, DNA, voice and iris scan samples as "measurements" of offenders for effective surveillance and prevention of breach of peace and crime.

The bill, which amends the Central act of Identification of Prisoners with respect to its application to Karnataka, also empowers Superintendent of Police or Deputy Commissioners of Police, in addition to the judicial magistrate first class, to order for collection of measurement to avoid delay and workload.

Piloting the bill for the consideration of the House, Home Minister Araga Jnanendra said "till now foo-print impressions were collected. Now we have added blood, DNA, voice, and iris scan samples to it. Earlier the measurements were collected for those with rigorous imprisonment for a term of one year, now it has been changed to a term of one month."

He said the bill empowers SPs and DCPs to order destruction of measurement after a period of 10 years, unless otherwise directed by the court or any other competent authority.

Participating during the discussion on the Bill, Congress MLA Tanveer Sait sought to know whether collecting measurement was necessary when such details are available in an individual's Aadhar data. Another Congress MLA Priyank Kharge said the government intends to create a database of biometrics and forensic tools needed for investigation and also sought to know whether the necessary infrastructure was in place.

"Also, has the government thought about the right to privacy?"

Responding to the queries, the Minister said, measurements were collected for those with Rigorous Imprisonment for a term of one month and above and it will be stored in the criminal tracking system in Bengaluru, so there will be concerns of any breach.

He said it would also be helpful in identifying habitual offenders.

Also passed was a bill providing for the constitution of the Karnataka Prison Development Board for strengthening prisons and initiating correctional administrative measures. Titled 'Karnataka Prison Development Board Bill', it also provides for initiating measures for skill improvement, welfare of prisoners and prisons' staff and expanding prison industries.

The bill, in its statement of objects and reasons, said "it is considered necessary to provide for the constitution of the prison development board for development of modern prison industries and formulate a plan for job oriented technical programmes in different areas, to earn incentives."

The board can suggest ways and means for improving coordination between different stakeholders, examine the present setup of prison industries and formulate a plan for modernisation and to start job oriented programmes including technical oriented ones, keeping in view the needs of prisoners after release, it said.

Participating during the discussion on the bill, several legislators, including Congress' U T Khader said reforms are needed, but prisons should also be a place of deterrent for prisoners, while highlighting several illegal activities taking place in them.

Pointing out that the Minister for Prisons and other members of the board were all officials, some MLAs wanted non-official members like representatives of social organisations or journalists to be made members to have effective reforms, while others questioned powers of acquisition, maintenance and disposal of land and building given to the board.

The Minister, in his reply said the board has been constituted for all-round reforms of prisons and representatives from various departments will be its members and added that experts can be invited for its meetings to take inputs.

"States like Haryana are generating revenue of about Rs 600 crore from Prisons. Manpower at prisons should not go to waste," he said.

He also made it clear that there should be no doubts about disposing of immovable properties, as it cannot be done without clearance from the government, and there is a clause for it.

"The committee will rather look into effective utilisation of prison lands that have been lying unused."

Another bill passed today is 'The Code of Criminal Procedure (Karnataka Amendment) Bill' that provides for recording of the evidence of the witness by audio-video-electronic means in the presence of the advocate of the person accused of the offence.

Mangaluru: In a heartwarming act of selflessness, the family of a 52-year-old auto-electrician from Mangaluru chose to donate his organs after he was declared brain dead in Abu Dhabi. This decision brought hope and new life to four people, turning a personal tragedy into a legacy of compassion.

Sudhakar, son of Chakku, hailed from Ekkur in Magaluru, and worked in Al Ain for nearly five years, continuing a 15-year career in the UAE. On December 14, while at work, Sudhakar experienced dizziness and was rushed to a clinic. His condition worsened as his blood pressure fluctuated. Due to insurance complications, he was referred to multiple hospitals before being diagnosed with a brain clot. A surgery was performed with his company’s consent, but during the procedure, Sudhakar suffered a cardiac arrest and was placed on a ventilator. Despite the family’s hopes for his recovery, he was declared brain dead on December 18.

Faced with an emotionally wrenching decision, the family chose to honor Sudhakar's memory by donating his organs. "The authorities contacted us for our consent, and the entire family, including his wife Seema and her father, participated in a conference call. Though it was a tough decision, we agreed to give life to others through him," shared Ganesh, Sudhakar's elder brother.

On December 23, at Cleveland Clinic in Abu Dhabi, Sudhakar’s lungs, liver, and kidneys were successfully retrieved for transplantation, giving four people a second chance at life. "We are proud that even in his passing, Sudhakar became a beacon of hope for others," said Ganesh.

The authorities extended immense support to Sudhakar’s family, ensuring the respectful transport of his mortal remains to Mangaluru. They also sponsored the travel of a family member to accompany the body, which arrived on December 27. Sudhakar's final rites were conducted the same day.

Sudhakar leaves behind his wife Seema, a homemaker, and two children, Sakshi, 20, and Sakshath, 11. While the family takes solace in his final act of generosity, they hope for support in securing the children's education and future.

Sudhakar’s story serves as a poignant reminder of how even in loss, one can choose to give the ultimate gift of life to others.

Mangaluru, Jan 2: The coastal city of Mangaluru witnessed yet another alarming car fire incident last evening, marking the latest in a series of similar mishaps in recent months. Fortunately, quick action by the driver and passengers prevented any injuries.

On January 1, a moving Volkswagen car caught fire on the road leading to the helipad at Maryhill. The passengers noticed flames emanating from the front of the vehicle. Acting promptly, the driver pulled over, and all four occupants exited safely.

Local residents attempted to douse the flames using water, and personnel from the Kadri fire service soon arrived to manage the situation. Despite their efforts, the car's engine was completely destroyed.

This incident adds to a growing list of car fire cases reported in Mangaluru recently:

December 16, 2024: A Hyundai car caught fire near City Centre Mall. The driver narrowly escaped.

November 15, 2024: A car was gutted within minutes near Kadri police station, though the driver escaped unharmed.

November 10, 2024: A Maruti 800 waiting at a petrol station caught fire and was completely burnt.

September 28, 2024: A parked BMW at Adyar was destroyed in a fire.

September 5, 2024: Another BMW caught fire near NITK.

In all these incidents, timely evacuation ensured that no injuries were reported. However, the frequency of such cases raises serious concerns about vehicle safety and the need for preventive measures.

Authorities and vehicle manufacturers must investigate the underlying causes of these fires to prevent future occurrences. Public awareness about vehicle maintenance and safety measures is also critical to avert such mishaps.

Mangaluru: The Tannirbhavi beach stretch up to the forest department's Tree Park is on the brink of a remarkable transformation under the ‘One Beach, One Destination’ initiative. This ambitious project aims to elevate the beach into a top-tier tourist hotspot through comprehensive upgrades and strategic developments.

Deputy Commissioner Mullai Muhilan MP shared updates during a press briefing on Tuesday, revealing that fresh tenders have been floated for maintaining the main beach. The technical evaluation of tenders for the Tannir Bhavi Blue Flag Beach is nearing completion, with the financial bids set to open shortly. “We are pleased to see major players participating in the tender process,” the DC remarked.

For the main beach, the maintenance contract will span 10 years. Meanwhile, the Blue Flag Beach’s successful bidder will face a progressive financial model—starting with a Rs 50 lakh payment in the first year, escalating to Rs 2 crore by the 10th year, alongside a minimum 5% revenue share for the administration. “Upon completion of the development, the beach will feature continuous activities to enhance its appeal,” he added.

Approximately 90% of the beach’s development work is already complete. Eco-friendly initiatives such as waste management systems and solar installations are operational at the Blue Flag Beach. While entrance work by Mangaluru Smart City Limited is ongoing, the beach remains accessible to the public. Entry fees, set in accordance with Blue Flag guidelines, aim to support sustainable maintenance efforts.

The ‘Blue Flag’ certification represents a global standard in eco-tourism, ensuring clean bathing water, state-of-the-art amenities, safety measures, and sustainable development. Karnataka’s Padubidri and Kasarkod beaches are among the few in India to hold this prestigious certification.

Mangaluru Smart City Limited is spearheading the development of the 1.8-acre area, with an investment of approximately Rs 16 crore. Once completed, the Tannirbhavi Beach is expected to stand out as a vibrant and eco-friendly destination, drawing tourists and locals alike.
