Karnataka budget 2023: Siddaramaiah announces pro-farmer measures after withdrawing BJP’s APMC Act amendment

Bengaluru, July 7: Chief Minister Siddaramaiah, who presented his 14th Budget today said that new Congress government in Karnataka expects the Agricultural Produce Market Committees to work in the best interest of the farmers and ensure a fair price for their produce. 

“Our government in its earlier tenure took several measures to strengthen the APMCs and introduced online market system, the first-of-its-kind in the country," CM Siddaramaiah said.

"However, by amending the APMC Act, the previous BJP government weakened the healthy marketing network and created uncertainty in lives of lakhs of farmers who depended on APMCs for their livelihoods. Before the amendment to the APMC Act, the total income of 167 APMCs of the State in 2018-19 was between Rs. 570 crore to Rs. 600 crore, which has drastic D crore to Rs. 193 crores in 2022-23 after the ACT was amended. Besides, there are many instances before us of private companies deceiving and exploiting farmers in the open market. Our government has decided to withdraw the anti-farmer ACt to in order to protect the interest of farmers," CM Siddaramaiah said.

New announcements 

>> Short term interest free loan up to Rs. 3 lakh will now be increased to Rs.5 lakh. Similarly, medium and long term loan at 3% interest up to Rs.10 lakh will now be increased to Rs.15 lakh. Through this revised scheme, approximately, Rs. 25,000 crore worth loans will be disbursed to more than 35 lakh farmers.

>> Government will provide interest subsidy up to 7% on bank loans up to Rs. 20 lakh to farmers for construction of godowns to store produce of farmers and their neighbors.

>> Loan up to Rs. 7 lakh at the rate of 4% Interest will be provided to purchase four wheeled vehicles (pick up van) for transporing-agricultural produce and equipment for farmers for agricultural activities in hilly tracts of Shivamogga, Chikkamagaluru, Hassan, Dakshina Kannada, Kodagu, Uttara Kannada and Udupi Districts.

>> Mini cold storages will be established in collaboration with KAPPEC in 50 selected vegetable markets of the State to prevent distress sale of perishable commodities like fruits, flowers and vegetables and help farmers secure a fair price for the produce.

>> For the economic self-reliance of fisherwomen and to assist them in the expansion of business, interest-free loans provided by banks will be increased from Rs. 50,000 to Rs. 3 lakh.

>> The government will offer subsidized diesel provided to fishermen's boats will be increased from 1.5 lakh kilo litres to 2 lakh kilo litres. This will amount to financial assistance of Rs.250 crore in 2023-24.

>> For the benefit of Silkworm farmers of Chikkaballapura and the Kolar, the government approves 75 crore to set up of a high-tech silk cocoon marketin Sidlaghatta.

Bengaluru: Karnataka Home Minister G Parameshwara on Saturday said the situation in violence-hit Nagamangala town in Mandya district is peaceful now, and steps have been taken to ensure that no untoward incidents take place.

Clashes had broken out between two groups during the Ganesh idol procession in the town, following which mobs went on a rampage with stone pelting and targeting several shops and vehicles leading to tension on Wednesday night.

"Situation in Nagamangala is now peaceful and there is no problem there. I have also instructed officials to hold a peace meeting there. We have instructed officers to ensure that no untoward incidents take place, enough police force is also stationed there," Parameshwara told reporters here.

About 55 people have been arrested in connection with the incident and they have been sent to judicial custody, according to police sources.

Responding to a question on opposition parties including JD(S) leader H D Kumaraswamy raising doubts about the FIR, he said, "The police will do what has to be done in accordance with law..."

Asked about BJP sending a fact finding team to Nagamangala, the Home Minister said, "Let them find the facts and inform us, and if there is any fact from their fact finding, we will look into it. It will make our work a bit easier." The BJP panel consisting of MLA C N Ashwath Narayan, former Minister Byrathi Basavaraj, former Minister K C Narayana Gowda, state secretary Lakshmi Ashwin Gowda, and former IPS officer Bhaskar Rao, will visit the spot and submit a comprehensive report to the party in a week.

According to police, an argument had broken out between two groups, when the Ganesh idol procession by devotees from Badri Koppalu village reached a place of worship on Wednesday, and some miscreants hurled stones, which escalated the situation.

MP Capt Brijesh Chowta, a distinguished guest at the inauguration, spoke passionately about the symbolic importance of the flag. "This towering structure, made possible through the Smart City initiative, elevates the pride of every Indian. Since Prime Minister Narendra Modi took office, national sentiment has deepened. The national flag is not just a symbol, it embodies our self-respect and unity as a nation."

MLA Vedavyas Kamath shared his enthusiasm for the project, emphasizing its importance beyond mere construction. "The flagpole at Kadri Park, funded under the Smart City project, will not only serve as a beacon of patriotism but will also become a significant attraction, enhancing the city's tourism appeal."

Adding to the sense of occasion, Mayor Sudhir Shetty proudly highlighted the monument's grandeur. "Standing at an impressive 75 meters, second only to Belagavi's 110-meter flagpole, this new landmark is a testament to Mangaluru's growth and aspirations. The project, which cost Rs 75 lakh, will feature an advanced lighting system, ensuring it shines brightly, day and night, as a symbol of our national pride."

The ceremony saw the attendance of key dignitaries, including Deputy Mayor Sunita, Standing Committee President Bharath Kumar, Varun Chowta, Ganesh Kulal, MCC opposition leader Praveen Chandra Alva, MCC member Shakeela Kava, former Mayor Jayananda Anchan, Bhaskar K, and former MUDA president Ravishankar Mijar, each contributing to the significance of the occasion.

This towering flagpole, nestled amidst the serene beauty of Kadri Park, is set to become a new emblem of Mangaluru's spirit, uniting both locals and visitors in shared pride and patriotism.

Prime Minister Narendra Modi's visit to CJI D Y Chandrachud's house for Ganesha puja celebrations has raised doubts in the mind of Shiv Sena (UBT) leader Sanjay Raut, who questioned whether he would deliver 'justice' in the ongoing case the party has in the Supreme Court, given that the PM is the other party in the case.

Speaking to ANI, Raut said "Ganpathi festival is going on, people visit each other's houses. I don't have info regarding how many houses PM visited so far...but PM went to CJI's house and they together performed 'Aarti'."

He said that a custodian of the Constitution meeting politicians could raise doubts in the minds of people.

"In our case, other party is the central govt...Chief Justice should distance himself from this case because his relation with the other party in the case is openly visible," Raut continued.

He also raised questions if the CJI be able to give them justice in the case. "We are getting dates after dates and an illegal govt is going on...Shiv Sena and NCP were broken in such a way...we are not getting justice and PM Modi is taking a lot of interest in the illegal govt of Maharashtra, to save them," the Sena (UBT) leader continued.

Raut alleged that a doubt had been formed in Maharashtra's mind given the 'bond' the PM and the CJI seem to share.
