Bengaluru, Nov 10: Opposition Congress in Karnataka boycotted the proceedings of the legislative assembly on Thursday, the last day of the winter session, in protest against the introduction and passage of the anti-cow slaughter bill, despite repeated requests by the Speaker to participate.

The controversial Karnataka Prevention of Slaughter and Preservation of Cattle Bill, 2020, was passed in the assembly on Wednesday amid protests by the Opposition.

Leader of the Opposition Siddaramaiah on Wednesday had announced that Congress will boycott the assembly session on Thursday in protest, terming it as 'anti-democratic act.' Congress MLAs participated in the legislature party meeting instead of attending the assembly proceedings today. As the Congress members were not present in the assembly when the House met for the day, Speaker Vishweshwar Hegde Kageri made an appeal to them to participate.

"Opposition leader Siddaramaiah and Congress legislators had yesterday announced that they will boycott the assembly proceedings today and none of them are participating today. I appeal to them to participate in the proceedings," Kageri said.

Addressing from the Chair, he said the leader of the Opposition has spoken a couple of things about him regarding the passage of the cow slaughter bill, and clarified that he has conducted the house within the framework of set rules and procedures.

Siddaramaiah and Congress had on Wednesday accused the Speaker of conducting proceedings in a 'partisan' manner by allowing the introduction and passage of the bill. He said it was against the decision of the Business Advisory Committee (BAC) and the subject was not even mentioned in the day's agenda. At the BAC meeting it was clearly discussed and decided that ordinance and important bills can be taken up, the Speaker pointed out as he read out his statement made to this effect by him in the House on Tuesday.

"... so it is not right to say things were against the BAC decision." He also pointed out that the bill was mentioned in the supplementary agenda on Wednesday, before it was tabled and passed, also the copy of the bill was circulated among members.

"So alleging that the bill was introduced and passed without bringing to the notice of the house in advance, was not right." Kageri also rejected the LoP's charge that the bill was passed without discussion, by stating that several members from the ruling side expressed their opinion about the bill, following which he repeatedly asked protesting Congress members to participate in the discussion.

"They not participating despite repeated requests is not my responsibility." Conceding that though it was not mentioned in specific at the BAC that the anti cow slaughter bill will be taken up, Law and Parliamentary Affairs Minister J C Madhuswamy said, however, it was made clear that a couple of important bills will be introduced during the session.

He said only after realising that the legislative council will also be adjourned sine die on Thursday, the cow slaughter bill was introduced in the assembly, with an intention to get it passed in both the houses during the same session. "During the last sessions some bills passed by the assembly got held up in the council without getting passed and we (government) had to promulgate an ordinance. It looks as though we are only promulgating ordinances.

Governor also had questioned," he said, as he asked the Congress legislators to participate in the proceedings and debate on the BBMP bill. Minister R Ashoka hit out at Congress for making allegations on the chair and the government, pointing to its conduct in the past while in power. He said the cow slaughter bill was on our agenda, we had nothing to hide in it, and Congress cannot dictate terms on how to conduct the House.

The Speaker then adjourned the House for some time to make efforts to convince the opposition leader and Congress MLAs to get back to the House. When the House resumed, as the Congress legislators did not participate in the proceedings, citing that the legislature party meeting was on, the Speaker continued with the proceedings.

Bengaluru, Jan 6: Most wanted Maoists operating in deep jungles of Western Ghats, hilly and coastal region of Karnataka have decided to lay down their arms and join the mainstream following the appeal by Chief Minister Siddaramaiah-led Karnataka Congress government.

According to sources, the Maoists have taken the decision following the encounter of Vikram Gowda and the continuous combing operations in the Western Ghat region by the Anti-Naxal Force (ANF) and the Karnataka Police.

Sources said that top leaders Mundagaru Latha who leads the Tunga Naxal Wing in the state; Sundari, Vanajakshi, Jeesha, the most wanted Maoists of south India; K. Vasantha from Andhra Pradesh and Mareppa Aroli have decided to surrender and lay down their arms.

Maoist leader Sundari’s brother Anand, who was also a Naxal and returned to the mainstream, stated, “They will welcome her home if she decides to lay down arms. Let her and associates stop the struggle and live like common people. It’s 17 years since she had gone away from home. We will be happy if she comes back to us.”

“Sundari, surrender before the government and come back home,” he appealed in Kutlur of Mangaluru district.

The surrender procedure will happen in two to three days, sources confirmed.

The sources also revealed that the Maoists had written a letter in this regard to the Citizen’s Forum, a progressive organisation and the members of the forum have discussed the matter already with Chief Minister Siddaramaiah.

CM Siddaramaiah welcomed the proposal and gave the green signal for authorities to start the surrender procedures.

The Maoists have demanded that the surrender process should take place in a dignified manner and that their self-respect should not be harmed. They have also demanded that they should not be prevented from exercising their rights under a democratic system.

The Maoists have also demanded that they should not be made to languish in prisons. The 'false' cases against them should be closed and cooperation has to be extended for them after surrender to obtain bail. It has also been demanded that all cases must be brought under one court and trial has to be expedited.

They have also demanded financial support from the government to shape their lives. The package has to be applied to other surrendered Maoists who are presently in prison. They have also sought clarification on whether Karnataka, Tamil Nadu and Kerala states will take one stand on the matter.

The Maoists have also demanded a judicial investigation of the Vikram Gowda encounter.

New Delhi, Jan 7: Fifty-three people were killed after an earthquake of magnitude 7.1 hit Tibet near the Nepalese border today, news agency AFP said quoting Chinese media Xinhua. The tremors of the earthquake were felt in several parts of India, including Bihar, Assam and West Bengal.

The epicentre of the earthquake was in Tingri county in Shigatse city. Tingri is about 400 km southwest of Tibet's capital Lhasa and is on the border with Nepal. It is a tourism hub for those visiting Mount Everest.

According to the National Centre for Seismology (NCS), the earthquake was recorded at 6:35 am. NCS data reveals that two more earthquakes hit the region shortly after the first one.

The second earthquake of magnitude 4.7 was recorded at 7:02 am at a depth of 10 km and the third earthquake of magnitude 4.9 at 7:07 am at a depth of 30 km.

Nepal is nestled in a geologically active region, where the Indian and Eurasian tectonic plates collide, forming the Himalayas and making earthquakes a frequent occurrence. In 2015, nearly 9,000 people died and more than 22,000 were injured when a 7.8-magnitude quake struck Nepal, destroying more than half a million homes.

The tremors were particularly felt in Bihar where people were seen outside their houses and apartments. There have been no reports of any damage to property because of the earthquake.

Who will be the next captain of the Indian cricket team? After India's 1-3 loss in the Border-Gavaskar Trophy, this question has become the hottest topic in Indian cricket circles. Current skipper Rohit Sharma, despite stepping aside for the final Test, has confidently declared that he is not stepping down as captain. However, with India not playing another Test until June (in England), questions loom over whether the BCCI selectors will retain Rohit for the next World Test Championship cycle.

Amid the debate, former Indian cricketer Mohammad Kaif has cautioned against appointing star pacer Jasprit Bumrah as the full-time captain. Kaif emphasized that Bumrah’s primary focus should remain on taking wickets and maintaining his fitness. “BCCI should think twice before appointing Bumrah as a full-time captain. He needs to solely focus on taking wickets and staying fit. Added leadership responsibility and heat-of-the-moment decisions can lead to injuries and shorten an outstanding career. Don’t kill the golden goose,” Kaif posted on X (formerly Twitter).

However, legendary Indian batter Sunil Gavaskar has offered a contrasting perspective. Gavaskar recently expressed confidence in Bumrah’s ability to lead the Indian Test team in the near future. Speaking on Channel Seven, Gavaskar praised Bumrah’s calm demeanor and leadership qualities. “He will be the next man because he leads from the front. He has an aura of leadership but doesn’t pressurize players. Some captains put undue pressure on their teammates, but Bumrah allows others to perform their roles without micromanagement,” Gavaskar remarked.

Bumrah showcased his leadership skills during the Border-Gavaskar Trophy, where he captained India in two Tests, including the series-opening match in Perth, which India lost by 295 runs. Despite the series defeat, Bumrah’s individual performance stood out. He claimed 32 wickets in five matches at an impressive average of 13.06 and a strike rate of 28.37, earning him the Player of the Series award.

Gavaskar highlighted Bumrah’s brilliant handling of the fast-bowling unit, often seen guiding them from mid-off or mid-on. “With the fast bowlers, he’s been absolutely brilliant. He’s always at hand to provide advice without overwhelming them. I wouldn’t be surprised if he takes over the captaincy very soon,” Gavaskar added.

India’s bowling attack, however, suffered in crucial moments during the series. In the Sydney Test, Bumrah’s absence in the fourth innings due to a back spasm proved costly. India was defending a modest target of 162 but lacked the firepower to challenge Australia’s batting lineup. Gavaskar lamented Bumrah’s unavailability, noting the impact he could have had. “What a difference it would have made if Bumrah was available to bowl in that final innings. Even an early spell of four or five overs could have turned the match in India’s favor,” he observed.

As India gears up for its next phase in Test cricket, the debate over captaincy intensifies. While some caution against burdening Bumrah with added responsibility, others see his leadership as a natural progression for the team’s future.
