Let CM Bommai give report card on previous Budget before presenting new one: DKS

Mysuru, Feb 16: KPCC president D K Shivakumar said that Chief Minister Basavaraj Bommai who is all set to present the Budget on Friday, should give a report card on the previous budget and answer by Thursday evening, as to why they have spent only 56 per cent (1.4 lakh crore out of Rs 2.5 lakh crore allotted) of the allocation of previous budget-2022-23.

Out of 339 promises in that, 207 remain as mere government orders and 132 promises have not been implemented.  Hence Kannadigas should reject the Budget 2023-24 even before it is presented. When their promises remain in speeches, why should they seek vote, when they are not eligible to come to power again?

Speaking to media persons in Mysuru on Thursday, Shivakumar said Shuchi scheme which was supposed to benefit 19 lakh girl children is not re-started. 50 per cent of the promised Rs 3000 crore funds for Kalyana Karnataka is not spent. 

He said that Basavaraj Bommai has deceived all the communities with fake promises of reservation. The Bommai or Modi Government did not place the enhanced SC/ST reservation bill in the 9th schedule of the Constitution. They have failed to provide actual funds to Vokkaliga Development Board and Billava Kosha announced in the previous budget. They have not built Kannada Bhavan in Goa either. 

Shivakumar also said that Congress government had fulfilled 95 per cent of its promises in its manifesto.  The BJP government in the state has not fulfilled 91 per cent out of 600 promises made by them in their 2018 manifesto ahead of previous Assembly elections. They have not fulfilled 29 out of 32 promises made in education or 35 out of 40 promises made in health sectors.

40 out of 48 promises were made in infrastructure growth and 22 out of 23 promises were made in industrial growth. They failed to fulfil 97 out of 112 promises made to farmers including farm loan waivers or fair minimum support prices for crops. They failed to fulfil 24 out of 26 promises made to women, including allotting Rs 10,000 crore 'Sthree Unnati Nidhi' and giving smartphones to girls. They failed to fulfil 17 out of 18 promises made to youth. 2,52,000 government posts are vacant. They have not constructed a single PU college. Free education till degree level is also not fulfilled. 

He said that they betrayed the SC/ST/OBC communities by not fulfilling 71 out of 81 promises. They have not released the Rs 4500 crore worth of scholarships promised to students of those communities. They have not built Rs 15,000 crore worth of houses promised to those communities. They have duped the SC/STs, by diverting Rs 7000 crore of ST/ST sub-plan funds. 

Shivakumar said that PM Modi promised to make Mysore a Paris during his visit to Mysuru years ago. "Let them build one such road of Paris in Mysuru", said the KPCC president. 

He said it was thought that the double-engine government would go in high speed and take Karnataka to a bigger position. But it only made sound and released smoke and it never took off.

He said, "While we had thought that we would win 136 seats in the next assembly elections, going by the overwhelming response to 'Praja Dhwani' conventions, we feel that we will win 141 seats."

On actor Sudeep meeting him, he said, "he is a good friend, with my vast experience, we discussed several social service activities. I did not invite him to Congress."

KPCC working President R Druvanarayan, AICC secretary in charge of State, Roji M John, Senior Congress leaders, H M Revanna, Rani Sathish and others were present. 

D K Shivakumar said that unless they build a service road to Bengaluru-Mysuru Express Highway and provide alternate roads to people, they should not collect Rs 250 toll. Else they will take up a huge protest.

Union Home Minister Amit Shah on Tuesday, September 17, said the Waqf (Amendment) Bill, 2024 will be passed in the Parliament in the coming days. He said the Bill is committed to the management, preservation and misuse of Waqf properties.

The Joint Parliamentary Committee (JPC) on the Waqf Bill will meet from September 18 to 20. The JPC is scrutinising the Waqf (Amendment) Bill, 2024 which seeks to amend the Waqf (Amendment) Act of 2013.

On September 14, a Muslim organisation headed by Congress MP Tariq Anwar demanded the rejection of the Waqf (Amendment) Bill. The organisation alleged that the proposed legislation is an "indirect attempt to seize control of Muslim religious properties".

The All India Qaumi Tanzeem submitted 14 pages of suggestions and objections to the bill to the JPC through the Lok Sabha Secretariat.

The Bill was introduced in Lok Sabha on August 8.

On September 11, a Rajya Sabha panel summoned Minority Affairs Ministry officials to explain reasons for the delay in completing the process for framing subordinate legislation under the 2013 Waqf law.

The new bill seeks to change the registration process for Waqf properties through a centralised portal. It proposes several things, including establishing a Central Waqf Council alongside state Waqf Boards with representation to Muslim women and non-Muslim representatives.

A contentious provision of the Bill is the proposal to designate the district collector as the primary authority in determining whether a property is classified as Waqf or government land.

The Waqf (Amendment) Bill also aims at renaming the act to the Unified Waqf Management, Empowerment, Efficiency and Development Act, 1995.

Kalaburagi: Karnataka Home Minister G Parameshwara on Tuesday said that alleged role of "outsiders" belonging to the banned Popular Front of India (PFI) in the violence at Nagamangala will be examined and action taken based on the probe report.

Clashes broke out between two groups during a Ganesh idol procession in the town in Mandya district following which mobs went on a rampage targeting several shops and vehicles leading to tension on September 11 night.

"Everything will be examined, investigation will be done, on getting the report we will decide. We will not protect anyone, and unnecessarily no one will be punished. We will look into the facts based on the inquiry report and take action accordingly," Parameshwara told reporters here.

He noted that two officials -- Deputy Superintendent of Police and Inspector -- have already been suspended, and added that further action will be taken based on the report.

The Minister said the government has taken the Nagamangala violence seriously and there is no question of taking such incidents lightly. "BJP makes such allegations, but we too have responsibility, we don't take anything lightly."

On allegations that "outsiders" were involved in the violence, Parameshwara said if inquiry reveals complicity of such elements, it would be examined and action taken accordingly.

Regarding claims that those belonging to the banned PFI were involved, he said: "It will be known from the probe."

On demand for a National Investigation Agency (NIA) probe into Nagamangala violence by BJP which alleged "failure" of state's home department, Parameshwara said: "they keep saying such things, we will not listen to all that."

According to police, an argument had broken out between two groups, when the procession by devotees from Badri Koppalu village reached a place of worship on September 11, and some miscreants hurled stones, which escalated the situation.

Following the clashes between the two groups, a few shops were vandalised and goods torched and vehicles set on fire, they added.

To allegations from some BJP leaders that the party MLA Munirathna was arrested "hurriedly", Parameshwara said, police acted after the complaint was given, "what's wrong in that?"

Munirathna, who represents Rajarajeshwari Nagar Assembly segment here, was picked up from Nangli village in Kolar’s Mulbagal on Saturday evening on charges of harassing a Bruhat Bengaluru Mahanagara Palike (BBMP) contractor for bribe, casteist slurs on a former corporator, and also cheating, criminal intimidation and insulting a woman’s modesty.

Asked about "illegal items" seized from the prison here recently by officials, he said an investigation has begun on this.

When a photo of actor Darshan Thoogudeepa, who was lodged in Parappana Agrahara Prison here, hanging out with other inmates surfaced recently, action was taken based on the probe report and eleven officials were suspended.

"I will look into recent seizures made too and action will be taken; also probe is on at other prisons in the state and action will follow if anything wrong is found," the Minister added.

Police raided the high-security wing of Parappana Agrahara Central Prison here on Saturday and seized smartphones and other illegal goods.

In a huge relief for Delhi Chief Minister Arvind Kejriwal ahead of the Haryana elections, the Supreme Court has granted him bail in the Delhi excise policy case. The AAP chief will now be released from jail, six months after his arrest by the Enforcement Directorate on March 21. He was subsequently arrested by the CBI in June.

Here are some of the Supreme Court's key quotes:

•    Perception also matters and CBI must dispel the notion of being a caged parrot and must show it is an uncaged parrot. CBI should be like Caesar's wife, above suspicion. 

•    "No impediment in arresting person already in custody. We have noted that CBI in their application recorded reasons as to why they deemed necessary. There is no violation of Section 41A (3) of Code of Criminal Procedure," said Justice Surya Kant.

•    Justice Ujjal Bhuyan, however, noted, "CBI did not feel the need to arrest him (Mr Kejriwal) even though he was interrogated in March 2023 and it was only after his ED arrest was stayed that CBI became active and sought custody of Mr Kejriwal, and thus felt no need of arrest for over 22 months. Such action by the CBI raises serious question on the timing of the arrest and such an arrest by CBI was only to frustrate the bail granted in ED case."

•    Submission of additional solicitor general cannot be accepted that appellant has to first approach trial court for grant of bail. Process of trial should not end up becoming a punishment. Belated arrest by CBI is not justified.

•    Regarding building a public narrative of a case... Arvind Kejriwal shall not make any public comments about this case and be present for all hearings before trial court unless exempted.
