'Semi-final' for Lok Sabha elections as key states set for Assembly polls in 2023

New Delhi, Jan 1: A series of assembly polls this year are being considered as semi-finals to the Lok Sabha election slated to be held in the summer of 2024. 

Key states of Karnataka, Madhya Pradesh, Rajasthan, Chhattisgarh and Telangana would go for polls this year, besides states from the northeast. The northeastern states of Nagaland, Tripura and Meghalaya will be the first to have assembly polls, most likely in February-March. The terms of their respective legislative assemblies is ending on different dates in March. 

While Tripura has a BJP government, in Nagaland, the Nationalist Democratic Progressive Party is in power. National People's Party, the only party from the northeast to have a national party recognition, runs the government in Meghalaya.

Sources in the Election Commission had indicated in December that the elections in the three states will be held together, followed by polls in Karnataka later. The term of the 224-member Karnataka legislative assembly ends on May 24. Polls in the BJP-ruled state to form a new assembly could be held in late April or early May.

The last part of 2023 would witness a series of assembly polls with terms of legislative assemblies of Mizoram, Chhattisgarh, Madhya Pradesh, Rajasthan and Telangana ending on different dates in December this year and January 2024.

While the term of the 40-member Mizoram assembly ends on December 17, the tenures of the Chhattisgarh and the Madhya Pradesh legislative assemblies conclude on January 3 and January 6, 2024, respectively.

The tenures of the Rajasthan and Telangana assemblies end on January 14 and January 16, 2024, respectively.

Polls in these five states being held together cannot be ruled out at this stage. Besides the nine scheduled polls, assembly elections in the union territory of Jammu and Kashmir can also not be ruled out this year.

On December 9, sources had said that elections in Jammu and Kashmir may be held in the summer of 2023 after winter conditions subside, and the timing would depend on the security scenario. 

The final electoral roll of Jammu and Kashmir was published on November 25 last year paving the way for polls, the first since Article 370 provisions were abrogated and the erstwhile state was bifurcated into Union territories in 2019.

Mangaluru: The coastal districts of Dakshina Kannada and Udupi are witnessing a fascinating weather pattern, with chilly early mornings giving way to dry, sweltering afternoons. Over the past two days, dense fog blanketed the rural landscapes, while urban centers like Mangaluru felt the stark contrast of brisk mornings and peak afternoon heat.

The India Meteorological Department (IMD) noted that in rural areas, the morning chill caused temperatures to dip by one to two degrees Celsius below the seasonal norm, intensifying the fog. Monday saw Mangaluru recording a maximum temperature of 33.3°C and a minimum of 22.6°C, reflective of the sharp day-night variation.

While mornings painted a serene picture with mist-covered trees and a cool ambiance, the afternoons proved relentless, with temperatures soaring between 11 am and 3 pm, offering little respite. Currently, there are no signs of rainfall, with forecasts predicting the continuation of this dual weather pattern for the coming days.

Local residents have mixed feelings about this weather trend. Farmers in rural areas appreciate the cool mornings that ease early chores but express concerns over the dry afternoons, which may affect crop irrigation if the dry spell prolongs. In contrast, urban dwellers are enjoying the foggy mornings but brace for the scorching afternoons.

Meteorologists attribute the sudden chill to shifts in atmospheric pressure along the coast, a precursor to possible weather transitions in December. Whether this pattern persists or leads to unexpected changes remains to be seen, but the twin districts are clearly caught in nature's dramatic play of contrasts.

Bengaluru: Karnataka Chief Minister Siddaramaiah has instructed the Hindu Religious Endowment Department to submit a proposal for constructing a gold chariot for the presiding deity of the state, Chamundeshwari, official sources said on Monday.

The directive follows a request from Member of Legislative Council (MLC) Dinesh Gooligowda, who highlighted the historical and cultural significance of the Chamundeshwari Temple on Chamundi Hill in Mysuru, which dates back to the 12th century AD.

Gooligowda noted that the existing wooden chariot, donated by devotees from Coimbatore, Tamil Nadu, has deteriorated over time.

“Devotees have expressed their desire to organise a ‘rathotsava’ using a gold chariot for Goddess Chamundeshwari. This proposal has been under consideration for some time, with an estimated cost of Rs 100 crore,” the MLC said.

He emphasised that the government’s financial involvement would not be required, as devotees are willing to contribute towards making the chariot a reality.

Gooligowda proposed a deadline for the 2025 Dasara festival for the completion of the chariot, ensuring it is ready for the grand procession featuring the idol of Chamundeshwari.

Mangaluru: District-in-Charge Minister and Minister for Health and Family Welfare, Dinesh Gundu Rao, announced that a day-care chemotherapy centre will soon be established at District Wenlock Hospital. Speaking to mediapersons after reviewing the activities at Wenlock and Government Lady Goschen Hospital, he shared the government’s plans to enhance healthcare services in the region.

Key Initiatives Announced

•    Day-Care Chemotherapy Centre:

  • Ten beds will be reserved for cancer patients.
  • The government will collaborate with Yenepoya Hospital to provide chemotherapy treatments.
  • All required facilities for the centre are already in place, awaiting inauguration by the Chief Minister.

•    Wenlock Hospital Facelift:

  • Critical Care Block: To be built at a cost of ₹24 crore.
  • Integrated Public Health (IPH) Lab: Planned with a budget of ₹1 crore.
  • New OPD Block: As per a 2017 agreement, KMC Hospital will take up construction. Discussions with KMC management are underway.

•    Additional Requirements:

  • A new mortuary and post-mortem building.
  • Paramedical college building.
  • Modern kitchen.
  • Bridge connecting two buildings within the hospital.

•    Total facelift cost: ₹6 crore to ₹10 crore, utilizing funds from the Department of Health and Family Welfare and CSR contributions.

•    Timeline:
By December or January, priority works will be finalized. The superintendents of Wenlock and Lady Goschen Hospitals are scheduled to visit Bengaluru next week to discuss these projects.

•    MRI Fee Allegations:
The minister assured that allegations of patients being charged for MRI scans at Wenlock Hospital will be resolved at the earliest.
These measures aim to improve healthcare accessibility and infrastructure, positioning Wenlock Hospital as a state-of-the-art facility in the region.
