Temporary ban on religious clothing only in institutions where uniform is mandatory: HC

Bengaluru, Feb 11: The Karnataka High Court, in its interim order pending considerations of all petitions related to the Hijab row, has requested the state government to reopen educational institutions and restrained all the students from wearing saffron shawls, scarves, Hijab and any religious flag within the classroom.

The court also made it clear the order was confined to such of the institutions wherein the College Development Committees have prescribed the student dress code or uniform.

"We request the State Government and all other stakeholders to reopen the educational institutions and allow the students to return to the classes at the earliest. Pending consideration of all these petitions, we restrain all the students regardless of their religion or faith from wearing saffron shawls (Bhagwa), scarfs, hijab, religious flags or the like within the classroom, until further orders," the full bench of the Karnataka High Court comprising Chief Justice Ritu Raj Awasthi, Justice Krishna S Dixit and Justice J M Khazi said in their order, made available on Friday.

In their order, the judges expressed their pain over the ongoing agitations and closure of educational institutions for the past few days, "especially when this Court is seized of this matter and important issues of constitutional significance and of personal law are being seriously debated".

The court also noted that India is a country of plural cultures, religions and languages.

Being a secular state, the country does not identify itself with any religion as its own, the bench said, adding, every citizen has the right to profess and practice any faith of choice.

"Ours being a civilized society, no person in the name of religion, culture or the like can be permitted to do any act that disturbs public peace and tranquility. Endless agitations and closure of educational institutions indefinitely are not happy things to happen," the court observed.

Stating that the interest of students would be better served by their returning to the classes than by the continuation of agitations and consequent closure of institutions, the court said the academic year is coming to an end shortly and hoped all stakeholders and the public at large maintained peace and tranquility.

The Court has posted the matter for February 14.

The three-judge full bench was formed on Wednesday to hear the petitions by the Muslim girl students challenging the ban on Hijab after the single bench of Justice Dixit, who had been hearing the case since Tuesday referred it to Chief Justice Awasthi with a view that the petitions can be heard by a larger bench.

The Karnataka government on Thursday night decided to resume classes for high school students from Monday following the court observation to reopen schools.

It also said that students will not be allowed to wear anything related to their faith that could instigate people.

The government's decision to resume classes up to Standard X from February 14 and for Pre-University and Degree Colleges thereafter, came at a meeting chaired by the Chief Minister Basavaraj Bommai with his cabinet colleagues holding the Home, Primary and Secondary Education and Higher Education portfolios, and senior officials.

The Hijab row started in Udupi with six girls who had come to college wearing head scarves were barred from entering classes by the principal in December. Besides, Hinduva outfits encouraged Hindu students to wear saffron intimidate the hijab girls. 

Gradually, the issue spread to other parts of the state leading to tension and violence on the campus in certain places. In Bagalkote, police resorted to lathi charge when the crowd gathered in the college due to vehement protests from both sides.

Subsequently, the Karnataka government announced a three-day holiday from Wednesday for high schools and Pre-university colleges to avoid any further disturbances and untoward incidents on campuses.

Mangaluru, Jan 8: The serene beaches near Kulai Jetty under the limits of Surathkal police station turned into a scene of tragedy on Wednesday, January 8, as a group of four close friends saw their day of joy morph into heartbreak. 

Three young men lost their lives in the unforgiving waves, while one narrowly escaped death, saved by the heroic efforts of local fishermen.

The victims have been identified as: 

M. S. Manjunath (31), son of Shivlingappa, hailing from Upparigenahalli, Chitradurga district.

Shivakumar (30) from Shivamogga district.

Satyavelu (30) from JP Nagar, Bengaluru.

The sole survivor, Parameshwara (30), from Hangarga, Bidar district, now carries the weight of a harrowing ordeal and the devastating loss of his three closest friends.

These young men, all students of AMC Engineering College in Bengaluru, had embarked on a trip meant to create memories of joy and camaraderie. Driving overnight from Bengaluru, they reached Mangaluru on Wednesday morning. After breakfast at a local eatery, the group decided to visit the picturesque Kulai Jetty, seeking solace and adventure in the sea.

But their joyful outing took a tragic turn. While playing in the water, the four were caught in strong currents. Despite the swift intervention of local fishermen, only Parameshwara could be rescued in time. The lifeless bodies of Manjunath, Shivakumar, and Satyavelu were later found on the right side of the jetty, their dreams and futures cruelly cut short.

The Surathkal police, alerted to the incident, promptly arrived at the scene and began their investigation. The bodies were transported to AJ Hospital for post-mortem examinations, leaving their families and friends to grapple with the enormity of their loss.

A case has been registered at Surathkal Police Station. This incident serves as a stark reminder of the unpredictable and dangerous nature of the sea, urging visitors to prioritize safety above all else.

What was meant to be a day of joy has left a void that can never be filled, as three grieving families now face the unbearable pain of losing their loved ones.

Mangaluru: Despite a reduction in the number of cybercrime cases in 2024 due to effective preventive measures and increased public awareness, the financial impact of cybercrimes in the Mangaluru Commissionerate was the highest this year. Over Rs 40.46 crore was lost, with Rs 9.32 crore frozen and Rs 2.55 crore released to the complainants, reported Commissioner of Police Anupam Agrawal.

Comparing years, the number of cybercrime cases at CEN Police Station decreased from 196 cases in 2023 to 72 cases in 2024. In total, CEN registered 313 cybercrime cases from 2022 to 2024, including 55 cases in 2022, 196 in 2023, and 62 in 2024. In contrast, other police stations reported 120 cybercrime cases during this period, with eight cases in 2022, 40 in 2023, and 72 in 2024.

The financial losses from cybercrimes in 2022 were Rs 61 lakh, with Rs 7 lakh frozen and Rs 6 lakh returned to victims. In 2023, the losses increased significantly, with Rs 9.83 crore lost, Rs 6.29 crore frozen, and Rs 1.17 crore released to complainants.

Cybercrimes were mainly investment frauds, accounting for 50% of the cases and around 75% of the total losses. A total of 67 cases of investment fraud led to a loss of Rs 30.3 crore in 2024. Other major cybercrime categories included digital arrest scams (25 cases, Rs 7.1 crore lost), job frauds (8 cases, Rs 1.2 crore lost), and matrimonial frauds (4 cases, Rs 60.4 lakh lost). Online shopping frauds resulted in Rs 5.9 lakh in losses from three cases, while share market frauds led to Rs 41.96 lakh in losses from five cases. Other frauds, including advertisement, KYC, and miscellaneous scams, caused additional losses.

The National Cyber Crime Reporting portal received 5,498 complaints, with 215 cases converted into FIRs. Arrests related to cybercrimes increased in 2023, particularly at other police stations. This year, 42 individuals were arrested for cybercrimes, with 15 from Karnataka and 27 from other states, including Kerala and Tamil Nadu.

To combat cybercrime, 217 awareness programs were held across Mangaluru, targeting various sections of society. These programs were organized at the Police Station, Beat, Sub-division, and Commissionerate levels, helping spread awareness and prevent future crimes.

Mangaluru: Air India Express (AIE) has postponed its much-anticipated direct flight service between Mangaluru International Airport (MIA) and Singapore, citing low bookings. Passengers who had booked tickets for the inaugural flight scheduled for January 21 and subsequent dates have been notified of the cancellation through email.

In its email, AIE assured passengers of alternative travel arrangements, including connecting flight options between MIA and Singapore. However, the decision to delay the direct service has left travelers and travel agents disappointed.

An AIE official attributed the postponement to operational challenges but clarified that the airline has not abandoned plans for the route. “We are committed to starting the service, but there is no immediate confirmation on the new launch date,” the official stated. He further explained that sustaining a route requires consistent demand, and seasonal travel alone is insufficient to justify operations.

Another AIE representative admitted that the number of bookings for the inaugural flight was below expectations but declined to disclose specific figures.

Rajesh H Acharya, director of HQ Connections Pte Ltd in Singapore and coordinator of the Singapore Tuluver community, expressed his disappointment. Acharya, who has been advocating for a direct flight between Mangaluru and Singapore since 2017, said, “After years of effort, we finally convinced the airline to start this service, but it has now been deferred.”

Taking to X (formerly Twitter), Acharya posted: "Did not expect such behavior from @AirIndiaX, now owned by @TataCompanies & @SIAirlines. If there are issues, travelers deserve to be informed well in advance. This decision needs investigation at the highest level."

The delay has raised questions among the travel community, with many hoping the airline will address these concerns and provide a clear timeline for the launch of the Mangaluru-Singapore direct flight.
