There’s provision under RTE act to collect donations; DPI commissioner can issue such circulars: Education Minister

Bengaluru, Oct 22: Minister for school education and literacy B C Nagesh has claimed that neither he nor Karnataka Chief Minister Basavaraj Bommai had any role related to the circular of department of public instructions (DPI) that allows to collect a donation from the parents of each student studying in government schools.

The order dated October 19 allows the school development and monitoring committee (SDMC) to collect a minimum donation of Rs 100 every month from parents to develop the infrastructure of schools and also to address the shortcomings of payments to guest teachers.

Speaking to media persons in Mysuru, Nagesh said, “It is the commissioner of DPI who has issued the circular, based on the suggestions by SDMCs. Commissioner has constitutional powers to issue such circulars, without bringing it to the notice of the minister concerned. It is not mandatory for parents to give the donation. However if the circular is found to be misused we will immediately withdraw it.”

"There is provision under RTE act to collect donations at the local level for the development of schools. RTE act is a good act. It was Siddaramaiah led Congress government who brought it. So it is not right for Siddaramaiah to do politics regarding this circular now,” he said.

“The BJP government has now targeted poor students of government schools. After looting 40% commission from government coffers, they now want to loot from the parents, too,” Leader of the Opposition Siddaramaiah said, demanding withdrawal of the circular.

“Our government gave milk, cooked meals, uniforms, shoes, Vidyasiri & hostel facilities to the students. This BJP government took all these back one by one & now wants to take (parents’) money also,” he said.

Mangaluru: Pilikula Biological Park has welcomed several exotic species, including a six-year-old Asiatic lion, a wolf, two gharial crocodiles, and four rare birds (two silver pheasants and two yellow-golden pheasants), as part of an animal exchange programme with Nandankanan Zoological Park, Odisha. The exchange was approved by the Central Zoo Authority, marking a major addition to Pilikula Zoo's growing collection.

Animal Exchange Details

Park Director H Jayaprakash Bhandary provided insights into the exchange programme. In return for the new arrivals, Pilikula Zoo will send four dholes (wild dogs), four rare reticulated pythons, two Brahminy kites, three Asian palm civets, and two large egrets to Nandankanan Zoo. Notably, all animals sent from Pilikula were born in the zoo, showcasing the zoo's success in breeding rare species.

Purpose of the Exchange

The animal exchange programme serves multiple purposes, including providing companions for solitary animals and preserving pure bloodlines. Pilikula Zoo already houses three lions, and the new male Asiatic lion was introduced as a companion. Since the number of Asiatic male lions in Indian zoos is relatively low, the zoo sourced this lion from the distant Nandankanan Zoological Park.

Care During Transport

To ensure the animals' safety and well-being during the 2,000-kilometre journey — the longest distance covered in Pilikula’s animal exchange history — two veterinary officers and eight caretakers from Nandankanan accompanied the animals. Both zoos will share equal responsibility for the care of the exchanged animals.

Future Animal Additions and Revenue Boost

Pilikula Biological Park, home to approximately 1,200 animals, birds, and reptiles, is one of India’s 18 large zoos. Discussions are ongoing for future exchanges with other prominent zoos, including Chhatbir Zoo in Punjab, Byculla Zoo in Mumbai, and the Madras Crocodile Bank. The zoo also plans to introduce rare species like the Anaconda and the Humboldt penguin, for which special enclosures will be built, thanks to donor contributions.

The addition of these rare animals and birds is expected to boost the zoo’s revenue, helping it become self-sustaining, Bhandary said.

Quarantine and Public Display

Before being introduced to the public, the new arrivals will spend around 15 days in a quarantine ward to adapt to the local environment. They will receive necessary vaccinations and treatments during this period, after which they will be displayed to visitors.

Record-breaking Exchange

This animal exchange marks a significant achievement for Pilikula Zoo, with the animals being transported over approximately 2,000 kilometres from Nandankanan Zoological Park. This sets a new record, surpassing the previous longest exchange with Udaipur Zoo in Rajasthan, which was around 1,700 kilometres.

Mangaluru: In a chilling incident that has raised suspicions of foul play, a 35-year-old man was discovered dead inside a train coach traveling from Bengaluru to Murudeshwar. 

The deceased, identified as Mouzzan from Kumbarpete, Doddaballapur, worked as a sales representative and was differently-abled. He boarded the train on October 24 from Yesvantpur and occupied the Divyang Coach.

The incident came to light on the morning of October 25 at Udupi, where a railway guard found Mouzzan unresponsive. The railway police immediately rushed him to the hospital, but doctors declared him dead. 

With no identification documents on him, the police utilized a label, “RS Tailor Chickpete,” found on his shirt collar to trace his family through WhatsApp, helping his relatives reach Mulki by Saturday.

Upon inspection, police noticed ligature marks around Mouzzan’s neck, hinting at possible foul play. His family reported that his bag and mobile phone were missing, raising further suspicion. 

The last known location of his phone was traced to Sakleshpur, suggesting he may have been targeted during the journey. Investigators suspect robbery as a motive and are now actively pursuing leads, with searches underway in Mysuru and Bengaluru.

A case has been filed at Mulki police station, and efforts to uncover the truth behind this tragic incident are intensifying as police work to piece together the circumstances that led to Mouzzan’s untimely death.

Bengaluru: Following allegations by a section of farmers from Vijayapura district that their lands were marked as Waqf properties, Karnataka Chief Minister Sidddaramaiah on Tuesday said none of them will be evicted, and notices issued to them will be withdrawn.

"No farmer will be evicted from their land. Yesterday Revenue Minister (Krishna Byre Gowda), M B Patil (Industries and Vijayapura district in-charge Minister) and Waqf Minister Zameer Ahmed Khan have jointly said that no farmer from Vijayapura will be evicted from their land," Siddaramaiah said.

Speaking to reporters here, he said in case notices have been issued to farmers, they will be withdrawn.

Responding to a question that similar notices have been issued to farmers in Yadgir and Dharwad districts too, the CM said: "I will ask the Revenue Minister to look into it, nowhere farmers will be evicted."

Seeking to clarify "confusion" over 1,200 acres in Honavada of Tikota taluk being marked as Waqf property, M B Patil had recently said it was due to an “error” in the gazette notification.

He also had said only 11 acres out of the 1,200 acres are Waqf properties, and a task force headed by the Deputy Commissioner will be formed to resolve the issues.
