‘They are responsible’: Karnataka CM blames Congress for Bengaluru rain woes

Bengaluru, Sept 6: Karnataka Chief Minister Basavaraj Bommai today blamed the previous Congress governments' 'maladministration' and unprecedented rains in Bengaluru for the deluge.

He said, despite all odds, his government has taken it up as a challenge to restore the rain battered city, and make sure that such things don't recur in the future.

Owing to the torrential downpour that lashed the state capital for the last couple of days, several areas are still under water with houses and vehicles partially inundated, there by affecting normal life.

"Karnataka, especially Bengaluru has not received unprecedented heavy rain.. for the last 90 years such rain has not been recorded. All the tanks are full and are overflowing, some of them have breached, and there have been continuous rains, every day it is raining," Mr Bommai said.

Speaking to reporters here, he said a picture is being portrayed that the entire city is facing difficulties, which is not the case.

"Basically the issue lies in two zones, particularly the Mahadevapura zone for reasons such as presence of 69 tanks in that small area and almost all of them have either breached or are overflowing, secondly, all establishments are in low lying areas, and the third is encroachments," he listed out.

Noting that his government has taken it as a "challenge", the Chief Minister said officers, engineers and workers and State Disaster Response Force (SDRF) teams are working 24/7.

"We have cleared lots of encroachments and we will continue to clear them. We are installing sluice gates to the tanks so that they can be managed better. I have instructed officials to ensure that the control room works 24/7. We have started de-watering in most of the areas. Other than one or two areas almost all areas have been de-watered," he said, adding that rain is not giving respite to work properly as there have been rains every day.

Blaming "maladministration and unplanned administration" of the previous Congress governments for the present misery, Mr Bommai said they had given permissions for construction activities "right-left-centre" in the lake areas, on the tank bunds and buffer zones.

They had never thought of maintaining the lakes, he said.

"Now I have taken it up as a challenge. I have given ₹ 1,500 crores for development of storm water drains, I have yesterday released ₹ 300 crore to remove all encroachments and do a pucca structure along the storm water drains and for the infrastructure, so that there are no impediments and bottleneck in the flow of water," he said.

Observing that the TK Halli pump house in Malavalli taluk of Mandya which pumps Cauvery water to Bengaluru is affected due to overflowing Bheemeshwara River and water from the surrounding lakes, the Chief Minister said, two pump houses were affected, flood water is being drained out, but it will take two days to drain out water and to resume work in full capacity.

Alternative plan has been formulated for water supply to Bengaluru, he said. Around 8,000 bore wells are under the Bangalore Water Supply and Sewerage Board (BWSSB) and 4,000 under Bruhat Bengaluru Mahanagara Palike (BBMP) will be activated and they would supply water during the disruption in Cauvery water supply to areas.

Water in tankers will be supplied on behalf of the government to the areas where there are no bore wells, he added. "I request cooperation of people for the next 2-3 days."

The founder of Taiwan's Gold Apollo, Hsu Ching-Kuang denied that his company manufactured the pagers used in the explosions that occurred in Lebanon on Tuesday, resulting in at least nine fatalities and nearly 3,000 injuries.

The detonations were triggered simultaneously by pagers used by militant-group Hezbollah members across the country.

News agency Reuters reported that images of the destroyed pagers revealed a format and stickers on the back that were consistent with those produced by Gold Apollo.

A high-ranking Lebanese security official said that Hezbollah had placed an order for 5,000 pagers from the Taiwanese company.

Earlier, a New York Times (NYT) report said that pagers used by Hezbollah members that simultaneously exploded on Tuesday came from Taiwan, with Lebanon claiming that explosives packed in sometime before they arrived in Lebanon.

However, Hsu clarified that the pagers involved in the incident were manufactured by a European company called BAC, which had the right to use Gold Apollo's brand. "The product was not ours. It was only that it had our brand on it," he said, without disclosing the name of the European manufacturer. Hsu further said that Gold Apollo was also a victim in this situation.

"We are a responsible company. This is very embarrassing," Hsu said.

According to media reports, Hezbollah's fighters started using pagers believing they could avoid Israeli tracking of their locations.

Hezbollah blames Israel, vows 'punishment'

Hezbollah vowed revenge against Israel following accusations that the latter was responsible for detonating pagers throughout Lebanon.

Ziad Makary, the Lebanese information minister, denounced the detonation of the pagers, which are commonly used by Hezbollah and other groups in Lebanon for communication purposes. He labeled the incident as an "Israeli aggression". Meanwhile, Hezbollah declared that Israel would face "its fair punishment" for the explosions.

Indore: Two Army officers were thrashed and one of their two women friends was allegedly gang-raped by armed miscreants when they were out on a picnic in Madhya Pradesh's Indore district in the wee hours of Wednesday.

Additional SP Rupesh Dwivedi said on Wednesday night that six suspects had been identified, two of whom have been detained from the jungles.
Both Army officers were injured in the mob attack. One of them managed to dial his senior officers but by the time police arrived from Mhow, 30km away, the woman had already been gang-raped.

The two Armymen are undergoing the Young Officers course at Infantry School, Mhow, SP Rural Hitika Vasal said.

According to the complaint filed by one of the lieutenants, the four of them had driven to Ahilya Gate near Jam Gate on Mhow-Mandleshwar road on Tuesday night. Built in 1791 by Rani Ahilyabai Holkar, Jam Gate is a popular picnic spot for its stunning views of the valley below, and the temple near Ahilya Gate draws a lot of devotees.

Around 2.30am, one of the officers and his female friend were in the car when 6-7 men attacked them. The other pair was atop a nearby hillock then and rushed down on hearing the confrontation.

The complaint says that the attackers held the pair they had attacked in the car hostage at gunpoint. They asked the other officer to bring Rs 10 lakh in ransom. This gave the officer - who was accompanied by the other woman - a chance to inform his seniors at Mhow, who in turn alerted police.

A large police force was dispatched to the spot but the attackers had escaped into the forest by then. All four of them were brought to Mhow Civil Hospital around 6.30am where a medical examination confirmed one of the women had been gang-raped. As per the duty doctor, there were injuries on both officers' bodies. "The complainant has alleged that the woman who was with him was raped, and they were looted as well," SP Vasal said.

Badgonda police registered a case under BNS sections 70 (gang-rape), 310-2 (dacoity), 308-2 (extortion) and 115-2 (voluntarily causing hurt), plus sections of Arms Act.

Forces from four police stations combed the jungles near Chhoti Jaam village and picked up two suspects.

Mangaluru, Sep 20: The bye-election for the MLC seat, vacated by Kota Srinivas Poojary after his election as an MP, will take place on October 21. The election covers 6,037 voters from 392 local bodies across Dakshina Kannada and Udupi districts. Dakshina Kannada Deputy Commissioner and election officer Mullai Muhilan provided details at a press conference held at the DC office on Thursday.

Key Election Dates:

Nomination Period: September 26 to October 3
Verification of Nominations: October 4
Last Date for Withdrawal of Nominations: October 7
Election Day: October 21 (Polling from 8 AM to 4 PM)
Vote Counting: October 24

Code of Conduct:

The model code of conduct came into effect on September 19 and will remain in place until October 28 in both Dakshina Kannada and Udupi districts. During this period, government development projects cannot be announced, and foundation stone-laying ceremonies are prohibited. Political banners and hoardings are also banned. Government officials are restricted from participating in public programs or meetings. The Election Commission will oversee all political events, and the regulations that apply to MP and MLA elections will also govern this MLC bye-election.

Election Management:

Additional DCs of Dakshina Kannada and Udupi will assist as election officers. While no election-related check posts will be set up, flying squads and video surveillance teams will monitor compliance. Political party buntings and hoardings will be removed immediately.

Voter and Polling Information:

Dakshina Kannada and Udupi districts fall under the Dakshina Kannada local body authority. In this bye-election, eligible voters include members of gram panchayats, city corporations, city municipalities, town municipalities, town panchayats, as well as MLAs, MLCs, and MPs.

Dakshina Kannada: 3,551 voters, 234 polling booths
Udupi: 2,486 voters, 158 polling booths

Officials Present:

The press conference was attended by ZP CEO Dr. Anand, Additional DC Dr. Santhosh Kumar, Police Commissioner Anupam Agarwal, SP Yatheesh, MCC Commissioner Anand C L, and Assistant Commissioner Girish Nandan.

This election marks a significant political event for both districts, with voters from various local bodies participating in the process.
