Why Siddaramaiah govt still hesitant to release Karnataka caste census?

Bengaluru, Oct 3: The freshly released caste census data of Bihar has to a certain extent mounted on Chief Minister Siddaramaiah led congress of Karnataka to formally release the date of caste census it had conducted during its previous tenure nearly a decade ago. 

Officially labelled socio-economic survey, Siddaramaiah had commissioned the census in 2015, during his first stint as CM, with the aim of ensuring reservation benefits for castes in proportion to their population. Entrusted with the responsibility, the backward classes commission then headed by Justice Kantharaj completed the census in 2018.

The report, which cost the exchequer a staggering Rs 262 crore, has been gathering dust since for various reasons, including political. Cases are also pending in courts.

Ironically, the delay in accepting the report comes at a time when former AICC president and Congress MP Rahul Gandhi has been going hammer and tongs after the Narendra Modi government at the Centre for not releasing the findings of a similar exercise carried out across the country.

Successive state governments — there have been two besides the current government — have refused to accept the report on the pretext that it was not signed and validated by the then member secretary of the commission. The permanent backward classes Act makes the member secretary’s validation mandatory.

But the real reason, politicians say, is strong opposition by politically dominant communities like Lingayats and Vokkaligas who believe the findings will end their political hegemony. Alleged key findings of the report, that were leaked just before the 2018 assembly elections, challenged the popular political narrative that Lingayats and Vokkaligas are numerically dominant castes in the state.

The leaked reports shows Scheduled Castes form the largest community at 19% followed by Muslims (16%). It pegged the population of Lingayats and Vokkaligas at 14% and 11% — way lower than current estimates. While Lingayats claim they form 20% of the state’s population, Vokkaligas say they account for 17%. Both communities — besides Brahmins — have opposed the findings.

“The opposition comes from the perceived fear of losing political preference, be it in distribution of tickets for assembly and Lok Sabha polls or cabinet berths both communities enjoyed all these years,” said a former BJP minister.

After the alleged leak in 2018, the Siddaramaiah gov- ernment is said to have got the commission to delay submitting the report since assembly elections were around the corner. The JD(S)-Congress coalition and the BJP government that followed also dragged their feet on accepting the report since it was seen as politically imprudent.

But after the Congress government returned to office with a thumping majority, Siddaramaiah, in June this year, announced his government will accept the report. “Caste census will help the government make appropriate decisions on facilities including the quantum of reservation to be provided to different castes and communities,” Siddaramaiah had said then.

But nothing has happened since and there have been rumblings in the state Congress unit over the intended move.

When contacted, chairpersons of the backward classes commission Jayaprakash Hegde said the report will be submitted to the government soon. “We are collating the data and we will submit it to the government at the earliest,” he said.

Backward classes welfare minister Shivraj Tangadagi said the government is committed to make the findings public and it will do so soon.

Mangaluru: The coastal districts of Dakshina Kannada and Udupi are witnessing a fascinating weather pattern, with chilly early mornings giving way to dry, sweltering afternoons. Over the past two days, dense fog blanketed the rural landscapes, while urban centers like Mangaluru felt the stark contrast of brisk mornings and peak afternoon heat.

The India Meteorological Department (IMD) noted that in rural areas, the morning chill caused temperatures to dip by one to two degrees Celsius below the seasonal norm, intensifying the fog. Monday saw Mangaluru recording a maximum temperature of 33.3°C and a minimum of 22.6°C, reflective of the sharp day-night variation.

While mornings painted a serene picture with mist-covered trees and a cool ambiance, the afternoons proved relentless, with temperatures soaring between 11 am and 3 pm, offering little respite. Currently, there are no signs of rainfall, with forecasts predicting the continuation of this dual weather pattern for the coming days.

Local residents have mixed feelings about this weather trend. Farmers in rural areas appreciate the cool mornings that ease early chores but express concerns over the dry afternoons, which may affect crop irrigation if the dry spell prolongs. In contrast, urban dwellers are enjoying the foggy mornings but brace for the scorching afternoons.

Meteorologists attribute the sudden chill to shifts in atmospheric pressure along the coast, a precursor to possible weather transitions in December. Whether this pattern persists or leads to unexpected changes remains to be seen, but the twin districts are clearly caught in nature's dramatic play of contrasts.

Bengaluru: An estimated overall 10.14 per cent voter turnout was recorded during the first two hours, since the voting began for bypolls to three Assembly segments in Karnataka on Wednesday, election officials said.

The voting began at 7 am and will go on till 6 pm.

More than seven lakh voters are eligible to cast their votes in about 770 polling stations in Shiggaon, Sandur and Channapatna, where a total of 45 candidates are in the fray.

While Channapatna recorded 10.34 per cent voter turnout till 9 am, it was 10.08 per cent in Shiggaon, and 9.99 per cent in Sandur, election officials said.

Voters, including women and elderly were seen queuing up in front of polling booths in these segments.

By-polls for Sandur, Shiggaon, and Channapatna are necessitated, as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister H D Kumaraswamy of JD(S) -- to Lok Sabha in May elections.

As many as 31 candidates are in the fray from Channapatna, while Sandur and Shiggaon have six and eight contenders, respectively.

Elaborate security arrangements have been made in the three segments for the smooth conduct of the polls.

The by-polls will witness a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance is in contest against the grand old party.

Among the three segments, Channapatna is considered to be a "high profile", where the contest is between C P Yogeeshwara, a five time MLA from the segment and former Minister, who joined the Congress quitting BJP ahead of nomination, and actor-turned -politician Nikhil Kumaraswamy, who is Kumaraswamy’s son and former PM H D Deve Gowda's grandson.

BJP's Bharath Bommai, son of Basavaraj Bommai, is fighting Congress Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls, in Shiggaon.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress is contesting from the seat vacated by her husband, against, BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Annapurna, Tukaram and other family members cast their votes at a booth in the segment.

With Nikhil Kumaraswamy and Bharath Bommai contesting, the third generation of Gowda and Bommai families are in the fray in this by-poll. Both their fathers and grandfathers have served as Karnataka's Chief Ministers in the past.

Bengaluru, Nov 22: For the second day running, the Karnataka BJP on Friday staged a statewide protest condemning the government’s alleged move to notify land of farmers as Waqf property.

The BJP staged a protest before the offices of Deputy Commissioners at district headquarters.

The BJP leaders are vehemently demanding that the state government cancel a 1974 Gazette notification in this regard.

The agitators are also demanding scrapping of the Waqf Board and the resignation of Chief Minister Siddaramaiah and Minister for Waqf and Housing Zameer Ahmad Khan.

The BJP MLAs, MLCs, MPs gathered in the premises of Freedom Park and staged a protest under the leadership of Leader of Opposition R. Ashoka and slammed the state government.

MLA T.S. Srivatsa led the protest in Mysuru and hundreds of party workers and farmers staged the protest under the leadership of former MP Pratap Simha in Kodagu.

Former MP Sumalatha Ambareesh led the agitation in Mandya.

This was the first time that Sumalatha took part in the party’s programme after the Lok Sabha elections.

State President B.Y. Vijayendra claimed, “The Congress government in Karnataka is issuing notices to farmers claiming the ownership of their lands to the Waqf Board and pushing them on the streets overnight.”

In the first week of December, three teams formed by the BJP will travel across the state and record the grievances of farmers.

“The state government is attempting to snatch away the lands belonging to temples as well,” Vijayendra alleged and added that the teams would comprise all senior leaders of the BJP.

Meanwhile, the police have taken Sri Ram Sena chief Pramod Muthalik into custody while staging a protest march to the office of Zameer Ahmad Khan in Bengaluru.

Muthalik along with Hindutva activists was planning to lay siege to Zameer’s office over the Waqf row.

The police stopped Muthalik and requested him to submit the memorandum by reaching the minister’s office in a vehicle. However, Muthalik refused to go with the police and continued his footmarch. The police took him into custody following arguments.
