The police had to open fire to disperse a mob on the night of November 15, 2009 following violence in connection with the reception accorded to IUML state president near the moffussil bus stand.
The commission's office will function in Kannur. The government also sanctioned the posts of secretary to the commission, bench clerk, confidential assistant and a peon at the office. The secretary to the commission will be of the rank of the section officer at the secretariat. The government also sanctioned a fund of Rs 10,000 to meet the initial expenses and the service of a car driver to the commission which will also conduct its sitting at the collectorate here.
Youth League activist Mohammed Shafeeque, a native of Kaithakkad in Cheruvathur had died in the police firing.
The government had also announced a judicial probe by the district judge. But the probe could not start since the district judge before taking up the probe.
Meanwhile, the father of the victim moved the High Court which ordered a judicial probe by a High Court judge.
