PUCL delegation holds wide range of discussion with Alok, Seemanth

Mangalore, April 4: A six-member PUCL delegation led by its state president PB D'Sa, met the Inspector General of Police (Western Range) Alok Mohan and the Mangalore Commissioner of Police Seemanth Kumar Singh and held discussions on a number of important topics such as human rights, communalism etc.



On the occasion, copies of several PUCL reports and publications such as 'Report of the People's Tribunal Enquiry by Justice (Retd.) M F Saldanha, 'State Terrorism: Police Atrocities in the Karavali Area', 'Horrifying Human Tragedy Called Mangalore SEZ', 'State Terrorism: Tyranny - An Editor in Chains', 'PUCL Fact-finding Reports, NHRC and SHRC Cases – Volume 1' were presented to both the officers.



Both officers have thanked PUCL for the reports and assured that the same would be studied and would be made use of during the course of their 'crime meetings' to brief the other officers. They also informed the delegation that regular training on the subject of human rights is being imparted to all the policemen.



One of the subjects that were brought up during the discussions with the Commissioner was about the withdrawal of cases filed against innocent Christians subsequent to the church attacks of 14th September 2008. The Commissioner has confirmed that his office has received the necessary instructions from the state government and they have started the relevant processes and a report will be submitted to the court within a few days for withdrawal of all the cases.
It may be recalled that Justice (Retd.) Saldanha had recently submitted to the Governor of Karnataka the report of the one-man People's Tribunal Enquiry on the church attacks formed at the instance of PUCL and Transparency International (Karnataka Chapter). At the time the Governor had given an assurance that all the 338 cases against the Christians would be withdrawn very shortly.



The delegation pointed out that in the Ullal area harassment of rights activists, especially those from the minority Muslim community, is on the rise. Attention of both the officers was drawn to the fact that attempts are being made by a certain Inspector to file false cases against rights and social activists by branding them as terrorists having connections with the likes of notorious underworld elements such as Madur Yusuf. The Commissioner promised that he will look into these charges. The Commissioner said he has issued strict instructions regarding custodial deaths during their recently held seminar on the subject. He has instructed all his subordinates that in case of any custodial death a criminal case under IPC 302 must be booked against the SHO.



He also spoke at length on the modernization of the force such as on-line filing of complaints, PCR vehicles, e-booking of traffic violations etc., and on the welfare measures that have been set in motion. For example the proposal to install portable cabins at several places in the city would serve the dual purpose of a rest room and toilet. PUCL welcomed all this and observed that if properly used it will go a long way towards bringing in professionalism and instilling some measure of dignity and self-respect.

Bengaluru: The Karnataka government has warned that disciplinary action will be taken against those officials who change the land mutation records and serve eviction notices to farmers under the Waqf Act.

In a letter, the Revenue Department Principal Secretary Rajender Kumar Kataria reminded all regional commissioners and deputy commissioners in the districts that Chief Minister Siddaramaiah recently had a meeting following complaints about certain land properties being made in favour of the Karnataka Board of Waqfs.

In the meeting it was decided that all the directions issued previously by any government office or authority to change the mutation records has been withdrawn, the letter said.

It added that all the notices served in the past have also been withdrawn and no action should be taken against the farmers who are cultivating on the said land.

On the directions of the chief minister, the previous letters and the latest reminders served on November 7 to the farmers and land owners have been withdraw, the letter said.

"The officials who served reminder-2 despite the chief minister's direction will face appropriate disciplinary action," Kataria said in his letter.

He said he has been instructed to strictly implement the chief minister's direction.

The fresh direction was issued in poll-bound Karnataka, where bypolls to three crucial assembly segments are due on November 13.

Some farmers in Honwad village in Vijayapura in north Karnataka had alleged last month that they were served eviction notices as the Waqf Board claimed rights over it.

Subsequently, complaints started in pouring in from some other parts of the state.

BJP leader Tejasvi Surya on October 25 alleged that Karnataka Waqf Minister B Z Zameer Ahmed Khan directed the deputy commissioners and revenue officials to register lands in favour of the Waqf Board within 15 days, which resulted in confusion.

On Surya's request, the Chairman of the Joint Committee of Parliament on the Waqf (Amendment) Bill, Jagdambika Pal visited Karnataka on November 7 and met farmers in Hubballi, Vijayapura and Belagavi districts who had alleged that their lands were marked as Waqf properties.

Bengaluru, Nov 1: Hardline BJP leader and Vijayapura MLA Basanagouda Patil Yatnal wrote a letter to Prime Minister Narendra Modi to "Nationalise Waqf Assets", alleging Waqf board of "blatant violation" in claiming of the lands of Farmers, temples and mutts.

Taking to his social media, Basanagouda Patil Yatnal posted on X, saying "I have written a letter to the hon'ble PM Shri Narendra Modi ji to Nationalize the Waqf Assets in view of the arbitrary, blatant violation in claiming of the lands of Farmers, Landowners, Temples, Trusts and Mutts across the country by the Waqf board. All the citizens of the country have equal rights on the land. If the motive of Waqf is welfare and social service, this has to be done without bias and religious discrimination as India is a secular nation."

Additionally, Vijayapura MLA also attached the letter to Prime Minister Narendra Modi in his post.

Earlier, BJP MP Tejasvi Surya had accused the Waqf Board of encroaching on thousands of acres of farmers' lands with the support of the Karnataka government.

Surya stated, "There have been multiple press conferences and videos in the public domain where the Minister himself has admitted that these Waqf adalats are being conducted under the Chief Minister's instructions. This is a grave matter, where thousands of acres of farmers' lands are being encroached upon by the Waqf Board with the active support and collusion of the State Government."

He mentioned that, in recent days, farmers from various districts across Karnataka have reported that, without prior notice, ownership of their lands has been abruptly transferred to the Waqf Board.

Karnataka Minister Priyank Kharge criticised BJP MP Tejasvi Surya, claiming he has done nothing for Bengaluru. Kharge's remarks came in response to the BJP MP's accusations regarding Waqf Board land encroachment.

The Congress leader assured that the Karnataka government is committed to protecting farmers' properties.

Kharge further questioned the BJP's record on protecting temples during its previous government, stating that the Karnataka government is committed to safeguarding temples and common people's properties.

Mangaluru: Pilikula Biological Park has welcomed several exotic species, including a six-year-old Asiatic lion, a wolf, two gharial crocodiles, and four rare birds (two silver pheasants and two yellow-golden pheasants), as part of an animal exchange programme with Nandankanan Zoological Park, Odisha. The exchange was approved by the Central Zoo Authority, marking a major addition to Pilikula Zoo's growing collection.

Animal Exchange Details

Park Director H Jayaprakash Bhandary provided insights into the exchange programme. In return for the new arrivals, Pilikula Zoo will send four dholes (wild dogs), four rare reticulated pythons, two Brahminy kites, three Asian palm civets, and two large egrets to Nandankanan Zoo. Notably, all animals sent from Pilikula were born in the zoo, showcasing the zoo's success in breeding rare species.

Purpose of the Exchange

The animal exchange programme serves multiple purposes, including providing companions for solitary animals and preserving pure bloodlines. Pilikula Zoo already houses three lions, and the new male Asiatic lion was introduced as a companion. Since the number of Asiatic male lions in Indian zoos is relatively low, the zoo sourced this lion from the distant Nandankanan Zoological Park.

Care During Transport

To ensure the animals' safety and well-being during the 2,000-kilometre journey — the longest distance covered in Pilikula’s animal exchange history — two veterinary officers and eight caretakers from Nandankanan accompanied the animals. Both zoos will share equal responsibility for the care of the exchanged animals.

Future Animal Additions and Revenue Boost

Pilikula Biological Park, home to approximately 1,200 animals, birds, and reptiles, is one of India’s 18 large zoos. Discussions are ongoing for future exchanges with other prominent zoos, including Chhatbir Zoo in Punjab, Byculla Zoo in Mumbai, and the Madras Crocodile Bank. The zoo also plans to introduce rare species like the Anaconda and the Humboldt penguin, for which special enclosures will be built, thanks to donor contributions.

The addition of these rare animals and birds is expected to boost the zoo’s revenue, helping it become self-sustaining, Bhandary said.

Quarantine and Public Display

Before being introduced to the public, the new arrivals will spend around 15 days in a quarantine ward to adapt to the local environment. They will receive necessary vaccinations and treatments during this period, after which they will be displayed to visitors.

Record-breaking Exchange

This animal exchange marks a significant achievement for Pilikula Zoo, with the animals being transported over approximately 2,000 kilometres from Nandankanan Zoological Park. This sets a new record, surpassing the previous longest exchange with Udaipur Zoo in Rajasthan, which was around 1,700 kilometres.
