Mangalore, June 18: First Additional Senior Civil Judge and Chief Judicial Magistrate in the district court ordered the registration of criminal cases against then Ullal Circle Police Inspector Jayanth Shetty, Sub Inspector Shiva Prakash and seven other policemen in connection with two private complaints of police atrocities filed by human rights activists in Ullal in 2008.
Muhammad Kabeer of Ullal police station filed a complaint of being threatened by Ullal police, headed by then Circle Inspector Jayanth Shetty and Sub Inspector Shiva Prakash. He later became the victim of police atrocity for writing a letter to higher officials against Ullal police.
Muhammad Kabeer was arrested again within a difference of two months. After being released from custody, he filed a complaint in the court.
The court ordered registering criminal cases against the men named in the complaint under IPC sections 357 (Assault or criminal force in attempt of wrongly confine to a person) Section 452 (House trespass after preparation for hurt, assault or wrongful restraint) Section 506 (Punishment for criminal intimidation) and other sections for victimizing the complainant.
The court directed the officers named in the complaint to be produced before the court in August 6.
Kabir Ullal is member of the People's Union for Civil Liberties and the Karnataka Komu Souharda Vedike.
According to the complainant, on October 10, 2008 the sub inspector Shiva Prakash, along with three police officers of the Ullal Police Station “forcibly entered” his house in plain clothes and beat him.
They then dragged him to the police station, allegedly without a warrant.
Mr. Ullal has alleged that he was tortured for about 10 hours at Ullal prison. He claims to have undergone treatment at Government Wenlock Hospital here for the injuries, allegedly caused by the police.
