Narayana Poojary, village accountant of Parkala, had demanded a bribe of Rs 1,000 from one Anil Kumar for converting 9 cents of land in Herga village for residential purposes.
The village accountant had been postponing the conversion of land quoting silly reasons of rains, which may cause hurdles in preparing the site map.
Anil Kumar lodged a complaint with Lokayukta Inspector BP Dinesh Kumar who handed over a voice recorder and instructed him to record Poojary's voice demanding the bribe.
Anil recorded the voice on his next visit to the VA's office. On Thursday Lokayukta police raided his office and arrested the accused while receiving a cash of Rs 1,000.
The arrested was produced before the Udupi court and was remanded to Judicial Custody till July 7.
