Blame crumbling breakwater structure for boat mishaps

Mangalore, September 15: The boat tragedy at Old Port Estuary mouth on Tuesday, where five persons were injured, is not the first of its kind this year. It's the third such incident where boats got stuck in the sand bar, but none were injured in the previous cases.

"The problem is mainly due to crumbling Kotepura-Ullal South Breakwater structure erected 18 years ago," says fisheries department deputy director Suresh Kumar Ullal. The North breakwater at Thota Bengre is 200m from the south breakwater. Breakwaters are constructed to protect an anchorage from the effects of ill weather and long shore drift.

He said, "The Rs 200-crore ADB-funded project to repair and extend the two breakwaters from 300m to 400m should solve the problem of sand accretion at the estuary mouth. The project is yet to commence."

The problem exists only in September and October due to the South Westerly winds depositing sands. They get dispersed during Easterly winds, which start October end.

Fishermen leader Umesh Karkera alleges dams in the upper reaches of Nethravathi river such as Thumbe, AMR and MRPL has reduced water inflow to the sea, thus, leading to accumulation of sand and narrowing the gap for boat movement to the sea for fishing.

Suresh Kumar begs to differ saying when the dams did not exist the estuary mouth was rougher than this. "The breakwaters have eased the problem. The problem cropped up as the breakwaters were not maintained," he adds.

Usually, the 200-m-wide estuary mouth allows 15 boats to go side by side in to the sea, but during these two months, a boat can only behind another one. Karkera also alleges the dredging done in January this year was not scientific. Sources say dredging was done according to fishermen leaders' satisfaction and under their supervision.

Dredging operation is a costly affair and owning a dredger is prohibitive. Even the New Mangalore Port (NMP) does not have its own dredger. NMP officials say it requires skilled manpower and lot of maintenance. Fifteen years ago, NMP had its own dredger and as it was not economical, it was disposed of.

Bengaluru: Karnataka Home Minister G Parameshwara on Saturday said the situation in violence-hit Nagamangala town in Mandya district is peaceful now, and steps have been taken to ensure that no untoward incidents take place.

Clashes had broken out between two groups during the Ganesh idol procession in the town, following which mobs went on a rampage with stone pelting and targeting several shops and vehicles leading to tension on Wednesday night.

"Situation in Nagamangala is now peaceful and there is no problem there. I have also instructed officials to hold a peace meeting there. We have instructed officers to ensure that no untoward incidents take place, enough police force is also stationed there," Parameshwara told reporters here.

About 55 people have been arrested in connection with the incident and they have been sent to judicial custody, according to police sources.

Responding to a question on opposition parties including JD(S) leader H D Kumaraswamy raising doubts about the FIR, he said, "The police will do what has to be done in accordance with law..."

Asked about BJP sending a fact finding team to Nagamangala, the Home Minister said, "Let them find the facts and inform us, and if there is any fact from their fact finding, we will look into it. It will make our work a bit easier." The BJP panel consisting of MLA C N Ashwath Narayan, former Minister Byrathi Basavaraj, former Minister K C Narayana Gowda, state secretary Lakshmi Ashwin Gowda, and former IPS officer Bhaskar Rao, will visit the spot and submit a comprehensive report to the party in a week.

According to police, an argument had broken out between two groups, when the Ganesh idol procession by devotees from Badri Koppalu village reached a place of worship on Wednesday, and some miscreants hurled stones, which escalated the situation.

NRI professionals hailing from the coastal and Malnad regions of Karnataka, now based in Singapore, Indonesia, Malaysia, Hong Kong, and Australia, have been urging the Indian government and airlines to introduce a direct flight between Mangalore International Airport (MIA) and Singapore’s Changi Airport.

These professionals argue that Singapore’s strategic location as a hub connecting India with East Asia makes this flight essential. They highlight that this route would serve over 12 million people from the coastal and hill regions of southern India, fostering stronger ties with East Asian economies.

The group, consisting of individuals from Dakshina Kannada, Uttara Kannada, Udupi, Chikkamagaluru, Kodagu, Shivamogga, and Hassan, is spearheaded by Rajesh H Acharya, director of HQ Connections Pte Ltd, Singapore, and coordinator of the Singapore Tuluver community. Acharya emphasized the significance of the Indian government’s Act East policy, which aims to strengthen relationships between India and ASEAN, East Asia, and the Asia-Pacific region.

“This flight will open new doors for cultural, trade, tourism, and technological exchanges between these regions,” Acharya said.

The Mangalore Chapter of IndUS Entrepreneurs (TiE) has also proposed positioning the region as the 'Silicon Beach of India.' A direct flight would provide greater opportunities for entrepreneurs and investors from both Singapore and Mangaluru, boosting business exchanges.

Moreover, Singapore’s Changi Airport could see increased tourism from the Karnataka coast, while Coastal Karnataka would benefit from a surge in visitors from ASEAN countries, the Far East, Australia, New Zealand, and the US West Coast.

While a similar attempt in 2017 did not succeed, Acharya and his team are hopeful that this time their appeal will be taken seriously, tapping into the immense growth potential of the eastern half of the globe.

The Karnataka High Court on Tuesday dismissed the petition filed by Chief Minister Siddaramaiah against Governor Thawarchand Gehlot's decision to sanction the complaint and investigation against him in the alleged Mysore Urban Development Authority (MUDA) scam case.

Justice M Nagaprasanna said the facts narrated in the petition would undoubtedly require an investigation.

The court has also said that the Governor's order approving sanction to investigate against Siddaramaiah under section 17A of the Prevention of Corruption Act does not suffer from application of mind, instead has abundance of application of mind.

Meanwhile, the court rejected the request made by senior advocate Abhishek Singhvi to stay the order of the court. The court has vacated the interim order passed on August 19. In the interim order the trial court was directed not to take any precipitative action against Siddaramaiah. On August 17, Governor had approved sanction under section 17 A  of the Prevention of Corruption Act and Section 218 of Bharatiya Nagarik Suraksha Sanhita ( BNSS), citing three applications.

The court said the private complainants were justified in registering the complaint and seeking approval from the governor.

Insofar as private complainants seeking sanction under section 17A, the court said the provision nowhere requires only a police officer to seek sanction from a competent authority. The court further said it is in fact the duty of the private complainants to seek such approval.

Earlier, The High Court had completed its hearing in the case on September 12, and reserved its orders. It had also directed a special court in Bengaluru to defer further proceedings and not to take any precipitative action against the Chief Minister.

The case pertains to allegations that compensatory sites were allotted to Siddaramaiah's wife B M Parvathi in an upmarket area in Mysuru that had higher property value as compared to the location of her land that had been "acquired" by MUDA.
