Revised zonal regulations of Master Plan II benefits only private builders, says Cong

Mangalore, December 3: Former MLA Vijaykumar Shetty alleged that revised zonal regulations of Master Plan II for Mangalore Local Planning Area will benefit the development of integrated township in Mangalore city and not the small builders and those middle class people who wish to build houses in three to five cents land.

Addressing a press meet here on Friday, he said there is 'Tuglaq Darbar' in Mangalore City Corporation.

“The private builders who are going to benefit from the revised Master Plan II have invited the coprorators for a meeting. However, the Congress Corporators will not attend any meeting convened by the private builders. As per Karnataka State Town and Country Planning Act, the comprehensive development plan for a city should be prepared once in 10 years. But, without discussing with the public and the councillors, the Master Plan II has been revised three times in the last two-and-half years. As per the Act, the master plan can be changed and not the zonal regulations,” he said.

The Mangalore City Corporation opposition leader Lancelot Pinto said that as per the government notification, all the multi-storied buildings which are taller than 15 metre should avail NOC for fire and safety from the fire and emergency service department.

However, as per the new zonal regulations of the Master Plan II, the builders have to avail NOC from the fire and emergency service department even for a 10 metre high building. The rule will affect the small builders who do not go for high rise buildings, he claimed.

Pinto said that the revised zonal regulation is unscientific and will not help the poor to construct a house. A prominent addition in the revised regulations was that it had banned construction of apartments on plots abutting roads which were less than six metres wide.

He said that earlier, house owners or builders could make changes in their building plan by writing to the Mangalore Urban Development Authority. However, as per the new plan, one need to get approval from the State government. “Any changes to the Master Plan should be made after holding discussion with the MCC councillors, MUDA members and the general public,” he said and added that there is lot of changes in the draft of changes made by the MUDA and the revised Master Plan II approved by the department of Urban Development.

Pinto said that the Congress Corporators will attend the meeting to be convened by the Mayor on December 8 or 9 and will take a decision on future course of action depending on Mayor's decision on revised zonal regulation of Master Plan II.

“If the Mayor's decision is against the interest of the public, then we will approach the Governor and urge him to initiate action,” he said.

“As per the government rules, no one can bring in changes to the green belt area. If there was a need to bring in changes, then the government will have to take a decision. However, in the revised zonal regulations of Master Plan II, the green belt area can be changed and the authority may acquire any land required for development as part of integrated township upto 15 per cent of the total extent proposed by the developer. If the authority is convinced that the acquisition of such land is necessary for the proper development of the township, then the authority may provide such land for the development of the township. Such a clause is an attempt to acquire the land belonging to the poor,” said Corporator Naveen D'Souza and added that the clause on integrated township should be removed from the revised Master plan II.

Mangaluru, Jan 8: The serene beaches near Kulai Jetty under the limits of Surathkal police station turned into a scene of tragedy on Wednesday, January 8, as a group of four close friends saw their day of joy morph into heartbreak. 

Three young men lost their lives in the unforgiving waves, while one narrowly escaped death, saved by the heroic efforts of local fishermen.

The victims have been identified as: 

M. S. Manjunath (31), son of Shivlingappa, hailing from Upparigenahalli, Chitradurga district.

Shivakumar (30) from Shivamogga district.

Satyavelu (30) from JP Nagar, Bengaluru.

The sole survivor, Parameshwara (30), from Hangarga, Bidar district, now carries the weight of a harrowing ordeal and the devastating loss of his three closest friends.

These young men, all students of AMC Engineering College in Bengaluru, had embarked on a trip meant to create memories of joy and camaraderie. Driving overnight from Bengaluru, they reached Mangaluru on Wednesday morning. After breakfast at a local eatery, the group decided to visit the picturesque Kulai Jetty, seeking solace and adventure in the sea.

But their joyful outing took a tragic turn. While playing in the water, the four were caught in strong currents. Despite the swift intervention of local fishermen, only Parameshwara could be rescued in time. The lifeless bodies of Manjunath, Shivakumar, and Satyavelu were later found on the right side of the jetty, their dreams and futures cruelly cut short.

The Surathkal police, alerted to the incident, promptly arrived at the scene and began their investigation. The bodies were transported to AJ Hospital for post-mortem examinations, leaving their families and friends to grapple with the enormity of their loss.

A case has been registered at Surathkal Police Station. This incident serves as a stark reminder of the unpredictable and dangerous nature of the sea, urging visitors to prioritize safety above all else.

What was meant to be a day of joy has left a void that can never be filled, as three grieving families now face the unbearable pain of losing their loved ones.

Mangaluru: The Tannirbhavi beach stretch up to the forest department's Tree Park is on the brink of a remarkable transformation under the ‘One Beach, One Destination’ initiative. This ambitious project aims to elevate the beach into a top-tier tourist hotspot through comprehensive upgrades and strategic developments.

Deputy Commissioner Mullai Muhilan MP shared updates during a press briefing on Tuesday, revealing that fresh tenders have been floated for maintaining the main beach. The technical evaluation of tenders for the Tannir Bhavi Blue Flag Beach is nearing completion, with the financial bids set to open shortly. “We are pleased to see major players participating in the tender process,” the DC remarked.

For the main beach, the maintenance contract will span 10 years. Meanwhile, the Blue Flag Beach’s successful bidder will face a progressive financial model—starting with a Rs 50 lakh payment in the first year, escalating to Rs 2 crore by the 10th year, alongside a minimum 5% revenue share for the administration. “Upon completion of the development, the beach will feature continuous activities to enhance its appeal,” he added.

Approximately 90% of the beach’s development work is already complete. Eco-friendly initiatives such as waste management systems and solar installations are operational at the Blue Flag Beach. While entrance work by Mangaluru Smart City Limited is ongoing, the beach remains accessible to the public. Entry fees, set in accordance with Blue Flag guidelines, aim to support sustainable maintenance efforts.

The ‘Blue Flag’ certification represents a global standard in eco-tourism, ensuring clean bathing water, state-of-the-art amenities, safety measures, and sustainable development. Karnataka’s Padubidri and Kasarkod beaches are among the few in India to hold this prestigious certification.

Mangaluru Smart City Limited is spearheading the development of the 1.8-acre area, with an investment of approximately Rs 16 crore. Once completed, the Tannirbhavi Beach is expected to stand out as a vibrant and eco-friendly destination, drawing tourists and locals alike.
