Mechanised boats drop anchor as fishing ban comes into force

Mangalore, June 15: Hundreds of mechanised boats in Dakshina Kannada, Udupi and Uttara Kannada districts will not put out to sea for nearly two months as the annual ban on fishing activities across the coastal Karnataka came into force on Friday.

The ban has been enforced under Coastal Fishing (Regulation) Act 1986 on deep sea fishing using mechanised and traditional boats fitted with engines of 10 horse power capacity or more.

The ban intended to allow fish to breed, will remain in force for 57 days and will conclude on August 10 in Dakshina Kannada and Udupi districts. In Uttara Kannada district the ban will be in force only for 47 days and will end on July 31.

However, use of fishing boats having up to 10 horse power or traditional boats without engines are permitted during the period of ban.

The region's supply of fish during this holiday will come from the east coast, particularly from Chennai. In Andhra Pradesh, the ban on fishing is in force in the month of April-May, said sources in Marine Products Exports Development Authority.

Responding to the ban order, fishermen have returned with their trawlers, long-liners and other mechanised vessels to the shore and have anchored them in the fishing ports.

During the ban period, fishermen generally go for traditional fishing where they will be able to fetch the income of some 30 days. Country craft of 10 horse power engine are used for the purpose. They go four to five nautical miles into the sea and catch fishes in traditional way. Some others go for fishing in the inland water bodies like rivers and lakes.

“If any tragedies occur during the period of the ban, the concerned will be solely held responsible, and the government will not pay any relief or compensation. The mechanised boats which do not obey this ban, will lose subsidy, concession on the central excise and supply of diesel sans sales tax,” said sources in fisheries department.

Due to the ban the prices of fish have skyrocketed in all three coastal districts.

Senior fishermen leader Vasudeva Boloor said that as per Unorganised Workers' Social Security Act, 2008, there are 129 unorganised sectors in India. About 93 per cent of the labourers are unorganised. The state government has come forward to provide insurance, pension for these unorganised labourers. “If our fishermen get all the benefits, then it will help them.”

The fishermen in Mangalore are facing the problem of lack of space to anchor the boats. The work on extension of the jetty is pending for the last several years.

The work on dredging is taken up recently. At present, about 700 mechanised boats can be anchored in the Mangalore Old Port area. As per the available records, there are 65 purse seine boats and 1,005 trawlers.

As per the fisheries department, the fish catch from April 2011 to March 2012 was Rs 620 crore. Prawns, pomfret, sardine, mackeral, silver fish were exported in large quantity.

It may be mentioned here that the Karnataka Budget for 2012-13 has increased the supply of tax-free diesel to fishermen to 1.25 lakh kilo litres for 2012-13. This was 1 lakh kilo litres in the 2011-12 Budget. But later during that year, the quantity was increased by 15,000 kilo litres taking the total to 1.15 lakh kilo litres during 2011-12.

In Goa

The Goa Government has also imposed annual fishing ban from June 15 to July 31. Efforts of the Government to extend the 45-day ban to 60 days failed to materialise this year too as there was no consensus between various groups and stakeholders in fishing activity, said a spokesman of Goa government. The ban would be monitored and violations by trawlers and other mechanised vessels would invite strong action, he said.

Mangaluru: The Karnataka Maritime Board (KMB) has initiated the groundwork for the much-anticipated Mangaluru Water Metro Project (MWMP). The project, which was first announced by Chief Minister Siddaramaiah during the state budget presentation, aims to introduce water-based public transport along the Gurupur and Netravathi rivers in Mangaluru.

The proposed Mangaluru Water Metro will follow in the footsteps of Kochi's successful Water Metro system, which has become a model for eco-friendly and efficient urban transport in India. The KMB will now conduct necessary feasibility studies to assess how this concept can be adapted to Mangaluru's unique geographical and urban landscape.

A 30-Kilometer Stretch Connecting 17 Key Locations
According to a senior officer from KMB, the project will span a 30-kilometer route that connects key points across the rivers and coastline. The water metro service will cover locations such as Bajal, Kulur Bridge, New Mangaluru Port, Sultan Battery, Tannirbhavi, Old Port, Hoige Bazaar, and Someshwar Temple. The service aims to link 17 important points, benefiting both daily commuters and tourists. This initiative not only seeks to reduce congestion in Mangaluru but also promises to boost tourism and recreational activities by providing an alternative mode of transport.

Focus on Eco-Friendly and Efficient Water Transport
The Mangaluru Water Metro will feature modern catamaran boats, which may be powered by electric or diesel engines. These boats will be equipped with essential amenities to ensure smooth and safe operations. The project’s emphasis on sustainability means that the boat fleet will be designed to minimize environmental impact, making water transport both eco-friendly and economically viable.

Feasibility Study to Shape Project Design
The initial feasibility report will cover several crucial aspects, including the placement of water metro stations. These locations will be chosen based on factors such as passenger demand, availability of land, connectivity to other transport modes, and sustainability. A detailed LiDAR (Light Detection and Ranging) survey will further aid in mapping the river routes and surrounding areas, providing precise data for the project’s planning phase.

In addition to assessing operational needs, the feasibility study will also project future demand for water metro services over the next 25 years. By exploring various scenarios, planners can ensure that the water metro is designed to accommodate both current and future user requirements.

Special Purpose Vehicle for Project Management
The report is expected to recommend creating a Special Purpose Vehicle (SPV) to manage the project. This independent entity would help secure funding, attract investors, and ensure professional oversight, enhancing the project's credibility and long-term viability.

Bengaluru: Karnataka Chief Minister Siddaramaiah on Thursday alleged that BJP was raking up the "Waqf issue" with an eye on the upcoming assembly by-polls in the state and elections in neighboring Maharashtra.

Following allegations by a section of farmers in certain parts of the state that their lands were marked as Waqf properties, he reiterated that none of them will be evicted, and notices issued to them will be withdrawn.

"BJP is doing politics. Notices were issued during their (BJP) tenure too, what do they have to say about it? During BJP's tenure over 200 notices were given. One should not practice such dual politics," Siddaramaiah said.

Speaking to reporters here, the CM said, "I have already said that the notices will be withdrawn, where is the issue? In case the notices are issued they will be withdrawn and no one will be evicted, where is the issue?" "Whichever district it is...They (BJP) had also given notices in several districts. Why did they give? Why are they doing such politics? In case notices were served by our government, they will be withdrawn and no farmers will not be evicted....the protest they have planned on November 4 is for politics keeping in mind by-polls in three segments and Maharashtra elections," he added.

A section of farmers from Vijayapura district have alleged that their lands were marked as Waqf properties, and similar allegations have surfaced from a few other places.

The BJP is planning a statewide agitation on November 4, demanding the resignation of Minority Welfare and Waqf Minister B Z Zameer Ahamed Khan, and against the Congress government over the issue.

Accusing the BJP of only doing politics and and not speaking the truth, Siddaramaiah said, "they only speak lies, they make issue out of non issue. Is there any issue in MUDA (site allotment case, in which he is accused and facing probe)? They wanted to make a non issue, an issue." Channapatna, Shiggaon and Sandur Assembly segments will go for by-polls on November 13.

The CM said he will go for campaigning in three assembly segments that will go for bypolls, from November 4 to 11.

He expressed confidence about Congress winning all the three segments.

Bengaluru: The Enforcement Directorate on Monday undertook fresh searches in connection with the Mysuru Urban Development Authority (MUDA) linked money laundering case in which it has booked Karnataka Chief Minister Siddaramaiah, official sources said.

About seven-eight premises in Bengaluru and Mysuru are being covered, the sources said.

The federal agency had conducted the first round of raids in this case on October 18 when it searched the MUDA office in Mysuru and some other locations.

It also questioned some lower-rank officials of the MUDA at its Bengaluru zonal office last week.

The ED has filed a enforcement case information report (ECIR) under the Prevention of Money Laundering Act (PMLA) to book the CM and others taking cognisance of a Lokayukta FIR.

Siddaramaiah is facing Lokayukta and ED probes into alleged irregularities in the allotment of 14 sites to his wife by the MUDA.

Siddaramaiah's wife Parvathi B M, brother-in-law Mallikarjuna Swamy, Devaraju -- from whom Mallikarjuna Swamy purchased land and gifted it to Parvathi -- and others are named as other accused in the case by the two probe agencies.

Parvathi was recently questioned by the Lokayukta.
