Two-day nationwide bank strike begins; banking services paralysed in DK, Udupi

Mangalore, August 22: Employees of public sector banks across the coastal Karnataka have joined the two-day nationwide strike on Wednesday and Thursday opposing banking sector reforms and outsourcing of non-core activities.

The strike has affected banking services across Dakshina Kannada, Udupi and Uttara Kannada districts. However, a few private sector banks, foreign banks and ATMs, however, continued to operate normally.

The strike call was given by the United Forum of Bank Unions (UFBU), an umbrella organisation of nine unions of employees and officers of PSU banks.

Under the aegis of Dakshina Kannada district unit of UFBU a demonstration was organized Wednesday morning in front of State Bank in the city, where protesters shouted slogans seeking the fulfillment of their demands.

They are protesting against banking sector reforms and unilateral implementation of the Khandelwal committee report on human resources management in PSU banks.

According to All India Bank Employees Association (AIBEA) General Secretary C H Venkatachalam nearly 10 lakh employees are participating in the two day strike across India. This includes 24 public- sector banks, 12 private banks and 6 foreign banks.

He also said that ATM machines will work until they have the cash and thereafter those services will also be impacted.

The strike has been called against government's policies of liberalisation, privatisation and globalisation.

Bank unions are demanding stringent and effective measures to recover bad loans.

There are about 87,000 branches of public sector banks, employing over 10 lakh people. The PSU banks, which operate 63,000 ATMs, control about 75 percent banking business in the country.

According to reports, operations like deposit, withdrawal as well as clearing are affected in public sector banks, including the largest lender State Bank of India, due to the strike.

However, in the private sector, operations were normal in ICICI Bank, HDFC Bank and Axis Bank and foreign banks.

Among other things, the trade unions are protesting against Banking Laws Amendment Bill which is pending in Parliament and implementation of the Khandelwal committee report.

The Amendment Bill, 2011 contains provisions such as raising of shareholders' voting rights from 10 percent to 26 percent in private banks and supersession of bank boards.

The Centre-appointed Khandelwal panel had suggested a slew of measures, including more outsourcing of non-core activities in a time-bound manner.

Also, the standard of recruitment, including methodology and content for testing, has to be raised. Testing of computer skills will be mandatory for both officers and clerks, the panel had recommended.

The Khandelwal committee had also suggested that the minimum qualification for clerks and sub-staff should be graduation and class 10, respectively.

The unions which had given the strike call include All India Bank Employees Association, All India Bank Officers Confederation, National Confederation of Bank Employees, All India Bank Officers Officers Association, Bank Employees Federation of India, India National Bank Employees Federation, Indian National Bank Officers Congress, National Organisation of Bank Workers and National Organisation of Bank Officers are part of the United Forum of Bank Union.

Mangaluru: The block level and District Congress Committee presidents in the state will be changed in the next one month for better reach into society and bring in organisational fortification, said Karnataka Pradesh Congress Committee working president G C Chandrasheker on Saturday.

The All India Congress Committee and KPCC have a vision for bringing a change in how the party works with the last man and woman in the state, he said at a press conference here.

"We are looking at bringing development models into the state with a new vision. We are a party that likes to work with the opposition in the developmental aspects and keep all other matters away that do not relate to the development of the state.

"We have a great respect for the people of the coast who are considered to be forward-looking and perceptible, but it is also true that we do not have the numbers in the upper house and in the Urban Local Bodies (ULBs)," he said.

"Our endeavour is to not only create a strong pro-development workforce at the base level by strengthening the second and third level leadership in the state," he said.

Chandrasheker, who is also a Rajya Sabha member, said that he and his four colleagues of the rank of working presidents of the KPCC are going to every district to infuse the new thinking in our workers and leaders.

"This move will get a new surge considering the party is facing byelections in Shiggaon, Chennapatna and Sandhur segments and also vacant seats in the legislative council, followed by elections to the Urban Local Bodies and Panchayats" he said.

When asked about the reason for the changes, Chandrashekar said most of the people have already lived their tenures. The party wants to reward those who have not been given tickets to contest in the 2023 state assembly elections and 2024 Lok Sabha elections for political reasons.

There are quite good leaders and hard-working ground level workers who have great potential to lead the party in the coming years, he said.

"Women will get at least one top post in all District Congress Committees and block levels. There is also a move to give responsible positions for the workers and leaders coming from different strata of society, which are deliverable. The party will not shy away from it," he said.

The other two working presidents, Dr Manjunath Bhandary and Vasanth Kumar, were also present at the press conference.

Kumar said some of the regions in the state are dominated by the BJP. "We want to end this run and defeat the divisive models of the BJP." Bhandary said the Indian National Congress was aiming at a high development phase in the state and involve the opposition parties and their leaders in the development plans in the state.

Ramanagara, Sep 19: A case of rape, sexual harassment and criminal intimidation has been registered against BJP MLA Munirathna and six others, police said on Thursday.

It was registered following the complaint of a 40-year-old woman who alleged that the incident took place at a private resort within the Kaggalipura police station’s jurisdiction.

“We received a complaint on Wednesday night and based on it, we have registered case against seven people, including the BJP MLA under various sections for rape by public servant, sexual harassment, criminal intimidation, criminal conspiracy, voyeurism, intentional insult with intent to provoke breach of peace, Information Technology Act, and others,” a senior police officer said.

The matter is being investigated, he said.

The fresh FIR against the BJP MLA, also a former Minister, comes days after he was arrested by the Bengaluru Police in connection with the two cases filed against him for alleged harassment, threats and casteist abuse, police said.
