Mangalore Assembly Constituency is a fascinating constituency by all means. If one goes through the pages of history, it is overwhelming to know that the valiant episodes of life of Rani Abbakka who struggled and laid her life to protect the honour of this land against the Portuguese invasion were written here.

This constituency was referred to as 'Mangalore 2' when election procedures began in Karnataka decades ago. For the first four elections, this constituency was referred to by the same name. In 1978 it was named as Ullal and in 2008 it was named Mangalore.

During the demarcation of constituencies in 2008, this one gained some regions and lost some along with its name Ullal constituency. Christened as Mangalore constituency, it has emerged as a bigger constituency than its past form.

The newly formed Mangalore constituency lost some parts to Mangalore South because those places were urban regions. Today the Mangalore constituency has parts of Mangalore taluk, Mangalore B division, Ullal Town Panchayat, parts of Pane Mangalur, Meramajal, Kodman, Sajipanadu, Cheloor, Kurnad, Fajir, Kairangala, Naringana, Balepuni, Ira villages, Padu, Thumbe and parts of Vittal Assembly Constituency, which lost its existence during the demarcation.

History

The constituency has historic significance. During the British rule, the region came under Madras Presidency. During 1956, the region was included in the then Mysore State. It was considered as a constituency for the first time in the 1957 elections and in the first elections itself the Congress wrote victory here with GajananaRaoPandit defeating his opponent B V Kakkilaya of CPI. While Mr Pandit had bagged 20,332 votes, his opponent bagged 14,526 votes. This came as a huge landmark considering the fact that the number of voters then was 34,858.

The region was then won over by the Communist in 1962 with party's Krishna Shetty with 17,725 votes in hand defeated Congress candidate B M Idinabba. Though in 1967 the two came face to face with each other in the assembly polls, this time Idinabba trounced Mr Shetty with a romping 21,365 votes.

In 1972 assembly polls, U T Fareed of Congress won 30,048 votes defeating CPI candidate MrShetty. Bharathiya Jana Sangha candidate K Narayan Shetty had tasted defeat with meagre 6,227 votes.

In 1978 U T Fareed won again defeating CPI candidate P RamachandraRao with a margin of 17,729 votes. In 1983, CPI candidate MrRao won against MohommadMasood of the Congress.

In 1994, the BJP saw a surprising victory in this constituency with K JayaramShetty defeating MohommadMasood of the Congress and K R Shriyan of CPM.

Bypolls

In the 1999 bypolls, U T Fareed of the Congress trounced K JayaramShetty. Fareed repeated victory in 2004 as well by defeating ChandrashekarUchil of the BJP. Fareed had by this time grown immensely popular in the constituency. Unfortunately, in 2007, Fareed's death brought in a void. However, his son U T Khader worked as a defacto MLA and soon he carried forward his father's legacy. He won 46,271 votes as against 38,239 votes of ChandrashekarUchil.

In 2008, Ullal constituency became Mangalore constituency and in the elections held in 2008, Khader bagged a romping 50,718 votes against BJP's K PadmanabhaKottary.

Highlights

The most fascinating aspect of this constituency is that it happens to be the only constituency which has seen father and son as MLAs. While U T Fareed won in the constituency during 1972, 1978, 1999 and 2004. His son U T Khader won in this constituency in 2007 and 2008. This election will see MrKhader try his luck in the constituency again. In 2008 elections he won with a margin of 7,049 elections. Then the total number of voters was 1,41,838.

Four parties

The constituency has seen 13 elections so far and four parties have ruled this constituency. While the Congress won ten times, CPI, CPI (M) and BJP have won once each.

No cabinet berth yet

One disappointing fact is that Ullal-Mangalore constituency has not had cabinet representation so far. Even when one candidate won several times from this constituency, his party ruling at the State did not give a cabinet seat.

Voters' detail

This election will see 22,467 additional voters when compared to last election.

Total voters here are 1,64,305 (1,41,838 in 2008), out of which 81,069 are men (69305 in 2008) and 83,236 are women (72,533 in 2008).

Mangaluru: The by-election to the legislative council from the Dakshina Kannada and Udupi local authorities' constituency will be a contest among four candidates. An independent candidate, Muhammed Riyaz, has withdrawn his nomination on Monday, the last day for withdrawal.

Deputy commissioner Mullai Muhilan MP stated that candidates Kishore BR (BJP), Raju Poojary (Congress), Anwar Sadat S (SDPI), and Dinakar Ullal (independent) will be in the fray. 

Polling will be held at 392 booths in Dakshina Kannada and Udupi districts between 8am and 4pm on Oct 21.

A total of 6,032 voters from Dakshina Kannada and Udupi are eligible to vote. While there will be 234 polling booths in Dakshina Kannada, Udupi will have 158 stations. Gram panchayat members, corporators of the Mangaluru City Corporation, members of city municipal councils, town municipal councils, town panchayats, MLAs, MLCs, and Lok Sabha members are eligible to vote.

Election observer of the Election Commission of India (ECI), Pankaj Kumar Pandey, reviewed the poll preparations at the deputy commissioner's office on Monday. He issued directions to officials regarding arrangements to be made during the election and counting of votes.

The deputy commissioner stated that out of 6,032 voters, 3,127 are women and 2,905 are men. He said the counting of votes will be held at St Aloysius PU College in the city on Oct 24.

Udupi deputy commissioner Vidya Kumari K, city police commissioner Anupam Agrawal, Dakshina Kannada ZP CEO Anandh K, Dakshina Kannada SP Yathish N, Udupi SP Arun K, and additional deputy commissioners Santhosh Kumar G and Mamatha Devi were present.

Mysuru, Oct 1: The Karnataka Lokayukta team on Tuesday arrived at the disputed plot in Mysuru and began investigation into the MUDA case against CM Siddaramaiah and his wife, news agency ANI reported. Snehamayi Krishna, the complainant in the case was also present with the team.

Sources stated that ED sleuths might issue a notice to CM Siddaramaiah at any time and issue summons to him for questioning. The sleuths are also keenly watching the movements of CM Siddaramaiah’s close associates and relatives, including a cabinet minister in connection with the MUDA scam.

Sources further said that there is a possibility of the ED conducting raids across the state on offices and residences of close associates of CM Siddaramaiah. The ED has also gathered information on bank accounts and financial transactions of CM Siddaramaiah and his associates.

The Directorate of Enforcement (ED) on Monday registered an Enforcement Case Information Report (ECIR), equivalent to an FIR by the police, against CM Siddaramaiah over the alleged irregularities in the allotment of 14 sites to his wife Parvathi B.M. by the Mysore Urban Development Authority. The ED registered the case taking cognisance of the FIR registered against the Chief Minister by the Lokayukta police on September 27.

Meanwhile, the Karnataka Lokayukta probing the MUDA case has also expedited the probe. The sleuths led by Mysuru Lokayukta SP T.J. Udesh have visited the controversial land on the outskirts of Mysuru city. The petitioner, Snehamayi Krishna, also accompanied the team.

The move of Chief Minister Siddaramaiah’s wife to return 14 sites allotted by the MUDA to her has triggered a debate. BJP MLA from Mysuru T.S. Srivatsa stated on Tuesday that the move of CM’s wife is not acceptable. "The two commissioners who colluded in the MUDA scam are roaming freely even today," he said.

"CM Siddaramaiah first claimed that there was no scam at all. Later, he formed a commission and now there is an FIR against him. After committing the mistake, you offer to return the sale deed. The time is up. He will have to tender his resignation and I am sure he won’t be in the position until Dasara festivities," MLA T.S. Srivatsa stated.

T.J. Abraham, one of the petitioners in the MUDA case said, “I had demanded the MUDA commissioner to take back the allotted sites. He had written back saying the process would be initiated. They were waiting for the investigation report."

"CM Siddaramaiah has not approached the division bench or the Supreme Court to challenge the order against him because there is nothing to be challenged. Returning sites is not a big sacrifice. The Chief Minister has lost it," Abraham stated.

Bengaluru: The Karnataka Food Safety and Quality Department has issued an urgent warning following the discovery of potentially cancer-causing chemicals in cakes sold by certain bakeries across the state.

Recent tests conducted by the department revealed that some cake samples, particularly those with vibrant colors, contain harmful synthetic coloring agents such as Allura Red, a substance known to pose health risks. The findings have raised concerns about the use of artificial colors in bakery products, especially given their potential link to cancer and other serious health conditions.

"We routinely test various food products, and this time, our officials noticed unusually dark-colored cakes on the market," said Srinivas K, Commissioner of Food Safety for Karnataka. "Upon testing, we found that a few cakes contained Allura Red, a synthetic dye associated with health risks."

The use of artificial colors, especially in popular cakes like red velvet and pineapple varieties, is widespread as it attracts customers, particularly children. However, many bakers prefer using natural, safer alternatives, while some opt for synthetic dyes to enhance the cake's visual appeal.

"Most bakeries use permissible, natural colors that are safe for consumption. Unfortunately, a few are resorting to synthetic dyes just to make their cakes more attractive," said a bakery owner from Electronic City, speaking anonymously.

Medical experts are warning that consuming synthetic colors can lead to numerous health issues, including asthma and allergic reactions.

"Some of these artificial dyes are carcinogenic, and prolonged exposure could have serious consequences, especially for children and young adults," cautioned Dr. Vandana G, a private medical practitioner.

While the Food Safety and Standards Authority of India (FSSAI) confirms that only a limited number of samples tested positive for harmful colors, legal action is being taken against the violators.

"There is no need for widespread panic or halting production. We are closely monitoring the situation, and only a few bakeries were found to be non-compliant. Rest assured, appropriate legal measures are underway," assured an FSSAI official.
