Saujanya, a resident of Pangala near Dharmasthala, was raped and murdered while on her way back home from college in Ujire. She was the daughter of Chandappa Gowda, a farmer.
Sources said the report, submitted in the wake of a series of protests seeking justice for Saujanya, mentions Santosh Rao, a 34-year-old mentally unstable man arrested in the case, as the only suspect.
"We have time till November 31 to submit a final report," a CID officer said. He said a forensic science lab biological report linked Rao to the victim but the CID was awaiting opinion of a doctor.
Sources said a final report in the case would be subsequently submitted before a court. They said the 16-page status report with supporting documents was submitted to the home department by Director General of Police (CID) Bipin Gopalakrishna.
"It is almost like a final report. A complete report will be submitted to the court in a few days," Gopalakrishna said.
Sources said the status report clearly states Saujanya was killed by Rao, though people in the region where the murder occurred have alleged involvement of four other youths, including Nishchal Jain, a nephew of the religious head of the Dharmasthala Temple.
The CID has stated that the four youths were elsewhere when the murder occurred on October 9, 2012. It also said that the government may hand over investigation to another agency, if it so desires.
Following recent public protests for a CBI probe, the government had said it would take a decision on the demand after the CID completes its investigation in the case.
