Karnataka: No headway in talks between transport employees, govt

Bengaluru, Dec 12: The talks between the transport union leaders and Karnataka government held failed to end the standoff between the two parties as transport employees continued their strike for a second day on Friday pressing for various demands resulting in suspension of services.

The transport unions' by inviting the recognised employees union and not inviting those who had called for strike led to day-long confusion and forcing the Karnataka government to list out all those leaders who had called for flash strike since Thursday.

This strike has received a strong support from farmers unions also.

After the first round of meeting with the union leaders and officials concerned here, Deputy Chief Minister Lakshman Savadi said that they had invited union leaders who are officially heading recognised unions of these corporations.

"We invited them and held talks as per the Supreme Court guidelines. But we have taken corrective steps by inviting those leaders who have called this strike on Saturday," he said.

Savadi, who holds the transport portfolio, made another round of appeal to agitating employees to give up their strike and return to work besides convening a meeting of leaders again on Saturday to break the logjam.

He assured the employees of government considering their demands but in the same breath he also reminded them that the government had paid their salaries even during the lockdown when the buses did not operate.

The Dy CM said that the state government would take steps to releasing ex gratia of Rs 30 lakh to employees who died during the pandemic duty.

"All four corporations have suffered a loss of about Rs 3,000 crore. But despite the losses, the government took proactive measures to pay the salary of employees of the corporations. Salaries have been paid in cooperation with the government and the corporations," he said.

He added that while in another state, there was a pay cut of up to 25 per cent, but Karnataka has not taken such a step only to not cause any trouble to our employees.

In a statement released by his office, Savadi said that a meeting of officials has been convened to consider the demands of the employees.

According to sources in the transport department, no BMTC bus was operated in the city whereas only 32 per cent of the Karnataka State Road Transport Corporation (KSRTC) and less than 35 per cent of other transport corporations buses were operational on Friday.

The agitation was by and large peaceful barring a few sporadic incidents of stone pelting on government buses at Nelamangala in Bengaluru, Kalaburagi city and Channapatna in Ramanagar district.

With thousands of employees of state-owned transport corporations continued their strike for a second day here on Friday pressing various demands resulting in disruption of services.

Thousands of government buses did not operate due to the stir by transport corporation employees demanding salaries on par with state government employees among others.

The transport system in the city was badly hit as all buses operated by the Bangalore Metropolitan Transport Corporation did not ply from the Central Bus Stand, Traffic and Transit Management Centres at various locations, big bus stands and various depots.

Many commuters, including students and passengers from other parts of the country were stranded at the Central bus stand and other bus stands in the city as buses stayed off roads owing to the strike.

Passengers who had booked tickets in KSRTC buses to other parts of the state reached the bus stand only to find services affected.

At Yeshwanthpur in the city, the agitating employees staged a unique protest by cooking food on the road and ate on the road under the sun.

Karnataka’s first C Band Doppler Weather Radar (DWR) in Mangaluru, work for which was supposed to have been finished by January 15, will be postponed slightly due to some technical difficulties, said N Puviarasan, head of India Meteorological Department (IMD)’s Bengaluru centre.

“We are hoping to get it running by this month's end at least,” said Puviarasan on the sidelines of a stakeholders’ workshop organised by the IMD Bengaluru on January 4 to commemorate 150 years of IMD. The workshop was held at the premises of Karnataka State Natural Disaster Management Centre (KSNDMC) and had day-long sessions, including technical ones by Hindustan Aeronautics Ltd, Bengaluru and Department of Agro Meteorology, University of Agricultural Sciences, Bengaluru.

Puviarasan also said the IMD ran into obstacles in its bid to establish a S-band DWR in Bengaluru, due to problems in acquiring the land required. “We need 30X30 space to put up a tower and a small utility room,” said Puviarasan. According to him, IMD had originally planned to put up the radar in Nandi Hills. But, on Union Minister of State for Micro, Small and Medium Enterprises and Labour & Employment Shobha Karandlaje’s request, he said they started scouting for an appropriate place in Bengaluru. On July 23, 2024 Karandlaje had posted on X: “Following my request, the IMD has greenlit the installation of a Doppler radar in the city (Bengaluru), scheduled to be operational by year-end. This is a major step towards better weather forecasting & preparedness for natural disasters."

She had also posted a letter written to her by Union Minister of State (Independent Charge) Jitendra Singh, who said the radar will have an operational range of 250 km and will be installed in Bengaluru by 2024. He also mentioned that the site for the radar installation has already been identified and the Centre had informed the state government to acquire the site. “But the site suggested by the minister is not feasible because of the elevation issues,” said Puviarsan.

According to IMD scientists, there should not be buildings higher than the radar within its range, as readings will be affected. Puviarasan said they have now identified a place within a government school in Bengaluru and are awaiting permission to establish the radar. He said usually land acquisition is a huge problem. “This time, it’s a government school. Here, we don’t even need to raise a boundary wall, as it exists already. So, we’ll see,” said the director. If this is not working out, he said IMD will go back to its initial plan and will establish the radar in Nandi Hills. Mangaluru radar, being established near Kadri, is expected to cover 250-300 km radius, putting regions prone to heavy rains during monsoons in Karnataka, like Agumbe, Hulikal, Talakaveri, Kerekatte and Bhagamandala within its range, said a IMD scientist. Earlier, in his presentation, Puviarasan had also said apart from Bengaluru and Mangaluru, one X-band DWR is coming up at Dharwad. He also said proposals have been submitted for S-band radar at Honnavara and C-band at Ballari.

Without a DWR, Karnataka has been depending on the radars in Goa, Hyderabad and Chennai for more accuracy in forecasts for thunderstorms and rainfall so far, said IMD officials. In his presentation, Director of KSNDMC, Bhoyar Harshal Narayanrao, talked about why Karnataka is vulnerable to hydro-meteorological and geological disasters. He also said 80 per cent of Karnataka is prone to drought, and that in the last 23 years (between 2001 and 2024), 16 years are drought affected. He also said maximum number of landslides leaving widespread damage and casualties have occurred in Uttara Kannada, Shivamogga, Chikkamamgaluru, Udupi, Dakshina Kannada, Kodagu, Hassan, Chamrajanagara Mysuru and Chikkaballapura. The year 2018 saw the most landslides, at 462, between 2006 and 2024. Narayanrao also said Karnataka is the only state in the south with its own disaster monitoring centre and seeing its success other states are also thinking of establishing one on the lines of KSNDMC. He said KSNDMC is also being approached by a few startups to involve Artificial Intelligence in disaster management. “We are taking a cautious approach towards the idea. We are looking into what AI can offer and will decide accordingly,” said Narayanrao.

Other presentations included an overview of IMD services by S Balachandran, head of Regional Meteorological Centre, Chennai and possible integration of climate services in support of Karnataka State Action Plan on climate change by K J Ramesh, Former Director General, IMD. Sanjeev Verma, AGM, Air Traffic Management, Airports Authority of India, Kempegowda International Airport, Bengaluru also made a presentation of how weather forecasting is integral for air traffic management.

Mangaluru: In a brazen daylight robbery, a group of five to six armed individuals stormed into the Kotekar Vyavasaya Sahakara Seva Sangha branch at KC Road, Ullal taluk, and escaped with valuables estimated at ₹10-12 crore.

The incident occurred between 11:30 am and 12:30 pm, according to Police Commissioner Anupam Agrawal. The masked robbers, aged between 25-35, were armed with a pistol, talwar, and knife. They threatened the four to five employees present, forcing them to open the vault containing jewellery and other valuables.

The suspects spoke in Hindi and Kannada and fled the scene in a black Fiat car. Commissioner Agrawal confirmed that multiple police teams have been formed, and efforts are underway to track the culprits using technical surveillance and other leads.

CM Siddaramaiah Holds Emergency Meeting

Chief Minister Siddaramaiah convened a high-level meeting with senior police officials, including IGP Amit Singh, Commissioner Anupam Agrawal, SP Yathish N, and DySP, following the robbery.

Expressing dissatisfaction over security lapses, Siddaramaiah questioned, "How did this happen despite officials being present? Why were toll gates not secured?"

Officials reported that the bank had no security personnel and only five to six staff members on duty during the heist. The Chief Minister has directed authorities to enhance security across four districts, intensify checks at toll gates, and arrest the accused swiftly to ensure stringent legal action.

Mangaluru: Establishing a Beary Development Corporation is a valid demand, but its implications must be carefully studied, remarked Speaker UT Khader. He proposed forming an expert committee to evaluate the corporation’s potential impact on the Beary community during a district-level conference of the Beary-speaking community, organized by the Akhila Bharata Beary Mahasabha at Kudmul Ranga Rao Town Hall on Wednesday.

Khader expressed concerns over inefficiencies in existing government-established corporations, such as unfilled leadership positions, lack of appointed members, and insufficient funding. “The Beary Development Corporation must avoid similar pitfalls,” he emphasized. He noted that the Minorities Development Corporation already provides various schemes for Beary Muslims, urging a detailed assessment to ensure the new corporation’s funding does not fall short of current provisions, which could disadvantage the community.

Praising the industrious and self-respecting nature of the Beary community, Khader highlighted the respect Beary elders once commanded in villages. He encouraged the youth to uphold this legacy and actively contribute to the community’s progress. Additionally, he commended the Beary youth for their swift and dedicated responses during emergencies, which have garnered widespread recognition.

Khader underscored the importance of unity, cautioning against fostering divisions within the community. He also stressed the critical role of education in development, urging the maintenance of detailed records for SSLC and PUC students to track progress.

The event was presided over by Azeez Baikampadi, president of the Akhila Bharata Beary Mahasabha. Among the dignitaries present were former MLA Mohiudeen Bava and retired police officer GA Bawa. Dr. UT Ifikhar Ali Farid, honorary president of the Akhila Bharata Beary Mahasabha and chairman of the Karnataka State Allied and Healthcare Council, was felicitated during the program.

In notable initiatives, Kanachuru Monu, chairman of Kanachuru Medical College, unveiled the Mahasabha’s new website, while Sheikhabba Karnire of Expertise Company, Jubail, launched an IAS-IPS program aimed at empowering the Beary community.
