Which party cares for Dalits today?

Recently anti-dalit atrocity laws were first diluted inserting the clause of anticipatory bail. Following this there were serious protests all over. In these protests, the anti dalit nature of present ruling dispensation, BJP led NDA was highlighted. Under the pressure of the protests, the government had to bring in a bill to restore its previous provisions. The Lok Sabha on Monday (August 6, 2018) unanimously passed a Bill to reverse the effects of a Supreme Court order concerning certain safeguards against arrests under the SC/ST law. The amended ‘Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2018’, now rules out any provision for anticipatory bail for a person accused of atrocities against people from SC or ST communities, as it stood before the revision. Ram Vilas Paswan, part of NDA, thanked the Prime Minster and also criticized the Congress on the occasion. To show that Congress is anti Dalit he raked up the elections in which Congress had contested against Ambedkar. Ram Vilas Paswan’s own allegiance to Ambedkar ideology is strongly under cloud, as he is allying and empowering BJP, the party with agenda of Hindu Rashtra, something which was an anathema for Ambedkar as he stood for social justice, secularism and democracy.

As Paswan was well described as Mausam Vaigyanik, (Scientist predicting weather) who in order to remain in power always twists and turns and makes the ideological compromises. His own ideology is that of hunger for power and his words in a way should not matter much except on electoral chess board. His projection of the electoral battle between Ambedkar and Congress is a very selective presentation of the relationship between Congress and Ambedkar. While he points this out he forgets that Ambedkar was not a member of Congress party any time. Also that it is the same Congress party in whose government he was made the Cabinet minister. He needs to be reminded that not only was he minister in the first Cabinet of India, he was also made the Chairman of Drafting Committee of Indian Constitution, in which Babsaheb played a pivotal role. To cap this it was he who was requested to draft the Hindu Code Bill, a major step to reform the family laws towards gender just society.

While the likes of Paswan, hankering after power do mouth the name of Ambedkar, they deliberately forget that the major opponents of Constitution drafted by him, the major opposition to Hindu Code bill came from the stable of RSS, the parent organization of the party, in whose alliance he is enjoying the perks of power. One can say that his ally BJP’s agenda of Hindu Rashtra is polar opposite to the dream of Babasaheb, the dream of Liberty, Equality and Fraternity, the dream of secular democratic India. RSS never hesitated in criticizing the Indian constitution, calling it Western; BJP never severed its umbilical cord to the Hindu nationalist RSS. Lately from within BJP itself from top down, Hindu nationalism is being propagated and practiced.

On the eve of 2014 general election Narendra Modi, the Prime Ministerial candidate himself pronounced that he was born in a Hindu family; he is a nationalist, so he is a Hindu nationalist. Another minister in the Center, Anant Kumar Hegde stated that BJP is there to change the Indian constitution and that secular identity should not be used by the people. To cap it all the UP Chief Minster Adityanath Yogi stated that Secularism is the biggest lie of Independent India. BJP itself is very consciously walking the rope, balancing the phrases and actions as for as dalits are concerned. On one hand power-lust of some dalit leaders like Paswan, Udit Raj and Ramdas Athwaley are used to give a pro dalit veneer to BJP’s actions, on the other hand likes of Hegde and Yogi are forthright about their political agenda. It is also true that for the sake of electoral equations even BJP has to pay obeisance to Ambedkar, despite having and agenda totally opposed to his political ideology.

At ground level the impact of BJP-NDA, of which likes of Paswan are members, has affected dalits in a very serious way. While through social engineering they are also trying to woo a section of dalits through manufactured icons likeSuhel Dev and Shabri Mata among others, they have unleashed policies which affect the dalits in a very adverse way. The merciless beating of dalits in Una, which Paswan dismissed as a minor event, the emotive issue of Holy cow has affected the livelihood of dalits in a big way. We also remember that it is during this period that institutional murder of Rohith Vemula and the anti dalit attack at Bhima Koregaon tormented the dalit community no end. Even Modi Government on its own did dilute the Anti Dalit atrocity act, only once they saw a serious opposition to their move that they were forced to retreat for electoral calculations.

While BJP pays tribute to Ambedkar on one side, at the same time it presents Lord Ram as the central icon of its politics. What Ambedkar has said about Lord Ram in his various writings like ‘Riddles of Hinduism’ is well known to us. For BJP, what is important is to garland Babasaheb; it is of no consequence to them to take the issues of social justice in any serious way. The attempt to selectively present the electoral battle of Congress and Ambedkar is a deliberate ploy to undermine the efforts which national movement and Mahatma Gandhi-Congress did to fight against untouchablity in particular. We have miles to go as far as Babasaheb’s dream is concerned, but one thing which Ambedkar pointed out was that Hindu Raj will be a big tragedy for dalits of the country. It is too much to expect that likes of Paswan will realize their folly of allying with BJP-RSS whose very agenda is inherently anti-dalit, as they are blinded by lust for power!

Bengaluru: The Congress and BJP will lock horns on the electoral battleground again, in less than a year, in Karnataka as the stage is set for voting in the first phase in 14 Lok Sabha seats on Friday.

It's going to be a straight fight between the ruling Congress and the BJP-JD(S) combine unlike the Assembly elections in May last year which witnessed a triangular contest among the three parties.

The state has a total of 28 Lok Sabha constituencies. The second phase of polling in the remaining 14 seats is on May seven.

A total of 247 candidates -- 226 men and 21 women -- are in the fray for the first phase in most of the southern and coastal districts.

More than 2.88 crore voters are eligible to exercise their franchise in 30,602 polling stations where polling will take place between 7 am to 6 pm.

While the Congress is contesting in all 14 seats, BJP has fielded nominees in 11 and its alliance partner JD(S), which joined the National Democratic Alliance (NDA) in three -- Hassan, Mandya and Kolar.

Besides the three, the segments where elections will be held on Friday are: Udupi-Chikmagalur, Dakshina Kannada, Chitradurga, Tumkur, Mysore, Chamarajanagar, Bangalore Rural, Bangalore North, Bangalore Central, Bangalore South and Chikkballapur.

In the 2019 Lok Sabha polls, Congress and JD(S), which were in alliance and ruling the state then, had secured just one seat each in these 14 segments. The BJP had won in 11 and ensured the victory of a party supported independent candidate in Mandya.

Having scored a thumping victory in the Assembly elections, the Congress now appears determined to put up a strong show.

Karnataka is the most important state for the BJP in south India as it's only here that it had held power in the past. 'Its alliance partner JD(S) is fighting to remain politically relevant, after the Assembly poll drubbing,' a political analyst said.

The Old Mysore region is the Vokkaliga heartland and parts of it have been the traditional bastion of the JDS.  However, the current elections are a battle for survival for JDS.

According to Karnataka Chief Electoral Officer Manoj Kumar Meena, 1.4 lakh polling officials will be on duty for the first phase.

Besides them, 5,000 micro-observers, 50,000 civil police personnel, 65 companies of Central Parliamentary Force and State Armed Police force of other States will also be deployed for security.

All the 2,829 polling stations of Bangalore Rural parliamentary constituency will be webcast, Meena said.

'This is as per the request of our returning officers and observers; so we have given more than double the Central parliamentary force for Bangalore Rural constituency. Seven companies of Central paramilitary forces have been inducted at the constituency since April 22,' he told reporters on Wednesday.

In fact, out of the total 30,602 polling stations in the first phase, 19,701 will be webcast, and 1,370 covered via CCTVs, he said.

Chikkaballapur has a maximum number of 29 candidates, followed by 24 in Bangalore Central, and Dakshina Kannada has the least number - nine.

JD(S) leader H D Kumaraswamy from Mandya, his brother-in-law and noted cardiologist C N Manjunath from Bangalore Rural on a BJP ticket, erstwhile Mysuru royal family scion Yaduveer Krishnadatta Chamaraja Wadiyar from Mysore, also from the BJP, and Deputy Chief Minister D K Shivakumar's brother and MP D K Suresh of Congress from Bangalore Rural, are among the prominent candidates in the fray in the first phase.

Also in the fray are BJP MP Tejasvi Surya from Bangalore South against Minister Ramalinga Reddy's daughter Sowmya Reddy of Congress, Union Minister Shobha Karandlaje on BJP ticket from Bangalore North against former IIM Bangalore professor M V Rajeev Gowda of Congress.

The Congress' performance in the elections, especially in the first phase which covers almost all Vokkaliga-dominated districts, is being seen as a big test of sorts for its state unit chief Shivakumar, who has made no secret of his ambition to become chief minister, amid speculations of change in guard mid-way of the Assembly term.

Stakes are also high for Chief Minister Siddaramaiah, as victory in particular in his home turf—Mysore and Chamarajanagar—is seen as key for strengthening hands, analysts say.

For the JD(S) and its state chief Kumaraswamy, the task is cut out -- to prove that the regional party is still a force to reckon with, particularly in the Vokkaliga dominated Old Mysuru or South Karnataka region.

Both Shivakumar and Kumaraswamy are Vokkaligas, and are engaged in a fierce turf war to consolidate their clout over the dominant community.

It is also seen as a kind of a 'litmus test' for state BJP president B Y Vijayendra, who has the onerous task of helping the party retain its supremacy in the Lok Sabha elections.

Ensuring a BJP sweep is paramount for the son of veteran leader B S Yediyurappa, to consolidate his position and silence critics who have questioned his selection for the post, overlooking seniors and seasoned hands.

The ruling Congress is mostly banking on the implementation of its populist five guarantee schemes. The BJP and JD(S) seem to be leveraging the 'Modi factor' to the hilt.

Bengaluru, Apr 12: The two men who allegedly plotted and executed the blast that rocked Rameshwaram Cafe in Bengaluru last month have been arrested from Kanthi in Bengal's East Midnapore district, the National Investigation Agency said Friday morning.

Mussavir Hussain Shazeb and Abdul Matheen Taha were caught after a joint operation by central intelligence agencies and police from Bengal, Karnataka, Telangana, and Kerala, and are en route to Kolkata, the anti-terror agency said in a statement.

The available evidence indicates Shazeb planted the explosive device, placed inside a backpack, at the popular eatery. Taha was responsible for planning the attack and for their disappearance.

These are the second and third arrests in this case; last month Muzammil Shareef, who extended logistical support to the Shazeb and Taha, was taken into custody.

Residents of Karnataka's Shivamogga district, Shazeb and Taha were traced to Kanthi after officials conducted searches at 18 locations across Karnataka, Tamil Nadu, and even Uttar Pradesh.

The blast at Bengaluru's Rameshwaram Cafe on March 1 injured 10 people, customers and staff.

Fortunately there were no deaths; the bag containing the explosives was placed in a relatively less crowded area and against a large pillar that absorbed the brunt of the explosion.

After the blast, the NIA released photos and videos of the accused, as seen on CCTV cameras across Bengaluru. In one such clip, the accused - wearing a face mask - was seen boarding a bus.

The agency had declared a reward of ₹ 10 lakh for information leading to the arrest of each accused. The agency had also questioned their acquaintances, including college and school friends.

The Rameshwaram Cafe, which suffered extensive damage after the blast, reopened eight days later, with enhanced security measures including metal detectors.

BJP’s reaction

The Karnataka BJP on Friday attacked the Siddaramaiah government after the arrest of two men by the NIA in the Bengaluru cafe blast case, saying that the terrorists were 'brothers' of the Congress.

Taking to social media, Karnataka BJP stated, “National Investigation Agency (NIA) detains ‘Brothers’ of Congress in Rameshwaram Blast case. Ever since Jihadi Tipu Sultan’s admirers came to power in Karnataka, terrorists have got a free ride.”

“Chief Minister Siddaramaiah’s ‘Ease of Doing Terror’ Policies have prompted ISIS to now set up its shop in Karnataka. The only guarantee that CM Siddaramaiah has fulfilled is converting prosperous Karnataka into a terror hub,” the BJP stated.
