Plastic ban in Maharashtra from today

Mumbai, Jun 23: As the Maharashtragovernment is set to enforce the ban on a variety of plastic items -- announced in March -- from Saturday, environment minister Ramdas Kadam said errant manufacturers will face a strong action, but common people and small traders will not be harassed.

He was speaking to reporters after a review meeting with the Maharashtra Pollution Control Board officials.

On March 23, the state government imposed a ban on manufacturing, use, sale, distribution and storage of plastic materials such as one-time-use bags, spoons, plates, PET and PETE bottles and thermocol items. The government gave three months for the disposal of existing stocks.

An extensive awareness campaign will be carried out in the next eight days to inform about banned items, Kadam said.

"We will ensure that common people and small traders are not harassed. But strict action will be taken again plastic manufacturers (if they break the law)," the senior Shiv Sena minister said. There will be no relaxation in fine, he said.

The fine for the first-time and second-time offenders will be Rs 5,000 and Rs 10,000, respectively. A third violation will attract a fine of Rs 25,000 and a jail term for three months.

Kadam reiterated that 80 per cent of banned plastic items are manufactured in Gujarat and smuggled to Maharashtra.

"Anybody caught bringing in banned plastic goods will be imprisoned for three months," he said.

The ban will mostly hit jobs in the plastic sector in Gujarat, he said, adding "we will find alternative jobs for those who are affected in Maharashtra."

On the demand to exempt thermocol used for decorations during Ganesh Festival, Kadam said, "Some Maharashtrian youths met me and requested that they be allowed to use thermocol items in the festival this year as they had already purchased these items."

The empowered committee of the government, dealing with the ban, will discuss this issue and an exemption might be given if Ganesh Mandals give an undertaking that these items will be later handed over to the municipal corporation for disposal, he said.

Retail packaging companies have been given an extension of three months to submit an undertaking over recycling of plastic materials, he said.

"Once they give the affidavit, their proposals will be forwarded to the empowered committee which will consider exempting them from the ban," the minister said.

Yuva Sena (Shiv Sena youth wing) chief Aaditya Thackeray, who called on Kadam, took a jibe at the ruling alliance partner BJP while speaking to reporters.

The plastic ban was not announced overnight, unlike demonetisation. The decision was in discussion for nine months, Thackeray said.

"There has been a lot of awareness about the ban. Only wilful offenders would be worried about fines," he added.

Kadam said that 1,200 tonnes of plastic waste is generated in Maharashtra everyday.

"Fish and other marine life is threatened by plastic. Plastic is found in nullahs. The city was flooded in the past due to plastic (which chokes nullahs). Plastic is also responsible for emission of sulphur gas, which is carcinogenic."

"If the next generation is to be saved, plastic has to be banned. Seventeen states have already banned it and we are the 18th," the minister said.

Mangaluru: Nearly half of Dakshina Kannada's coastline is facing significant erosion, according to a recent response in the Lok Sabha to a question raised by MP Captain Brijesh Chowta. The data, provided by the Ministry of Environment, Forest and Climate Change (MoEFCC), reveals that between 1990 and 2018, 48.4% of Dakshina Kannada's total coastline of 36.6 km has been eroded.

The written reply, issued by Kirti Vardhan Singh, Minister of State in the MoEFCC, addressed Captain Chowta's query on the impact of sea-level rise and coastal erosion, particularly in Karnataka. The MP had inquired about studies assessing the rise in sea levels and their effect on the coastal regions, as well as the government's plans to mitigate the threats posed by erosion.

While the erosion rate in Dakshina Kannada is notably high, the response highlighted that Karnataka's overall coastal situation is less alarming. Approximately 50% of the state’s coastline remains stable, with 26% undergoing accretion (growth) and 24% experiencing erosion. This data, compiled by the National Centre for Coastal Research (NCCR), is based on a study conducted from 1990 to 2018, using satellite images and field surveys.

The NCCR's findings indicate that 33.6% of the Indian coastline is affected by erosion, with 26.9% in a state of accretion, and 39.6% remaining stable. In Dakshina Kannada, erosion has impacted 17.7 km of its 36.6 km coastline. Uttara Kannada and Udupi districts are similarly affected, with erosion covering 21.6 km and 34.9 km of their respective coastlines.

In response to these concerns, the central government is actively implementing measures to combat coastal erosion and protect vulnerable communities. The Karnataka government has developed a Shoreline Management Plan in compliance with the CRZ notification of 2019. Additionally, under the Karnataka Strengthening Coastal Resilience and Economy (K-SHORE) project, supported by the World Bank, the state is working to enhance coastal protection, improve coastal infrastructure resilience, boost the livelihoods of coastal communities, and address marine plastic pollution.

Mangaluru: District-in-Charge Minister and Minister for Health and Family Welfare, Dinesh Gundu Rao, announced that a day-care chemotherapy centre will soon be established at District Wenlock Hospital. Speaking to mediapersons after reviewing the activities at Wenlock and Government Lady Goschen Hospital, he shared the government’s plans to enhance healthcare services in the region.

Key Initiatives Announced

•    Day-Care Chemotherapy Centre:

  • Ten beds will be reserved for cancer patients.
  • The government will collaborate with Yenepoya Hospital to provide chemotherapy treatments.
  • All required facilities for the centre are already in place, awaiting inauguration by the Chief Minister.

•    Wenlock Hospital Facelift:

  • Critical Care Block: To be built at a cost of ₹24 crore.
  • Integrated Public Health (IPH) Lab: Planned with a budget of ₹1 crore.
  • New OPD Block: As per a 2017 agreement, KMC Hospital will take up construction. Discussions with KMC management are underway.

•    Additional Requirements:

  • A new mortuary and post-mortem building.
  • Paramedical college building.
  • Modern kitchen.
  • Bridge connecting two buildings within the hospital.

•    Total facelift cost: ₹6 crore to ₹10 crore, utilizing funds from the Department of Health and Family Welfare and CSR contributions.

•    Timeline:
By December or January, priority works will be finalized. The superintendents of Wenlock and Lady Goschen Hospitals are scheduled to visit Bengaluru next week to discuss these projects.

•    MRI Fee Allegations:
The minister assured that allegations of patients being charged for MRI scans at Wenlock Hospital will be resolved at the earliest.
These measures aim to improve healthcare accessibility and infrastructure, positioning Wenlock Hospital as a state-of-the-art facility in the region.

Mangaluru: The upcoming assembly session at Suvarna Soudha, Belagavi, scheduled from December 9 to 19, will primarily focus on addressing issues pertaining to North Karnataka, according to Assembly Speaker U T Khader. "While the main emphasis will be on North Karnataka, concerns from other regions will also be part of the discussions," he clarified.

Speaking to reporters at the Circuit House in Mangaluru on Thursday, Khader shared that a meeting of the Business Advisory Committee had been convened, with the Chief Minister, Leader of the Opposition, and other key figures in attendance to ensure effective deliberations during the session.

"The session was initially planned from December 9 to 20. However, it was later decided to conclude it by December 19, as the All India Kannada Literary Convention is set to begin on December 20 in Mandya," Khader explained.

When asked about the process for discussions in the Assembly, Khader assured, "Discussions will take place according to the established rules."

The Speaker also highlighted his participation in various international conferences. "As Speaker of the Legislative Assembly, I have consistently sought opportunities to represent the Assembly at overseas conventions. I am pleased to announce that I will be attending the International Peace Conference in Vatican City," he said. "It is an honor to participate as a representative of the Mangaluru constituency and as the Speaker of the Assembly."

In response to questions about government grants, Khader remarked, "Grants do not come automatically. MLAs must actively follow up with the relevant authorities rather than simply complain about the lack of grants in their constituencies."

Addressing the tragic incident of three students drowning at a resort in Ullal, the Speaker emphasized, "The Deputy Commissioner has been instructed to enforce strict safety measures in resorts to prevent such incidents in the future."
