Assam CM vows to slow down the growth of minority population

Guwahati, June 29: The Assam government will take specific policy measures to slow down the growth of minority population with an aim to eradicate poverty and illiteracy, Chief Minister Himanta Biswa Sarma said.

The state government's primary objective is to expand health and educational initiatives, and check the growth of Muslim population through such steps, Mr Sarma said in an interview.

However, there must be an approach that comes from within the community because when the government takes measures from "the outside, it will be interpreted on political lines", he said.

"This is not a political issue, but simply about the well-being of our mothers and sisters and above all, the well-being of the community," the Chief Minister asserted.

Assam has been able to manage its annual population growth at 1.6 per cent, but "when we lift the veil off the statistics, it is found that the Muslim population is growing at a rate of 29 per cent (decadal), whereas the Hindus are growing at 10 per cent", he claimed.

Mr Sarma said he is in constant touch with the leaders of the Muslim community, and he will hold consultations with several organisations next month to create some kind of leadership within the community.

"Our policy parameters will include some incentives for the community like free education for girls till the university level, financial inclusion for minority women, reservation in panchayats and government jobs, and establishment of colleges and universities for women in minority areas," he said.

The incentives will be there, but at the same time if "we focus only on it and ignore the disincentives, then I believe every policy will fail", Mr Sarma said.

"If you are punishing someone for a particular case, then there should also be a reward for someone who is doing something good," he added.

Mr Sarma had recently said his government was planning to introduce a population policy with a two-child norm, and families adhering to it can avail benefits under certain schemes. A similar rule exists for contesting in panchayat elections and in state government jobs.

"It is not that we are going to focus only on the disincentives; in a society, there has to be an approach in which both incentives and disincentives work together," he said.

Asked whether a particular community is being targeted in the eviction drive in the state against encroachers, the Chief Minister said, "It appears like that from outside, but who will allow encroachment of forests? It is merely accidental that some of the evicted people belong to a religious minority community."

The Supreme Court and the high court regularly pass orders to ensure forest cover is not depleting, he said, adding, "it is a national concern and I am acting according to a national policy".

"Recently, some Hindus and Assamese were evicted from an area in the city, and so it is not that we are only targeting minorities. Unfortunately, encroachment is higher in the minority community," he said.

Mr Sarma said as the Chief Minister, it is his duty to protect forests, and for doing so, he does not have to keep in mind which religion the encroachers belong to.

Encroachers become a "separate class for me" and only when the eviction takes place, it comes to the fore whether the people are Hindus or Muslims, he said.

As far as ''Sattras'' (Vaishnav monasteries) and ''Namghars'' (prayer halls) are concerned, the CM said he had appealed in the assembly that neither Hindus should occupy masjid lands nor Muslims ''Sattra'' and ''Namghar'' areas.

"Both the Congress and AIUDF had said they do not want such lands to be encroached... In the political spectrum, there is unanimity that there should be no encroachment of lands belonging to religious institutions," he asserted.

On his other priorities as the Chief Minister, Mr Sarma said Assam has a few typical problems like flood and erosion for which solutions must be found.

"Assam is not among the top brackets of states in terms of infrastructure and social sectors, and my effort will be to improve the infrastructure, social development goals index, maternal and infant mortality rate, among others.

"Resolving the flood and erosion issue requires big money, technology and institutional structure, and we are working towards those. We will, of course, have to be dependent on the Centre for this and I am sure support will be available," he said.

Mr Sarma also said he was committed to resolving various disputes, including issues involving inter-state borders with other northeastern states and evolving a unified vision for the development of the region.

Mangaluru: District-in-Charge Minister and Minister for Health and Family Welfare, Dinesh Gundu Rao, announced that a day-care chemotherapy centre will soon be established at District Wenlock Hospital. Speaking to mediapersons after reviewing the activities at Wenlock and Government Lady Goschen Hospital, he shared the government’s plans to enhance healthcare services in the region.

Key Initiatives Announced

•    Day-Care Chemotherapy Centre:

  • Ten beds will be reserved for cancer patients.
  • The government will collaborate with Yenepoya Hospital to provide chemotherapy treatments.
  • All required facilities for the centre are already in place, awaiting inauguration by the Chief Minister.

•    Wenlock Hospital Facelift:

  • Critical Care Block: To be built at a cost of ₹24 crore.
  • Integrated Public Health (IPH) Lab: Planned with a budget of ₹1 crore.
  • New OPD Block: As per a 2017 agreement, KMC Hospital will take up construction. Discussions with KMC management are underway.

•    Additional Requirements:

  • A new mortuary and post-mortem building.
  • Paramedical college building.
  • Modern kitchen.
  • Bridge connecting two buildings within the hospital.

•    Total facelift cost: ₹6 crore to ₹10 crore, utilizing funds from the Department of Health and Family Welfare and CSR contributions.

•    Timeline:
By December or January, priority works will be finalized. The superintendents of Wenlock and Lady Goschen Hospitals are scheduled to visit Bengaluru next week to discuss these projects.

•    MRI Fee Allegations:
The minister assured that allegations of patients being charged for MRI scans at Wenlock Hospital will be resolved at the earliest.
These measures aim to improve healthcare accessibility and infrastructure, positioning Wenlock Hospital as a state-of-the-art facility in the region.

Hamas says the Israeli regime’s sole objective lies in “erasing” the entirety of the Palestinian population from across the Palestinian territories.

Khalil al-Hayya, a ranking official with the Gaza Strip-based Palestinian resistance movement, made the remarks to the Palestinian al-Aqsa TV on Wednesday.

“The occupation targets everyone—it strikes hospitals, civil defense, women, children, and the elderly,” he said, adding that the regime sought to “empty Gaza of its residents, and displace the Palestinian people to fulfill its dreams of building a Zionist Jewish state across all of Palestine.”

The remarks came amid the regime’s October 2023-present war of genocide on the coastal sliver that has so far claimed the lives of nearly 44,000 Palestinians, mostly women and children.

“This unprecedented aggression in modern times evokes scenes from the dark ages of human history, having crossed all red lines and exceeded every expectation of brutality in the modern era,” the Palestinian official lamented.

He also regretted that the regime had added “systematic and dangerous starvation to its aggression, falsely claiming before the world that it allows 250 [aid] trucks into Gaza daily. In reality, the number of trucks is far fewer.”

Hayya, meanwhile, regretted that “scenes of children torn apart, women screaming over their children, and heart-wrenching destruction have failed to stir enough humanity to stop these crimes.”

He decried the United States for vetoing the United Nations Security Council’s resolutions that are aimed at bringing about a potential ceasefire in the war, saying this indicated Washington’s “partnership in the aggression” and a simultaneous siege that the Israeli regime has been enforcing on Gaza.

Addressing Israeli Prime Minister Benjamin Netanyahu, the official asserted that, despite what the Israeli official is after, Hamas would not hand over the regime’s captives “without [the regime’s] stopping the war.”

He called Netanyahu “the main obstacle” in the way of cessation of the aggression, saying the Israeli premier “blocks any progress for political reasons,” and citing his preventing conclusion of a ceasefire agreement in July.

Hayya also warned that the regime sought to expand the war beyond Gaza, but asserted that its goals are “impossible and will never happen.”

“Today, the enemy exposes its true intentions of extermination and displacement, but it will fail,” he stressed.

“The Palestinian people are resilient and will not surrender, as they believe in their humanitarian and political cause. The enemy and its allies will not succeed in achieving their goals. This steadfast people will endure, and the occupation will not prevail against them.”

Bengaluru: The Karnataka government has warned that disciplinary action will be taken against those officials who change the land mutation records and serve eviction notices to farmers under the Waqf Act.

In a letter, the Revenue Department Principal Secretary Rajender Kumar Kataria reminded all regional commissioners and deputy commissioners in the districts that Chief Minister Siddaramaiah recently had a meeting following complaints about certain land properties being made in favour of the Karnataka Board of Waqfs.

In the meeting it was decided that all the directions issued previously by any government office or authority to change the mutation records has been withdrawn, the letter said.

It added that all the notices served in the past have also been withdrawn and no action should be taken against the farmers who are cultivating on the said land.

On the directions of the chief minister, the previous letters and the latest reminders served on November 7 to the farmers and land owners have been withdraw, the letter said.

"The officials who served reminder-2 despite the chief minister's direction will face appropriate disciplinary action," Kataria said in his letter.

He said he has been instructed to strictly implement the chief minister's direction.

The fresh direction was issued in poll-bound Karnataka, where bypolls to three crucial assembly segments are due on November 13.

Some farmers in Honwad village in Vijayapura in north Karnataka had alleged last month that they were served eviction notices as the Waqf Board claimed rights over it.

Subsequently, complaints started in pouring in from some other parts of the state.

BJP leader Tejasvi Surya on October 25 alleged that Karnataka Waqf Minister B Z Zameer Ahmed Khan directed the deputy commissioners and revenue officials to register lands in favour of the Waqf Board within 15 days, which resulted in confusion.

On Surya's request, the Chairman of the Joint Committee of Parliament on the Waqf (Amendment) Bill, Jagdambika Pal visited Karnataka on November 7 and met farmers in Hubballi, Vijayapura and Belagavi districts who had alleged that their lands were marked as Waqf properties.
