Trump to Overhaul Immigration System to Filter Who Is Allowed Into US

Washington, May 16: U.S. President Donald Trump will outline on Thursday a plan to harden border security and overhaul the legal immigration system to favour applicants who speak English, are well-educated and have job offers, senior administration officials said.

Trump's immigration proposal, the product largely of senior advisers Jared Kushner and Stephen Miller and economic aide Kevin Hassett, is an effort to rally Republicans on an issue that has often divided them.

While its chances of approval by Congress seem distant, the plan will give Republicans an outline they can say they favour as Trump and lawmakers look toward the November 2020 presidential and congressional elections, where immigration will likely be a key issue.

For decades, U.S. immigration laws have given priority to family-based immigration, and about two-thirds of all people granted green cards each year have family ties to people in the United States.

Trump's plan would keep legal immigration steady at 1.1 million people a year, but family-based immigration would account for only a third of that. Instead, high-skilled people with jobs would be given priority, and could bring with them their spouses and children, the officials told reporters at a White House briefing on Wednesday.

It would harden the border by building more of Trump's coveted southern border wall and improve inspections of goods and people at ports of entry to fight drug smuggling. It would propose an increase in fees collected at the border to pay for border security infrastructure.

"Our goal in the short term is to make sure that we are laying out what the president's policy is in terms of what he's looking for from immigration reform, and we would like to see if we could get the Republican Party to come together on these two pillars, which we think is a very, very logical, very mainstream point of view," said one official.

Trump will present an overview of the plan, with details of the "very large document" to be released in coming weeks, the official said.

Shift To Skilled Workers

It does not address some of the hot-button issues in the immigration debate, such as what to do about the surge of people crossing the southern border from Mexico.

Nor does it deal with the "Dreamer" children of immigrants in the country illegally or immigrants in the country under Temporary Protected Status, both of whom are priorities of Democratic lawmakers. The plan also does not include provisions to help farmers and other seasonal employers obtain more guest workers.

Instead, Kushner and others looked at the legal migration systems of Canada, Japan, Australia and New Zealand for clues on how to shift U.S. policy more toward attracting skilled workers and less on uniting extended families.

After studying the systems of the other countries, they found that 12% of migration to the United States was based on employment and skill, compared with 63% for Canada, 57% for New Zealand, 68% for Australia and 52% for Japan.

By giving a preference to immigrants proficient in English and with degrees or training and job offers, the officials said the plan would allow 57% of green cards, which grant permanent legal residency, to be based on employment.

Trump will propose ending the diversity lottery system, which offers applicants from countries with low immigration rates the chance to move to the United States.

The plan also proposes changes to the asylum process, which the Trump administration says is abused. It would result in 10 percent of green cards being given to immigration for humanitarian reasons, down from 22 percent currently.

Senate Judiciary Chairman Lindsey Graham proposed legislation on Wednesday to deal with the surge of migrants from Central America at the southern U.S. border, changes the administration officials described as needed to address the immediate crisis.

Shah Rukh Khan, the Bollywood superstar once known for being a chain smoker, has revealed that he has finally kicked the habit. The revelation came during an event organized by his fan clubs in Bandra to celebrate his 59th birthday on Saturday. 

In a video shared by fans on X, Shah Rukh mentioned, "There’s a good thing – I’m not smoking anymore, guys. I thought I wouldn’t feel so breathless after quitting, but I still do. Inshallah, that will also improve."

The actor has faced criticism for his smoking in the past, most notably in 2012 when he was seen smoking during an IPL match between his team, Kolkata Knight Riders, and Rajasthan Royals. Shah Rukh was fined a modest Rs 100 after pleading guilty in court in Jaipur for smoking in public.

During the same event, Shah Rukh held an Ask SRK session where fans asked questions. One fan inquired about what he has learned from his children. In his signature witty style, Shah Rukh recounted his birthday morning with charming anecdotes: "I woke up late after a dinner last night, spent time with my little one whose iPad wasn’t working, then my daughter had issues with her outfits... and then my elder son." The actor’s relatable details entertained the crowd, as always.

Shah Rukh went on to say, "I learn a lot from my family. The more children you have, the more patient you become! That’s what I carry with me to work – patience, love, and care. Whether at home, on set, or in the office, I’m there to fix things for everyone. Patience is the biggest lesson my family has taught me."

Shah Rukh Khan’s career continues to soar after an impressive comeback, with blockbuster hits like Pathaan and Jawan. His recent film Dunki received a more mixed response from the audience.

Bengaluru: In a major legal twist, an FIR has been filed against Union Minister H.D. Kumaraswamy, his son Nikhil Kumaraswamy, and their close associate Suresh Babu. The trio is accused of threatening a senior IPS officer and making false allegations against him. The FIR, registered by the Sanjaynagar police, follows a complaint by Additional Director General of Police (ADGP) M. Chandrasekhar, who heads the Special Investigation Team (SIT) under the Karnataka Lokayukta.

Allegations Against Kumaraswamy
The crux of the case revolves around ADGP Chandrasekhar's investigation into Kumaraswamy's alleged illegal approval of a mining lease to Sri Sai Venkateshwara Minerals (SSVM). Kumaraswamy, currently serving as Union Minister for Steel and Heavy Industries, has been accused of bypassing legal procedures in favor of SSVM, prompting Chandrasekhar to seek the Karnataka Governor's approval to pursue legal action.

In response, Chandrasekhar claims that Kumaraswamy lashed out publicly. On September 28 and 29, the former Karnataka Chief Minister held press conferences, accusing the officer of bribery, misuse of medical records, and personal misconduct. According to the ADGP, Kumaraswamy also issued a threat of transferring him to another cadre outside Karnataka.

Nikhil and Aide Suresh Babu Involved
Kumaraswamy’s son Nikhil Kumaraswamy is also implicated in the controversy. On September 29, Nikhil allegedly echoed his father’s accusations against Chandrasekhar. The third individual named in the FIR, Suresh Babu, a close aide to Kumaraswamy, is accused of escalating the issue by writing a letter to the Karnataka Chief Secretary. This letter, containing further allegations, was made public on social media, adding to the pressure on the senior officer.

Legal Action and Charges
Though Chandrasekhar's complaint was filed in October, formal legal proceedings began on November 4 after securing approval from the 42nd Additional Chief Metropolitan Magistrate (ACMM). The charges include Section 224 (threat of injury to a public servant) of the Bharatiya Nyaya Sanhita (BNS). A police source familiar with the case confirmed the charges.

ADGP Chandrasekhar's Response
In a strong rebuttal, ADGP Chandrasekhar addressed his team and the media, branding Kumaraswamy as an accused person trying to intimidate the SIT. He emphasized that these attacks were intended to undermine his officers' morale and interfere with the investigation.

“An accused, no matter how powerful, remains an accused. This attempt to instill fear in the minds of officers is meant to hinder justice," Chandrasekhar said in a written statement. Referring to Kumaraswamy, he added, "This accused, who is currently out on bail, has resorted to such tactics to shake our resolve."

Quoting Shaw to Drive the Point Home
In a dramatic conclusion, Chandrasekhar cited playwright George Bernard Shaw, saying, “Never wrestle with pigs. You both get dirty, and the pig likes it,” signaling his intent to remain unshaken in the face of public accusations and personal threats.

In a tragic turn of events, a young spectator lost his life during a bull-taming event, Kobbari Hori, at Chigalli in Mundgod taluk, Uttara Kannada, on Saturday. 

Parameshwar Siddappa Harijan, aged 22, was fatally gored by a marauding bull during the event, which had drawn large crowds as part of the Deepavali festival celebrations.

With thousands of spectators lining the path to witness the action, the event took a horrific turn when the bull charged directly at Parameshwar, inflicting severe injuries. 

Despite efforts to rush him to the hospital, Parameshwar tragically succumbed to his wounds on the way.

In response to the fatal accident, another bull-taming event scheduled for the evening in Mundgod town was promptly cancelled, as shock and grief swept through the community following the heartbreaking incident.
