Ullal unrest: Arrested will be released if found innocent, says K J George

Mangalore, Feb 12: Asking for people's cooperation with the police department in maintaining peace and harmony in the district in the backdrop of a tense situation in Ullal, Home Minister K J George requested the citizens not to indulge in making provocative remarks or instigating the people, in order to create unrest in the area.

Briefing mediapersons following a meeting with senior police officials at the IGP office during his visit to the city on Wednesday, he said that the government was dedicated to maintain law and order in the region. The police department has prevented further untoward incidents from occurring and has taken effective preventive measures in this regard, thereby averting major clashes in Ullal. The police will also take necessary steps to maintain law and order in the region ahead of elections, he said.

Responding to the allegation that several innocent persons were taken into custody by the police in Ullal in connection with the unrest, the minister said that the police commissioner and senior police officials would review the investigation and file charges against the accused if there is evidence of involvement in attacks. If they are found innocent, they will be released. All the citizens should abet the law and order system, he said.

With regard to rehabilitation of tribals in Naxal-affected areas, he said that an NGO had come forward to hold talks and discuss terms with the government on behalf of the tribals. “The rehabilitation of tribals cannot be done by forcing them out of forest areas, and hence the rehabilitation process will proceed only with their approval. We are in the stage of having discussions with them; it is still in preliminary stage,” he said.

Squads to check interstate naxal activities

Mr George said that anti-naxal squads had been formed which will perform combined combing operations for naxals with Anti-Naxal Force (ANF) in the bordering areas of Karnataka, Kerala and Tamil Nadu. A nodal officer in each state will head the combing operations and will be in constant touch with his counterpart in the other two states, he said.

He said that the Home Ministry had given permission for the coastal security police force to recruit additional personnel in the coastal districts in the state through a committee formed for this purpose.

The Home Ministry has also given approval for recruitment of additional 8,500 personnel in the police department across the state, out of which 20 percent will be reserved for women and 7.5 per cent for tribals. Likewise, an additional 7,000 home guards will be recruited in the regular home guard department in the state. Permission has also been granted to depute police inspectors and sub-inspectors in police stations under the western range, he said.

Establishment of additional 35 police stations in the state has also been approved in the state, he added.

ADGP (Law and Order) M N Reddi, ADGP (Internal Security) T Suneel Kumar, IGP (Western Range) Pratap Reddy, ANF Commandant Seemanth Kumar Singh and Mangalore City Police Commissioner R Hithendra were present.

Mangaluru: The by-election to the legislative council from the Dakshina Kannada and Udupi local authorities' constituency will be a contest among four candidates. An independent candidate, Muhammed Riyaz, has withdrawn his nomination on Monday, the last day for withdrawal.

Deputy commissioner Mullai Muhilan MP stated that candidates Kishore BR (BJP), Raju Poojary (Congress), Anwar Sadat S (SDPI), and Dinakar Ullal (independent) will be in the fray. 

Polling will be held at 392 booths in Dakshina Kannada and Udupi districts between 8am and 4pm on Oct 21.

A total of 6,032 voters from Dakshina Kannada and Udupi are eligible to vote. While there will be 234 polling booths in Dakshina Kannada, Udupi will have 158 stations. Gram panchayat members, corporators of the Mangaluru City Corporation, members of city municipal councils, town municipal councils, town panchayats, MLAs, MLCs, and Lok Sabha members are eligible to vote.

Election observer of the Election Commission of India (ECI), Pankaj Kumar Pandey, reviewed the poll preparations at the deputy commissioner's office on Monday. He issued directions to officials regarding arrangements to be made during the election and counting of votes.

The deputy commissioner stated that out of 6,032 voters, 3,127 are women and 2,905 are men. He said the counting of votes will be held at St Aloysius PU College in the city on Oct 24.

Udupi deputy commissioner Vidya Kumari K, city police commissioner Anupam Agrawal, Dakshina Kannada ZP CEO Anandh K, Dakshina Kannada SP Yathish N, Udupi SP Arun K, and additional deputy commissioners Santhosh Kumar G and Mamatha Devi were present.

Udupi: In a significant operation, the Malpe police have arrested seven Bangladeshi nationals who were illegally residing in India using forged Aadhaar cards. Udupi Superintendent of Police, Dr. Arun K, stated that the arrests followed after an immigration incident involving one of the group's members.

Muhammed Manik, one of the arrested individuals, was caught attempting to travel to Dubai via Mangaluru International Airport with a fake passport. Alert immigration officers at the airport detained him and handed him over to the Bajpe police, who registered a case. Following this, the Udupi police, acting on the information provided by the Bajpe police and immigration authorities, conducted an investigation that led to the arrest of the seven individuals in Hoode village, Paduthonse, Udupi.

The arrested individuals have been identified as Hakeem Ali (24), Sujon S K alias Farooq (19), Ismail S K (30), Kareem S K (20), Salam S K (22), Rajikul S K (20), and Mohammed Sojib (20), all hailing from Bangladesh.

The group entered India without any valid documentation and managed to acquire fake Aadhaar cards, which they used to stay in the country illegally. According to police sources, a person named Kajol from Agartala assisted them in obtaining the fraudulent Aadhaar cards, while a Bangladeshi named Usman facilitated their illegal entry into India under the guise of employment. Both Kajol and Usman are currently at large.

The Malpe police have registered cases under several sections, including Sections 19(2), 318(4), 336(2), 336(3), 340(2), and 190 of the BNS, related to fraud and illegal entry. Interrogations are ongoing as the police seek further details in connection with the case.

The BJP has selected Kishore Kumar Puttur as its candidate for the bypoll to Karnataka Legislative Council from Dakshina Kannada and Udupi Local Authorities’ Constituency. The by-election will be held on October 21.

Kishore Kumar is presently serving as the General Secretary of Dakshina Kannada BJP unit. He had served as vice president of State BJP Yuva Morcha from 2014 to 2016.

The by-election will be held to the seat vacated by Kota Srinivas Poojary of the BJP who has been elected as the Lok Sabha member from Udupi-Chikmagaluru Lok Sabha constituency. The vacancy was created on June 15, 2024 following Poojary’s resignation to the Council. His term in the council was till January, 2028.

In the last Council election held for the dual member constituency in December 2021, Poojary had secured 3,672 votes while the Congress candidate Manjunath Bhandary had secured 2079 votes. Poojary and Bhandary had secured required votes from the first preferential votes and had won the election.

There were several aspirants for the BJP ticket including former MP Nalin Kumar Kateel, DK BJP president Satish Kumpala, Mangaluru divisional in-charge Uday Kumar Shetty, former minister Pramod Madhwaraj and former Udupi district BJP president Kuilady Suresh Nayak.

The Congress is yet to announce its candidate for the election. KPCC working president Manjunath Bhandary in a recent press meet in Mangaluru had said that an opportunity will be given to congress leaders from Udupi district to contest by-election.

The Dakshina Kannada and Udupi Local Authorities’ Constituency has 6037 voters including 3551 from Dakshina Kannada comprising eight MLAs, one MP. The last date for filing nomination is October 3 and the last date for withdrawal of nomination is October 7. The counting will be held on October 24.
