World should not distinguish between terrorists, says President

New Delhi, Jun 19: India and the EU must persuade the world that there is no difference between the "good" and "bad" terrorists, President Ram Nath Kovind said today as he called for sanctions on state sponsors of terrorism, in an apparent reference to Pakistan that has been long blamed for providing safe havens to terrorists.

He also said that India was committed to an international order marked by robust, rules-based multilateral institutions, by multi-polarity in international governance, and by connectivity projects that are viable, sustainable, respect the sovereignty and territory of the nation.

"Pockets of instability and extremism can be found in the region to Europe's east and India's west. They are a worry for both Europe and India," Kovind said in a major speech on India's relations with Europe at an event organised by the Hellenic Foundation for European and Foreign Policy - a leading foreign policy think-tank.

Identifying radicalisation and terrorism as pressing global concerns, Kovind said that promotion of terrorism by state and non-state actors, extremism rooted in senseless hate, the proliferation of sensitive weapons, the use of regular communication and financial channels by terror groups pose a challenge to not one nation or the other but to all humanity.

He also sought the strengthening of multilateral platforms such as the Financial Action Task Force (FATF) and the Global Counter-Terrorism Forum to combat the menace and squeeze terrorists' financing.

India, Afghanistan and the US accused Pakistan of providing safe havens to terrorists, elements of the Afghan Taliban and Haqqani Network. Pakistan, however, denies the charge.

In February, the 37-nation FATF placed Pakistan on a watch list of the countries where terrorist outfits are still allowed to raise funds. At a meeting in Paris, Jamat-ud-Dawa chief and 2008 Mumbai terror attack mastermind Hafiz Saeed and his "charities" were top on the list of the groups that the FATF wanted Pakistan to act against.

"India and the EU must persuade the world to not distinguish between so-called 'good' and 'bad' terrorists, to shame and sanction state sponsors of terrorism, and to strengthen multilateral platforms," Kovind told the gathering of diplomats, policymakers and academics.

He expressed India's willingness to share its domestic experiences and success stories in a manner that may be useful to EU.

"India is committed to world peace," Kovind said, adding that India is a steadfast friend and a stakeholder in the continued security and integrity of Europe.

He said that India "sees peace not just as the absence of conflict but as a reflection of sustainable development and indeed of any effort that anticipates and prevents strife and suffering".

"When we work for combating climate change, we contribute to world peace. When we assist other developing countries, as per their priorities, and strive for a less unequal world we contribute to world peace. When we rescue and evacuate not just our own citizens from troubled regions, but those of 40 other countries – as we did during the Yemen crisis of 2015 – we contribute to world peace," he said.

Kovind said that India was committed to an international order marked by robust, rules-based multilateral institutions, and by connectivity projects that are viable, sustainable, respect the sovereignty and territory of nations.

China is engaged in hotly contested territorial disputes in the South and East China Seas. Beijing has also made substantial progress in militarising its manmade islands in the past few years, which it says it has the right to defend.

Beijing claims sovereignty over all of the South China Sea. But Vietnam, Malaysia, the Philippines, Brunei and Taiwan have counter claims. In the East China Sea, Beijing has territorial disputes with Japan.

China is also engaged in an ambitious connectivity project - the Belt and Road Initiative - with an aim to link Southeast Asia, Central Asia, the Gulf, Africa and Europe with a network of land and sea routes.

India has not endorsed the BRI as a USD 50 billion China-Pakistan Economic Corridor, which is part of the BRI, passes through Pakistan-occupied Kashmir (PoK).

On clean energy and climate change, Kovind said that India and the EU are united in their commitment to the 2015 Paris Agreement. "India is scaling up the share of non-fossil fuels in its energy mix. This will go up from the current 31 per cent to 53 per cent by 2027," he said.

The President invited Greece to join the International Solar Alliance (ISA). He also expressed happiness at the European Investment Bank's willingness to mobilise finance for affordable solar energy projects in ISA member countries.

"The EU is among India's largest trading partners," the President said, adding that EU is a critical source of investment and technology, especially for sustainability programmes.

He also said that India was committed to an India-EU Broad-based Trade and Investment Agreement (BTIA), to be achieved in a generous spirit of mutual accommodation and of pragmatism.

"India and Europe must work together to ensure that the multilateral mechanism remains resilient and serves future generations – as well as accommodates new actors with a merit-based claim for a seat at the table," he said.

"Our cooperation – whether diplomatic and political or business and security – rests on a firm people-to-people understanding. There is no substitute for that. The people of India and of Europe have carefully built and tended our relationship, over centuries," he added.

Bengaluru: Karnataka Chief Minister Siddaramaiah has instructed the Hindu Religious Endowment Department to submit a proposal for constructing a gold chariot for the presiding deity of the state, Chamundeshwari, official sources said on Monday.

The directive follows a request from Member of Legislative Council (MLC) Dinesh Gooligowda, who highlighted the historical and cultural significance of the Chamundeshwari Temple on Chamundi Hill in Mysuru, which dates back to the 12th century AD.

Gooligowda noted that the existing wooden chariot, donated by devotees from Coimbatore, Tamil Nadu, has deteriorated over time.

“Devotees have expressed their desire to organise a ‘rathotsava’ using a gold chariot for Goddess Chamundeshwari. This proposal has been under consideration for some time, with an estimated cost of Rs 100 crore,” the MLC said.

He emphasised that the government’s financial involvement would not be required, as devotees are willing to contribute towards making the chariot a reality.

Gooligowda proposed a deadline for the 2025 Dasara festival for the completion of the chariot, ensuring it is ready for the grand procession featuring the idol of Chamundeshwari.

Former minister and ex-MLC C M Ibrahim claimed that he still heads the original JD(S) and asked former prime minister and party supremo H D Deve Gowda to cut ties with the BJP, so that the party can be strengthened again. He also said options are being explored to either strengthen the JD(S) or to float a new regional party.

He was speaking to media persons, in Mysuru, on Monday, after meeting JD(S) MLA and former minister G T Deve Gowda, who has expressed his displeasure that he has been sidelined in the party and the party leaders have indicated his retirement from politics.

He stated, “If Deve Gowda had joined the Congress, during the last Assembly election, he would have been a minister now. We retained him in the JD(S), to strengthen the party. Now, efforts are being made to strangulate Deve Gowda’s political career. I have discussed all matters with Deve Gowda. In two days, I will start a Karnataka state tour and meet some leaders. After that, I will meet Deve Gowda again, and then decide on the further course of action.”

Ibrahim said, “The original JD(S) is ours. I am still its state president. All documents and accounts are in our name. Even now, if Deve Gowda leaves BJP’s company and returns, we will build the JD(S) again”.

“Union Minister H D Kumaraswamy should mend his ways and stop making JD(S) into a family-owned company. The JD(S)’s situation has become hopeless. Its love for the BJP is over. He should understand this,” he said.

“When I was with Kumaraswamy, he spent just Rs 4 crore in Channapatna and won by 20,000 votes. Now, without me, he spent Rs 150 crore and still lost by 25,000 votes. Without Muslims’ support, the JD(S) cannot win a single seat. Now, it is proved that 19 MLAs of the JD(S) won in 2023, because of Muslims,” he added.

Speaking on other options available, Ibrahim said, “We have not yet decided to go with the Congress. We are only considering to establish a third front. Whether it is founding a new regional party, forming a third front, or strengthening the JD(S), will be decided shortly.”

Earlier during the day, before meeting Deve Gowda, Ibrahim had said, that 12 to 13 JD(S) MLAs were dissatisfied with the party, but like Deve Gowda, were enduring pain.

“Now, I have started the task of uniting them. I as the JD(S) state president, it is my responsibility to address our MLAs’ grievances. At present, the JD(S) is on fire and all JD(S) MLAs want to protect their respective constituency. Hence, they have started speaking one by one,” he said.

Iran’s Islamic Revolution Guards Corps (IRGC) has killed or captured 69 terrorists linked to the Israeli spy agency Mossad during a major counterterrorism drill in the country's southeast, its spokesman says.

General Ahmad Shafaei, the spokesman for the “Martyrs of Security” drill, said Friday that a total of 23 terrorists have been killed and another 46 arrested in various clean-up operations ever since the IRGC Ground Force launched it in the Sistan and Baluchestan province on November 1.

Seven terrorists have also turned themselves in during the period.

“The undeniable fact about terrorists is that they rely on arrogant powers, particularly the intelligence service of the wicked and vicious Zionist regime," Shafaei said.

“Unfortunately, weapons and munitions at terrorists’ disposal are among the most sophisticated ones in the world. This accounts for their heavy dependence.”

The official stated that several members of the disbanded terror teams were non-Iranian nationals, who had been hired by foreign intelligence agencies to carry out acts of sabotage and terror inside Iran.

In a most recent operation, six terrorists were arrested and four others were eliminated, three of whom were non-Iranians, he added.

On October 26, ten members of Iran's law enforcement forces were killed in a terrorist attack in the Gohar Kuh district of Taftan in the Sistan and Baluchestan province.

The so-called Jaish al-Adl terrorist group claimed responsibility for the assault, which was one of the deadliest in the province in recent months.

The group has carried out numerous terrorist attacks in Iran, primarily in Sistan and Baluchestan.

Its tactics include the abduction of border guards as well as targeting civilians and police stations within the province to incite chaos and disorder.

In January, Iran launched a military operation during which the headquarters of the Pakistan-based terrorist group was targeted in missile strikes, destroying its infrastructure.
