Boris Johnson finally steps down as UK PM after mass resignations

London, July 7: Boris Johnson resigned on Thursday as leader of Britain's Conservative party, paving the way for the selection of a new prime minister after dozens of ministers quit his scandal-hit government.

"It is clearly the will of the parliamentary Conservative party that there should be a new leader of that party, and therefore a new prime minister," Johnson said outside 10 Downing Street.

Johnson, 58, announced that he would step down after a slew of resignations from his top team in protest at his leadership but would stay on as prime minister until a replacement is found.

The timetable for a Tory leadership race will be announced next week, he said, after three tumultuous years in office defined by Brexit, the Covid pandemic and non-stop controversy over his reputation for mendacity.

The leadership election will take place over the summer and the victor will replace Johnson by the party's annual conference in early October, the BBC and others reported.

He said he was "sad... to be giving up the best job in the world" and justified fighting on in the final hours to deliver the mandate he won in a general election in December 2019.

In the frenzied hours building up to Johnson's announcement, opposition Labour leader Keir Starmer had welcomed his impending departure.

But Starmer said "a proper change of government" was needed and demanded a no-confidence vote in parliament, potentially triggering a general election, rather than Johnson "clinging on for months and months".

Even while eyeing the exit, Johnson on Thursday sought to steady the ship with several appointments to replace the departed cabinet members.

They included Greg Clark, an arch "remainer" opposed to Britain's divorce from the European Union, which Johnson had championed.

Johnson had been clinging on to power despite a wave of more than 50 government resignations, expressing defiance late Wednesday.

But Thursday's departure of education minister Michelle Donelan and a plea to quit from finance minister Nadhim Zahawi, only in their jobs for two days, appeared to tip the balance along with warnings of a new no-confidence vote by Tory MPs.

Defence minister Ben Wallace and Rishi Sunak, whose departure as finance minister on Tuesday sparked the exodus, were among the early frontrunners to succeed Johnson, according to a YouGov survey of Conservative party members.

Those members will decide the new leader once Tory MPs have whittled down the contenders to a final two.

Northern Ireland minister Brandon Lewis kicked off Thursday's frenzied events, becoming the fourth cabinet minister to resign and writing that Johnson was "past the point of no return".

Johnson late on Wednesday defiantly responded to calls from his loyalists and cabinet colleagues to step down by sacking minister Michael Gove, with a Downing Street source telling media that his former Brexit top ally was a "snake".

The Sun newspaper said Johnson had told colleagues they would have to "dip (their) hands in blood" to push him out of office, but Thursday's events forced his hand.

The shock resignations of Sunak and Health Secretary Sajid Javid late Tuesday set off a chain of others.

They quit after Johnson apologised for his February appointment of senior Conservative MP Chris Pincher as deputy chief whip.

Pincher was forced to step down following accusations he drunkenly groped two men.

Days of shifting explanations followed the resignation, before Downing Street finally conceded that Johnson had known about Pincher's behaviour as far back as 2019.

Tory critics said the Pincher affair had tipped many over the edge, angry at having to defend what they saw as more lies by Johnson over his appointment of what Starmer called a "sexual predator".

Johnson was confronted by members of his cabinet on Wednesday when he returned to Downing Street from a lengthy grilling by a parliamentary committee.

The delegation was said to include hardline interior minister Priti Patel.

Attorney General Suella Braverman told ITV that while she would not resign, "the balance has tipped now in favour of saying... it's time to go".

She became the first Tory to say she would stand in a leadership contest but is a rank outsider according to bookmakers.

A culture of scandal has dogged Johnson for months, including lockdown-breaking parties in Downing Street.

The prime minister, who received a police fine for the Covid lockdown-breaking "Partygate" affair, faces a parliamentary probe into whether he lied to MPs about the revelations.

He only narrowly survived a no-confidence vote among Conservative MPs a month ago, which ordinarily would mean he could not be challenged again for another year.

But the influential "1922 Committee" of non-ministerial Tory MPs is reportedly seeking to change the rules, with its executive committee planning to elect a fresh line-up of members next week.

In parliament on Wednesday, Johnson vowed to carry on, insisting the country needed "stable government".

But addressing MPs, Javid urged other ministers to resign.

"The problem starts at the top, and I believe that is not going to change," he told a hushed House of Commons.

Cries of "bye, Boris" echoed around the chamber at the end of his speech.

The Palestinian Hamas resistance movement says its fighters have killed at least 20 Israeli soldiers in northern parts of the besieged Gaza Strip in just two days, in retaliation for the occupying regime’s genocidal war on the Palestinian territory.

In a statement on Monday evening, Hamas said that fighters of its military wing, al-Qassam Brigades, “killed at least five occupation soldiers” in northern parts of the coastal territory earlier in the day.

It added that Hamas fighters also killed 15 Israeli soldiers in the war-ravaged region on Sunday.

The resistance movement’s “qualitative operation … confirms once again the failure of the criminal Zionist entity to suppress and eradicate the Palestinian resistance, which continues to direct qualitative strikes against its terrorist soldiers,” Hamas further said on its Telegram channel.

Palestinians have increased their resistance operations in the face of intensified Israeli aggression in northern Gaza that has claimed the lives of more than 1,000 over the past weeks.

“Our valiant resistance is waging a war of attrition with the criminal enemy, inflicting daily losses on its soldiers and vehicles, and all of [Israeli prime minister Benjamin] Netanyahu’s bets and dreams of achieving any of his goals are failing,” the Gaza-based resistance movement added.

Hamas also vowed that Israel’s ongoing crimes and aggression against Gaza would be met with increased resistance and painful strikes, which will continue until the aggression against Palestinians ends and the regime fully withdraws from the blockaded territory.

As the war in Gaza enters its 14th month, the Health Ministry reports that Israeli attacks have killed at least 43,603 Palestinians and wounded 102,929 others.

An Israeli airstrike on the office of Syria’s Baath party in Lebanon’s capital Beirut has killed the Lebanese resistance movement Hezbollah's Media Relations Officer, Mohammad Afif, reports say.

Lebanon's National News Agency (NNA) reported that the Israeli raid struck the Ba'ath party’s building in central Beirut district of Ras Al-Naba'a on Sunday, adding that the strike was an attempt to assassinate the leader of the resistance media front.

According to Baath Secretary-General Ali Hijazi, Afif was having a meeting in the Baath Party headquarters when Israel carried out the attack.

"Afif did not fight with weapons and did not lead a military unit in Hezbollah. Rather, he led a media unit," he said.

Reuters, Sky News, Al Jazeera and a number of Henrew-language media reported that Afif was killed in the Israeli strike.

However, Hezbollah has not yet confirmed Afif’s death or whether he was present at the site or not.

Earlier, the Lebanese Health Ministry said at least one person was killed and three others injured after an Israeli strike targeted a central district in Beirut.

Lebanon's al-Mayadeen television network reported that five people were killed in the attack.

The latest development came after Afif said Hezbollah was behind the Caesarea operation and targeting Netanyahu’s home during a speech at the Ghobeiry area in the southern suburbs of Beirut on October 22.

This was the second assassination attempt on Afif in the last two months, after he survived an attack on the Hezbollah media relations office several weeks ago.

Israel launched a ground assault and massive air campaign against Lebanon in late September after a year of exchanging fire across the Lebanese border in parallel with the Gaza war.

At least 3,287 people have been killed in Israeli strikes in Lebanon over the past year, with the vast majority in the past seven weeks. Another 14,222 have been wounded, mostly women and children.

In response to the ongoing aggression, the Lebanese resistance movement Hezbollah has been staging hundreds of retaliatory strikes against the occupied Palestinian territories and the Israeli forces trying to advance on southern Lebanese areas.

The movement has vowed to sustain its strikes until the regime ends the escalation.

Mangaluru: District-in-Charge Minister and Minister for Health and Family Welfare, Dinesh Gundu Rao, announced that a day-care chemotherapy centre will soon be established at District Wenlock Hospital. Speaking to mediapersons after reviewing the activities at Wenlock and Government Lady Goschen Hospital, he shared the government’s plans to enhance healthcare services in the region.

Key Initiatives Announced

•    Day-Care Chemotherapy Centre:

  • Ten beds will be reserved for cancer patients.
  • The government will collaborate with Yenepoya Hospital to provide chemotherapy treatments.
  • All required facilities for the centre are already in place, awaiting inauguration by the Chief Minister.

•    Wenlock Hospital Facelift:

  • Critical Care Block: To be built at a cost of ₹24 crore.
  • Integrated Public Health (IPH) Lab: Planned with a budget of ₹1 crore.
  • New OPD Block: As per a 2017 agreement, KMC Hospital will take up construction. Discussions with KMC management are underway.

•    Additional Requirements:

  • A new mortuary and post-mortem building.
  • Paramedical college building.
  • Modern kitchen.
  • Bridge connecting two buildings within the hospital.

•    Total facelift cost: ₹6 crore to ₹10 crore, utilizing funds from the Department of Health and Family Welfare and CSR contributions.

•    Timeline:
By December or January, priority works will be finalized. The superintendents of Wenlock and Lady Goschen Hospitals are scheduled to visit Bengaluru next week to discuss these projects.

•    MRI Fee Allegations:
The minister assured that allegations of patients being charged for MRI scans at Wenlock Hospital will be resolved at the earliest.
These measures aim to improve healthcare accessibility and infrastructure, positioning Wenlock Hospital as a state-of-the-art facility in the region.
