Myanmar’s atrocities against Rohingya Muslims is genocide, concludes US

The administration of US President Joe Biden will formally declare that the Myanmar military's atrocities against the Rohingya Muslim minority constituted genocide and crimes against humanity, according to a report.

American officials told the Reuters news agency that the decision will be announced by US Secretary of State Antony Blinken on Monday at the US Holocaust Memorial Museum in Washington, DC, which currently features an exhibit on the plight of the Rohingya.

"It's going to make it harder for them to commit further abuses," a senior State Department official told the news agency.

Blinken ordered his own "legal and factual analysis," according to US officials who spoke on condition of anonymity. The analysis concluded the Myanmar army is committing genocide.

Blinken will also announce $1 million in funding for the Independent Investigative Mechanism for Myanmar (IIMM), a UN body gathering evidence for possible prosecutions, Reuters reported.

A United Nations fact-finding mission concluded in 2018 that the Myanmar military's offensive included "genocidal acts," but the US referred at the time to the crimes as "ethnic cleansing," a term that has no legal definition under international criminal law.

"It's really signaling to the world and especially to victims and survivors within the Rohingya community and more broadly than the United States recognizes the gravity of what's happening," a second senior State Department official said of Blinken's announcement on Monday.

The Rohingya Muslims based in Myanmar’s Rakhine State have been subjected to a campaign of killings, rape, and arson attacks by the military-backed by the country’s majority Buddhist extremists in what the UN has described as “a textbook example of ethnic cleansing.”

The brutal campaign has forced more than 730,000 Rohingya Muslims to flee their homeland since August 2017 and seek refuge in Bangladesh.

The 2017 clampdown is the subject of a genocide investigation by the International Criminal Court (ICC).

The Rohingya, who have lived in Myanmar for generations, are denied citizenship and are branded illegal immigrants from Bangladesh, which likewise denies them citizenship.

On the fourth anniversary of the crackdown, several groups in Myanmar last year issued statements calling for accelerated efforts to prosecute those responsible for the 2017 military action.

"Four years on justice for the Rohingya remains shamefully elusive. Not a single individual who committed the heinous crimes against the Rohingya has been held to account," said Progressive Voice, an advocacy group.

Facebook has come under fire in Myanmar for over a decade for the volume of hate speech directed against the Rohingya Muslims who have been subjected to waves of brutal violence during this time.

United Nations investigators say Facebook played a key role in spreading hate speech that fueled the violence against the community in 2017.

The UN Human Rights Council in July last year adopted a resolution denouncing violations by Myanmar’s military against the Rohingya Muslims and other ethnic minorities. 

The resolution, brought forward by Pakistan on behalf of the Organization of Islamic Cooperation (OIC), was approved at the Geneva-based 47-member council in July last year.

Khalil Hashmi, Pakistan's ambassador to the UN in Geneva, voiced concern over the rights violations against the Rohingya in Rakhine state.

"Unfortunately, the humanitarian and human rights situation of Rohingya Muslims remains dire, and therefore requires a collective call by the council asking Myanmar to immediately halt human rights violations, and to uphold their fundamental rights," he said.

The text of the resolution expresses "grave concern" at reports of serious abuses, including arbitrary arrests, deaths in detention, torture, forced labor and "the deliberate killing and maiming of children."

The resolution also demands an immediate cessation of fighting and hostilities, of the targeting of civilians, and supports "the people of Myanmar and their democratic aspirations" and "the democratic transition in Myanmar."

Hamas says the Israeli regime’s sole objective lies in “erasing” the entirety of the Palestinian population from across the Palestinian territories.

Khalil al-Hayya, a ranking official with the Gaza Strip-based Palestinian resistance movement, made the remarks to the Palestinian al-Aqsa TV on Wednesday.

“The occupation targets everyone—it strikes hospitals, civil defense, women, children, and the elderly,” he said, adding that the regime sought to “empty Gaza of its residents, and displace the Palestinian people to fulfill its dreams of building a Zionist Jewish state across all of Palestine.”

The remarks came amid the regime’s October 2023-present war of genocide on the coastal sliver that has so far claimed the lives of nearly 44,000 Palestinians, mostly women and children.

“This unprecedented aggression in modern times evokes scenes from the dark ages of human history, having crossed all red lines and exceeded every expectation of brutality in the modern era,” the Palestinian official lamented.

He also regretted that the regime had added “systematic and dangerous starvation to its aggression, falsely claiming before the world that it allows 250 [aid] trucks into Gaza daily. In reality, the number of trucks is far fewer.”

Hayya, meanwhile, regretted that “scenes of children torn apart, women screaming over their children, and heart-wrenching destruction have failed to stir enough humanity to stop these crimes.”

He decried the United States for vetoing the United Nations Security Council’s resolutions that are aimed at bringing about a potential ceasefire in the war, saying this indicated Washington’s “partnership in the aggression” and a simultaneous siege that the Israeli regime has been enforcing on Gaza.

Addressing Israeli Prime Minister Benjamin Netanyahu, the official asserted that, despite what the Israeli official is after, Hamas would not hand over the regime’s captives “without [the regime’s] stopping the war.”

He called Netanyahu “the main obstacle” in the way of cessation of the aggression, saying the Israeli premier “blocks any progress for political reasons,” and citing his preventing conclusion of a ceasefire agreement in July.

Hayya also warned that the regime sought to expand the war beyond Gaza, but asserted that its goals are “impossible and will never happen.”

“Today, the enemy exposes its true intentions of extermination and displacement, but it will fail,” he stressed.

“The Palestinian people are resilient and will not surrender, as they believe in their humanitarian and political cause. The enemy and its allies will not succeed in achieving their goals. This steadfast people will endure, and the occupation will not prevail against them.”

Mangaluru: A five-year-long pursuit of justice continues for several youths from Dakshina Kannada who fell victim to a fraudulent food delivery job scam in Kuwait. The victims, lured by promises of lucrative overseas employment, now find themselves entangled in legal battles and financial ruin.

In a recent development, the Enforcement Directorate (ED) summoned the victims to its Mangaluru office as part of the ongoing investigation. The case, which dates back to May 28, 2019, was initially registered at the Mangaluru North police station based on a complaint filed by Usman, a resident of Jalligudde. His brother, Aboobakkar Siddique, was among the 34 victims duped by Manikya Associates, a recruitment agency operated by Prasad Shetty.

According to the complaint, the victims were promised jobs as food delivery executives in Kuwait with a salary of ₹40,000 per month. “I paid ₹80,000 to the agent and ended up spending seven harrowing months in Kuwait without any salary,” shared a victim who now works in construction. Another victim, now employed as a driver, said, “I dreamt of working abroad to support my family. I even pledged jewelry to pay the fees, but it took me years to recover financially.”

The victims allege that they were left stranded in Kuwait in January 2019 after completing all formalities. With no jobs and mounting expenses, their ordeal lasted seven months. They were eventually repatriated with the help of Indian expats and the Embassy of India in Kuwait, just two months after the complaint was filed.

The ED investigation is reportedly progressing, and victims said they were assured that their payments to the agent would be refunded soon. An ED official confirmed that efforts to ensure justice are ongoing.

For these youths, the pain of shattered dreams and financial losses has lingered for years, with many still struggling to rebuild their lives. As they await justice, their plight serves as a cautionary tale about the perils of fraudulent recruitment schemes.

Mangaluru: District-in-Charge Minister and Minister for Health and Family Welfare, Dinesh Gundu Rao, announced that a day-care chemotherapy centre will soon be established at District Wenlock Hospital. Speaking to mediapersons after reviewing the activities at Wenlock and Government Lady Goschen Hospital, he shared the government’s plans to enhance healthcare services in the region.

Key Initiatives Announced

•    Day-Care Chemotherapy Centre:

  • Ten beds will be reserved for cancer patients.
  • The government will collaborate with Yenepoya Hospital to provide chemotherapy treatments.
  • All required facilities for the centre are already in place, awaiting inauguration by the Chief Minister.

•    Wenlock Hospital Facelift:

  • Critical Care Block: To be built at a cost of ₹24 crore.
  • Integrated Public Health (IPH) Lab: Planned with a budget of ₹1 crore.
  • New OPD Block: As per a 2017 agreement, KMC Hospital will take up construction. Discussions with KMC management are underway.

•    Additional Requirements:

  • A new mortuary and post-mortem building.
  • Paramedical college building.
  • Modern kitchen.
  • Bridge connecting two buildings within the hospital.

•    Total facelift cost: ₹6 crore to ₹10 crore, utilizing funds from the Department of Health and Family Welfare and CSR contributions.

•    Timeline:
By December or January, priority works will be finalized. The superintendents of Wenlock and Lady Goschen Hospitals are scheduled to visit Bengaluru next week to discuss these projects.

•    MRI Fee Allegations:
The minister assured that allegations of patients being charged for MRI scans at Wenlock Hospital will be resolved at the earliest.
These measures aim to improve healthcare accessibility and infrastructure, positioning Wenlock Hospital as a state-of-the-art facility in the region.
