Over 10,000 Arab students stranded in Ukraine as Russian missiles cause massive destruction

Thousands of young Arabs who took up studies in Ukraine, are appealing to be rescued from a new nightmare -- Russia's incursion of the country.

More than 10,000 Arab students attend university in Ukraine, drawn to the former Soviet republic by a low cost of living and, for many, the lure of relative safety compared with their own troubled homelands.

Many have criticised their governments for failing to take concrete measures to repatriate them, and sought refuge in basements or the metro system. Few dared to cross the border into neighbouring Poland or Romania in search of sanctuary.

Among Arab countries, Morocco has the largest number of students in Ukraine, with around 8,000 enrolled in universities, followed by Egypt with more than 3,000.

"We left Iraq to escape war... but it's the same thing in Ukraine (now)," Ali Mohammed, an Iraqi student told AFP by telephone from the western city of Chernivtsi. "We are demanding to go home. We are waiting to be rescued," he said.

According to an Iraqi government official, there are 5,500 Iraqis in Ukraine, 450 of them students.

SWIFT waits for legal instruction 

The SWIFT international payments system said it was preparing to implement Western nations' new measures targeting certain Russian banks in coming days.

"We are engaging with European authorities to understand the details of the entities that will be subject to the new measures and we are preparing to comply upon legal instruction," it said in a statement.

The Western allies announced the moves in a joint statement as part of a new round of financial sanctions meant to “hold Russia to account and collectively ensure that this war is a strategic failure for Putin."

The central bank restrictions target access to the more than $600 billion in reserves that the Kremlin has at its disposal, and are meant to block Russia's ability to support the ruble as it plunges in value amid tightening Western sanctions.

Russian missiles hit terminal, pipeline in Ukraine

Russian missiles have hit the Ukrainian town of Vasylkiv southwest of the capital, Kiev, setting an oil terminal ablaze, the town's mayor said in a video posted online.

"The enemy wants to destroy everything around," said the mayor, Natalia Balasinovich.

Separately, Russian forces also hit a gas pipeline in Ukraine's second-largest city, Kharkiv.

Photographs and videos posted online showed large flames rising under the night sky.

US offers to evacuate President Zelensky

Russian and Ukrainian forces are clashing in the Ukrainian capital, with a US official confirming that Washington has offered to evacuate President Volodymyr Zelensky from Kiev. 

This is the third day of the conflict, with clashes having already reached the streets of Kiev, but French President Emmanuel Macron warned on Saturday that the world must brace for a long war.

"This crisis will last, this war will last and all the crises that come with it will have lasting consequences," Macron said at an agriculture fair in France. "We must be prepared".

Zelensky said he had spoken by phone with Macron and that Western "partners" were sending weapons to fight Russian troops.

"Weapons and equipment from our partners are on the way to Ukraine. The anti-war coalition is working!" the comedian-turned-politician tweeted.  

Zelensky was quoted as having told the US government that he needed anti-tank ammunition, “not a ride”, after he was offered a safe evacuation from Kiev.

Local media reports said “heavy, frequent artillery fire” was heard near government buildings in Kiev in the early hours of Saturday. Interfax Ukraine agency said Russian forces were trying to capture one of the capital city's electricity generating stations.

The Ukrainian president's pledge to fight on came after the Kremlin accepted his offer to hold talks. His whereabouts were being kept secret. 

"We will not put down weapons, we will defend our state," he said, speaking in a video message from outside his Kiev office.

Zelenskiy's defiant remarks also came after his spokesman said Ukraine and Russia would consult in coming hours on a time and place for talks.

The Kremlin said it offered to meet in the Belarusian capital Minsk after Ukraine had expressed a willingness to discuss declaring itself a neutral country while Ukraine had proposed Warsaw as the venue.

On Friday, Zelensky had lamented that he had been "left alone" by the West. "Who is ready to fight alongside us? I don't see anyone. Who is ready to give Ukraine a guarantee of NATO membership? Everyone is afraid,” he said in a post-midnight video address.

Kiev officials were warning residents early Saturday that street fighting was underway and urged people to seek shelter. 

At least 198 Ukrainians, including three children, have been killed so far, the head of the Ukrainian health ministry was quoted as saying. 

He said 1,115 people were wounded, including 33 children. It was unclear whether he was referring only to civilian casualties. 

With Zelensky remaining defiant, the Russian military continued its advance, laying claim to Melitopol, a city of about 150,000 people in southeast Ukraine. 
Earlier, Ukrainian officials said Russian forces fired cruise missiles from the Black Sea at Mariupol as well as Sumy in the northeast and Poltava in the east.

Russia's defense ministry said their forces used air- and ship-based cruise missiles to carry out overnight strikes on military targets in Ukraine. It said Russian troops had hit hundreds of military infrastructure targets and destroyed several aircraft and dozens of tanks and armored and artillery vehicles.

Russian President Vladimir Putin on Thursday announced the launch of an operation to eliminate what he called a serious threat to his country, citing the need to "denazify" Ukraine and accusing its Western-backed leadership of genocide against Russian-speakers in eastern Ukraine.

Western countries have announced a barrage of sanctions on Russia, including blacklisting its banks and banning technology exports. But they have stopped short of forcing it out of the SWIFT system for international bank payments, fearing it would harm their own economies.

Energy prices rising in Europe

The military conflict is also leaving its impact on energy prices in Europe, raising concerns about gas supplies next winter.  

Wholesale gas and power prices spiked this week after Germany stopped certification for the Nord Stream 2 pipeline that was supposed to pump Russian has to Europe. Germany did so to punish Russia over the Ukraine conflict. 

And on Thursday, gas prices increased by 60 percent. Before that, gas and power prices already reached record highs this winter due to several issues including low gas inventories.

High power prices were a major factor behind soaring inflation in Europe. Now, things are expected to become more difficult in the months to come, especially next winter, in case Russian gas flows are interrupted. Currently, Russia supplies around 40 percent of Europe's gas.

Medvedev: No need for diplomatic ties with West

Former president and top security official Dmitry Medvedev said Russia doesn't really need diplomatic ties with the West.

Medvedev, writing on social media Saturday, said it was time to "padlock the embassies". He said Moscow would continue its operation in Ukraine until it achieved goals defined by Putin.

At the United Nations, Russia vetoed a draft Security Council resolution deploring its operation.

The White House asked Congress for $6.4 billion in security package, officials said, and Biden instructed the US State Department to release $350 million in military aid.

Bengaluru: An estimated overall 10.14 per cent voter turnout was recorded during the first two hours, since the voting began for bypolls to three Assembly segments in Karnataka on Wednesday, election officials said.

The voting began at 7 am and will go on till 6 pm.

More than seven lakh voters are eligible to cast their votes in about 770 polling stations in Shiggaon, Sandur and Channapatna, where a total of 45 candidates are in the fray.

While Channapatna recorded 10.34 per cent voter turnout till 9 am, it was 10.08 per cent in Shiggaon, and 9.99 per cent in Sandur, election officials said.

Voters, including women and elderly were seen queuing up in front of polling booths in these segments.

By-polls for Sandur, Shiggaon, and Channapatna are necessitated, as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister H D Kumaraswamy of JD(S) -- to Lok Sabha in May elections.

As many as 31 candidates are in the fray from Channapatna, while Sandur and Shiggaon have six and eight contenders, respectively.

Elaborate security arrangements have been made in the three segments for the smooth conduct of the polls.

The by-polls will witness a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance is in contest against the grand old party.

Among the three segments, Channapatna is considered to be a "high profile", where the contest is between C P Yogeeshwara, a five time MLA from the segment and former Minister, who joined the Congress quitting BJP ahead of nomination, and actor-turned -politician Nikhil Kumaraswamy, who is Kumaraswamy’s son and former PM H D Deve Gowda's grandson.

BJP's Bharath Bommai, son of Basavaraj Bommai, is fighting Congress Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls, in Shiggaon.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress is contesting from the seat vacated by her husband, against, BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Annapurna, Tukaram and other family members cast their votes at a booth in the segment.

With Nikhil Kumaraswamy and Bharath Bommai contesting, the third generation of Gowda and Bommai families are in the fray in this by-poll. Both their fathers and grandfathers have served as Karnataka's Chief Ministers in the past.

Bengaluru: In a boost to the ruling Congress in Karnataka, the party on Saturday swept the by-polls to three Assembly segments, causing a major setback to the BJP-JD(S) alliance in the state.

The Congress has retained Sandur, the seat considered to be its strong hold, and has also bagged Shiggaon and Channapatna segments, which were earlier held by BJP and JD(S) respectively.

The November 13 by-polls to Sandur, Shiggaon and Channapatna Assembly segments had witnessed a fierce fight between the ruling Congress and a combative BJP-JD(S) alliance.

The by-polls to Sandur, Shiggaon and Channapatna were necessitated as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister Kumaraswamy of JD(S) to Lok Sabha in May elections.

The by-polls witnessed a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance took on the grand old party.

Congress' C P Yogeeshwara won the Channapatna segment, defeating JD(S) candidate and Kumaraswamy's son Nikhil Kumaraswamy, by a margin of 25,413 votes.

Former CM Basavaraj Bommai's son Bharath Bommai of BJP faced defeat against Congress' Yasir Ahmed Khan Pathan in Shiggaon Assembly segment by a margin of 13,448 votes.

In Sandur, Congress candidate E Annapoorna, the wife of Bellary MP E Tukaram, won the seat vacated by her husband, by a margin of 9,649 votes.

Congress' win in the by-poll is seen as an endorsement of both Chief Minister Siddaramaiah and his deputy D K Shivakumar's leadership, and the government's programmes, especially the five guarantee schemes.

Nikhil Kumaraswamy and Bharath Bommai, the third generation of Gowda and Bommai family respectively, who contested this bypolls, have lost. Their fathers and grandfathers had served as Karnataka's Chief Ministers in the past.

While for Bharath Bommai this was his electoral debut, for Nikhil it was his third electoral loss.

Among the three segments, Channapatna was considered to be a high profile battle, where the contest was between C P Yogeeshwara and actor-turned-politician Nikhil Kumaraswamy.

A five-time MLA from the segment and a former Minister, Yogeeshwara had joined the Congress after quitting BJP ahead of nomination.

There were plans to field Yogeeshwara on a JD(S) ticket, but he was not interested in it, and instead wanted Kumaraswamy to support him as BJP candidate. This was not acceptable to Kumaraswamy and his party, following which Yogeeshwara jumped ship.

However, Kumaraswamy had subsequently said he had agreed to Yogeeshwara contesting from BJP, and despite that he jumped ship to Congress, under the influence of Deputy Chief Minister D K Shivakumar and his brother and former MP D K Suresh.

Nikhil had faced defeat in 2019 Lok Sabha and 2023 Assembly polls. It is seen as a setback for Kumaraswamy too, as he could not ensure son's win from the Channapatna, the seat he had twice represented in the past.

Congress' win is crucial for Shivakumar, who is also the state Congress chief and his brother Suresh to strengthen their position in their home district of Ramanagara, a Vokkaliga heartland.

In Shiggaon, BJP's Bharath Bommai, son of Basavaraj Bommai lost against Congress' Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls.

Initially, former MLA Syed Azeempeer Khadri, a Congress' ticket aspirant, had raised a banner of revolt in Shiggaon, by filing his nomination as an independent, but later withdrew after intervention by party leadership.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress won from the seat vacated by her husband, against BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Sandur is a Congress' bastion, and Tukaram had represented it four times.

Congress winning the by-polls is seen as "crucial" for Chief Minister Siddaramaiah to assert himself , amid demands for his resignation following charges against him in the MUDA site allotment case.

There were also behind-the-scenes political activities within the ruling Congress earlier this year, with a few ministers in his Cabinet holding closed door meetings, fueling speculation about leadership change. But such activities came to a halt following instructions from the party high command.

It is equally important for Shivakumar, who has not shied away from openly expressing his Chief Ministerial ambitions, amid speculations over "rotational Chief Minister formula," according to which he will become CM after two-and-half years (in this govt's five years tenure), but they have not been officially confirmed by the party.

The defeat in this by-poll is seen as a setback for state BJP President Vijayendra, who has been facing intense criticism and opposition from a section within the party, who have raised a banner of revolt against his leadership accusing him and his father, veteran leader B S Yediyurappa of "adjustment politics".

Mangaluru: The Kavoor police in Mangaluru, Karnataka, have arrested three individuals from Kerala in connection with two separate cybercrime cases, including one involving extortion under the guise of a "digital arrest."

City Commissioner of Police Anupam Agrawal reported that one of the arrested individuals, Nisar, a resident of Ernakulam district, posed as a CBI officer. He allegedly threatened the complainant with arrest and extorted Rs 68 lakh. A case has been filed under sections 66 (C) and 66 (D) of the IT Act, and sections 308 (2) and 381 (4) of BNS.

In another case, the Kavoor police arrested two men, Sahil K P of Thiruvannur, Kozhikode, and Muhammad Nashath of Mappila Koyilandy, Kerala, in connection with a share trade fraud. The accused are alleged to have deceived the complainant by promising substantial profits from an investment in the stock market. Trusting the fraudsters, the complainant invested Rs 90 lakh, which was subsequently lost. A case has been registered under sections 66 (C) and 66 (D) of the IT Act, and sections 318 (4) and 3 (5) of BNS.

The accused were arrested in Koyilandi and presented before the court. The operation was carried out under the guidance of City Police Commissioner Anupam Agrawal, led by Mangaluru North Sub-Division ACP Srikanth K, Kavoor Inspector Raghavendra Byndoor, Kavoor PSI Mallikarjuna Biradara, and staff members Ramanna Shetty, Bhuvaneshwari, Rajappa Kashibai, Praveen N, and Malatesh.
