Putin declares 'four new regions of Russia' as he annexes parts of Ukraine

Moscow, Sept 30: President Vladimir Putin has signed treaties on the inclusion of four former Ukrainian regions, into the Russian Federation. Friday’s ceremony marked the start of the formal process of their accession. 

The heads of the Donetsk and Lugansk People’s Republics, Denis Pushilin and Leonid Pasechnik, as well as the leaders of Kherson and Zaporozhye, Vladimir Saldo and Evgeny Balitsky, signed the documents together with Putin.

The move follows official requests by the Donetsk and Lugansk People’s Republics, as well as the two southern Ukrainian regions, which had declared independence, to join Russia. All four territories held referendums on the issue between September 23 and 27, which saw overwhelming support for the move, according to results announced earlier this week by local election committees.

In Donetsk, 99.23% of the people voted to reunite with Moscow, with Lugansk showing a slightly lower figure of 98.42%. Zaporozhye Region highly supported the idea of splitting from Ukraine and joining Russia, with around 93% of voters backing it. Some 87% voted in favor in Kherson Region as well.

The treaties will now be submitted to Russia’s Constitutional Court, which will assess them to ensure they do not violate Russian law. Once they are cleared, the agreements will have to be ratified first by the State Duma – the lower house of the Russian parliament – and then by the Federal Council, its upper house. 

The lawmakers will also need to pass legislation on incorporating the two republics and two regions into Russia. The Donbass republics, as well as Kherson and Zaporozhye, will become part of Russia no sooner than the law is signed by Putin. 

On Thursday, State Duma speaker Vyacheslav Volodin said that the lower house of Russian parliament would convene on October 3 to discuss a number of issues, including the treaties’ potential ratification. The Federal Council could also discuss the ratification at its regular session on October 4, the upper chamber’s head, Valentina Matviyenko, confirmed on Wednesday. “I do not see the need for extraordinary sessions,” she told journalists at the time. 

In February 2022, the Kremlin recognized the Donbass republics as independent states, accusing Kiev of failing to implement the Minsk agreements, designed to give the regions of Donetsk and Lugansk special status within the Ukrainian state. The protocols, brokered by Germany and France, were first signed in 2014.

On February 24, Russia sent troops into Ukraine, citing the need to protect Donbass. It also demanded that Ukraine officially declare itself a neutral country that will never join any Western military bloc. Kiev insists the Russian offensive was completely unprovoked.

Most of the Kherson and Zaporozhye Regions were seized by Russian forces soon after the start of the conflict. Officials have repeatedly considered the idea of joining Russia since then before eventually holding referendums in September.

Mangaluru: A tragic accident took place on Saturday at Chembugudde near Thokkottu, claiming the life of a 47-year-old woman after a tanker lorry ran over her. The victim, identified as Rahmat H Rashid, was riding pillion with her husband, Abdul Rashid G, on their scooter. 

The couple was traveling from Yenepoya Hospital to Bajpe when the scooter skidded on the poorly maintained road. Rahmat fell onto the road and was fatally struck by a tanker lorry that was coming from behind. Despite being rushed to the hospital, doctors declared her dead upon arrival.

The incident prompted a swift response from the DYFI Ullal Taluk Committee, which staged a protest on Saturday night, condemning the unsafe condition of the road. Nithin Kuthar, president of the committee, criticized MLA and Legislative Assembly Speaker UT Khader for failing to ensure safe infrastructure, despite touting the road as toll-free. 

Kuthar demanded immediate repairs, warning that the committee would march to the MLA’s office with black flags if the road is not fixed within a week.

Former DYFI State President Sunil Kumar Bajal also voiced frustration over the deteriorating condition of Thokkottu market, highlighting the struggles people face while crossing roads riddled with dangerous potholes. In response to public outcry, temporary repairs were made to the road at Chembugudde on Sunday, though locals remain wary and demand a more permanent solution.

Union minister Amit Shah on Friday, November 15, said PM Narendra Modi will amend the Waqf Act despite opposition from leaders like Uddhav Thackeray and Sharad Pawar.

"Modi ji wants to change the Waqf Board law, but Uddhav ji, Sharad Pawar and Supriya Sule are opposing it," Shah said, addressing a rally at Umarkhed in Maharashtra's Yavatmal district.

"Uddhav ji, listen carefully, you all can protest as much as you want, but Modi ji will amend the Waqf Act," he said. Shah said there are two camps in the November 20 Maharashtra assembly polls, one of 'Pandavas' represented by the BJP-led Mahayuti and the other of 'Kauravas' represented by Maha Vikas Aghadi.

"Uddhav Thackeray claims that his Shiv Sena is the real one. Can the real Shiv Sena go against renaming Aurangabad to Sambhajinagar? Can the real Shiv Sena go against renaming Ahmednagar to Ahilyanagar? The real Shiv Sena stands with the BJP," Shah said.

"Rahul Baba used to say that his government would credit money in the accounts of the people instantly. You were unable to fulfil your promises in Himachal, Karnataka, and Telangana," he said.

Shah said the Mahayuti alliance has promised that women will get Rs 2,100 per month under the Ladki Bahin Yojana. "Kashmir is an integral part of India and no power in the world can snatch it away from us," Shah said.

Iran’s Islamic Revolution Guards Corps (IRGC) has killed or captured 69 terrorists linked to the Israeli spy agency Mossad during a major counterterrorism drill in the country's southeast, its spokesman says.  

General Ahmad Shafaei, the spokesman for the “Martyrs of Security” drill, said Friday that a total of 23 terrorists have been killed and another 46 arrested in various clean-up operations ever since the IRGC Ground Force launched it in the Sistan and Baluchestan province on November 1.

Seven terrorists have also turned themselves in during the period.

“The undeniable fact about terrorists is that they rely on arrogant powers, particularly the intelligence service of the wicked and vicious Zionist regime," Shafaei said.

“Unfortunately, weapons and munitions at terrorists’ disposal are among the most sophisticated ones in the world. This accounts for their heavy dependence.” 

The official stated that several members of the disbanded terror teams were non-Iranian nationals, who had been hired by foreign intelligence agencies to carry out acts of sabotage and terror inside Iran.

In a most recent operation, six terrorists were arrested and four others were eliminated, three of whom were non-Iranians, he added. 

On October 26, ten members of Iran's law enforcement forces were killed in a terrorist attack in the Gohar Kuh district of Taftan in the Sistan and Baluchestan province.

The so-called Jaish al-Adl terrorist group claimed responsibility for the assault, which was one of the deadliest in the province in recent months.

The group has carried out numerous terrorist attacks in Iran, primarily in Sistan and Baluchestan.

Its tactics include the abduction of border guards as well as targeting civilians and police stations within the province to incite chaos and disorder.

In January, Iran launched a military operation during which the headquarters of the Pakistan-based terrorist group was targeted in missile strikes, destroying its infrastructure.
