Russia has no bad intention toward neighbours; will fulfill all obligations: Putin

Russian President Vladimir Putin has warned Russia’s neighbors against escalating tensions amid an ongoing war with Ukraine, reassuring that the Kremlin has “no bad intention toward” the neighboring countries.

Speaking at a televised speech on the ninth day of the military conflict in Ukraine, Putin said, “There are no bad intentions towards our neighbors. And I would also advise them not to escalate the situation, not to introduce any restrictions.”

“We fulfill all our obligations and will continue to fulfill them,” Putin said, adding that the Kremlin did “not see any need here to aggravate or worsen our relations.” “And all our actions, if they arise, they always arise exclusively in response to some unfriendly actions, actions against the Russian Federation,” he said.

The Russian leader ordered a military campaign in Ukraine over concerns about NATO military activities close to its borders.

Russia open to dialog with Ukraine: Putin

Putin said on Friday that, “Russia is open to dialog with the Ukrainian side, as well as with everyone who wants peace in Ukraine. But under the condition that all Russian demands are met,” according to the Kremlin.

These include the neutral and non-nuclear status of Ukraine, its "denazification," recognition of Crimea as part of Russia and of the "sovereignty" of people in eastern Ukraine.

Last month, Putin signed a decree recognizing the breakaway Lugansk and Donetsk regions in eastern Ukraine as independent republics.

The Russian president also expressed “hope that during the planned third round of talks, the representatives of Kiev would take a reasonable and constructive position.”

Russia and Ukraine are holding talks in Belarus for finding a way out of the conflict.

During the second round of talks on Friday, the two sides agreed to create humanitarian corridors to evacuate civilians from unspecified locations. A third round of talks is expected to take place next week.

Putin denies Russia bombing Ukrainian cities

In a phone conversation with German Chancellor Olaf Scholz, Putin also denied reports that Russian troops were bombing Ukrainian cities. He dismissed such information as “gross propaganda fakes,” according to his office.

Everything depends on Ukraine: Kremlin

The president’s spokesman Dmitry Peskov said on Friday that the negotiations “were a good opportunity to clearly convey to the Ukrainian side our vision of solving this problem.”

“Going forward, everything will depend on the reaction of the Ukrainian side,” he told reporters.

He said that no documents had been agreed on with Kiev at the talks, but that Moscow had told the Ukrainian side how it saw the solution to the war.

Bengaluru: An estimated overall 10.14 per cent voter turnout was recorded during the first two hours, since the voting began for bypolls to three Assembly segments in Karnataka on Wednesday, election officials said.

The voting began at 7 am and will go on till 6 pm.

More than seven lakh voters are eligible to cast their votes in about 770 polling stations in Shiggaon, Sandur and Channapatna, where a total of 45 candidates are in the fray.

While Channapatna recorded 10.34 per cent voter turnout till 9 am, it was 10.08 per cent in Shiggaon, and 9.99 per cent in Sandur, election officials said.

Voters, including women and elderly were seen queuing up in front of polling booths in these segments.

By-polls for Sandur, Shiggaon, and Channapatna are necessitated, as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister H D Kumaraswamy of JD(S) -- to Lok Sabha in May elections.

As many as 31 candidates are in the fray from Channapatna, while Sandur and Shiggaon have six and eight contenders, respectively.

Elaborate security arrangements have been made in the three segments for the smooth conduct of the polls.

The by-polls will witness a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance is in contest against the grand old party.

Among the three segments, Channapatna is considered to be a "high profile", where the contest is between C P Yogeeshwara, a five time MLA from the segment and former Minister, who joined the Congress quitting BJP ahead of nomination, and actor-turned -politician Nikhil Kumaraswamy, who is Kumaraswamy’s son and former PM H D Deve Gowda's grandson.

BJP's Bharath Bommai, son of Basavaraj Bommai, is fighting Congress Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls, in Shiggaon.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress is contesting from the seat vacated by her husband, against, BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Annapurna, Tukaram and other family members cast their votes at a booth in the segment.

With Nikhil Kumaraswamy and Bharath Bommai contesting, the third generation of Gowda and Bommai families are in the fray in this by-poll. Both their fathers and grandfathers have served as Karnataka's Chief Ministers in the past.

Udupi, Nov 11: A traveller reportedly lost ₹4.1 lakh after attempting to book a cab online in Udupi. 

At around 1:30 PM on November 7, the man from West Bengal searched for car rentals on Google and selected a website named "Shakti Car Rentals." Shortly after, he was contacted by someone claiming to be "Rohit Sharma," who directed him to pay a registration fee of ₹150 on the site.

After unsuccessful payment attempts via both his Canara Bank debit card and SBI credit card (without receiving an OTP), "Rohit Sharma" instructed him to pay the driver directly. But at 1:47 PM, he received messages showing deductions of ₹3.3 lakh from his SBI credit card and ₹80,056 from his Canara Bank debit card, totaling ₹4.1 lakh.

The complainant alleges fraud through a deceptive link disguised as a booking token fee. A case has been registered at Udupi Town Police Station.

Mangaluru, Nov 3: A quiet morning turned perilous for a farmer in Elathur, near Kinnigoli on the outskirts of the city, as a leopard attacked him while he was cutting grass. 

Ligori, a resident of Kalkare, was startled by the sudden assault and suffered injuries to his face but managed to escape and reach safety. He was promptly taken to the hospital for medical care.

Residents in Elathur have been on edge for over a week following reports of leopard sightings in the area. Today’s incident has heightened concerns among the local farming community, who now fear for their safety.

With a significant population of farmers in the region, villagers are demanding immediate action from the forest department to capture the leopard and ensure their safety. 

The community awaits a response, hoping for swift intervention to prevent further attacks.
