Trudeau’s murder charge risks upending US courtship of India

Canadian Prime Minister Justin Trudeau’s shocking allegations that India orchestrated the murder of a separatist leader leaves President Joe Biden caught between one of the US’s closest allies and an increasingly important partner in countering China.

Narendra Modi’s government on Tuesday denied that it had anything to do with the slaying of a prominent Sikh leader in Canada, calling the allegation “absurd.” Both nations expelled one of the other’s diplomats, and that’s before Canada has made any evidence public.

The White House reacted cautiously, with National Security Council spokesperson Adrienne Watson saying the administration was “deeply concerned” and called on India to cooperate with the Canadian investigation. A US official acknowledged the allegations pose a problem for Biden, who just left India with relations seemingly on track.

Now the episode threatens to upend the US’s effort to court India as a counterweight to China, which was on display at the Group of 20 summit in New Delhi earlier this month. The US and its allies had hailed Modi’s success in reaching a compromise on a joint communique, accepting softer language on Russia’s war in Ukraine to align itself more broadly with India in the battle with China for influence among major emerging economies.

“The Biden administration is in a no-win situation with this latest bombshell,” said Derek Grossman, a senior defense analyst at the RAND Corporation. “If it sides with Ottawa, then New Delhi will be up in arms and, once again, question the loyalty of Washington. If it sides with New Delhi, then the US is contradicting a NATO ally.”

The US frequently finds itself torn between its efforts to defend human rights around the world and the pragmatic need to partner with government accused of regular abuses to protect its geopolitical interests. That leads to periodic tensions, such as when agents from Saudi Arabia murdered Washington Post columnist Jamal Khashoggi in 2018.

Trudeau told lawmakers on Monday there were “credible allegations” that agents of the Indian government were behind the murder of Hardeep Singh Nijjar, a Canadian citizen, outside a Sikh temple in British Columbia in June. Nijjar, 45 at the time and the temple’s president, was outspoken in both his advocacy for the creation of an independent Khalistan in the northwest and his criticism of human rights violations in India.

“The government of India needs to take this matter with the utmost seriousness,” Trudeau said on Tuesday morning. Canada is going to “remain calm, we’re going to remain grounded in our democratic principles and values, and we’re going to follow the evidence and make sure that the work is done to hold people to account,” he added.

India has denied any involvement and blasted Canada for failing to take action against Sikh separatism. India had declared Nijjar a wanted terrorist and accused him of conspiring to murder a Hindu priest, among other allegations.

Without a resolution, the dispute threatens everything from pending talks to expand the modest $11 billion India-Canada trade relationship to communications between the two countries’ militaries, something that could create a headache for Biden as he seeks greater cohesion from partner nations.

Modi’s government sees Trudeau as politically beholden to the Sikh community, and expects relations with Canada to deteriorate, according to an Indian official with knowledge of the situation. At the same time, the person said, India-US security cooperation is on a strong footing and is unlikely to affected by Canada’s allegations.

“There is this evergreen challenge that the US and some of its allies face with India, concerns about what they regard as democratic backsliding,” said Michael Kugelman, director of the South Asia Institute at the Wilson Center. “But at the same time they want to ensure they don’t risk imperiling relations with a country that they view as strategically critical. Honestly, I think Washington will just stay quiet.”

The historical issue of Sikh separatism has troubled Canada-India relations for years, and politicians in both countries have tapped into the issue to win votes. Canada has the largest Sikh population outside of Punjab after many left following riots in 1984. They have also become an important political group, including within Trudeau’s administration. Modi’s party, meanwhile, has pushed policies appealing to voters who see India as a Hindu nation.

India has been historically prickly about public criticism from the US and its allies, and the US has said that it tries to voice concerns behind close doors. Speaking in Vietnam after his G-20 visit to India this month, Biden said he had raised rights issues in his recent meeting with Modi, though it’s unclear if they discussed Nijjar’s killing.

For its part, Canada pledged in a recently published strategy for the Indo-Pacific region to grow ties with India across a range of areas, while also acknowledging its growing strategic importance. The two sides had also previously expected to agree to a trade pact by end of this year but that was put on hold ahead of the G-20 summit. Canada last week postponed a trade mission to India that had been set for October.

As the India-Canada relationship worsens, the US will face a tough balancing act, according to Vivek Mishra, senior fellow at New Delhi based Observer Research Foundation.

“I expect there will certainly be back-channel discussion between the US and India on how to proceed further,” he said. “With Canada being a NATO ally and India being a strategic partner ally, the US will have to do the tightrope walk.”

Bengaluru, Nov 22: For the second day running, the Karnataka BJP on Friday staged a statewide protest condemning the government’s alleged move to notify land of farmers as Waqf property.

The BJP staged a protest before the offices of Deputy Commissioners at district headquarters.

The BJP leaders are vehemently demanding that the state government cancel a 1974 Gazette notification in this regard.

The agitators are also demanding scrapping of the Waqf Board and the resignation of Chief Minister Siddaramaiah and Minister for Waqf and Housing Zameer Ahmad Khan.

The BJP MLAs, MLCs, MPs gathered in the premises of Freedom Park and staged a protest under the leadership of Leader of Opposition R. Ashoka and slammed the state government.

MLA T.S. Srivatsa led the protest in Mysuru and hundreds of party workers and farmers staged the protest under the leadership of former MP Pratap Simha in Kodagu.

Former MP Sumalatha Ambareesh led the agitation in Mandya.

This was the first time that Sumalatha took part in the party’s programme after the Lok Sabha elections.

State President B.Y. Vijayendra claimed, “The Congress government in Karnataka is issuing notices to farmers claiming the ownership of their lands to the Waqf Board and pushing them on the streets overnight.”

In the first week of December, three teams formed by the BJP will travel across the state and record the grievances of farmers.

“The state government is attempting to snatch away the lands belonging to temples as well,” Vijayendra alleged and added that the teams would comprise all senior leaders of the BJP.

Meanwhile, the police have taken Sri Ram Sena chief Pramod Muthalik into custody while staging a protest march to the office of Zameer Ahmad Khan in Bengaluru.

Muthalik along with Hindutva activists was planning to lay siege to Zameer’s office over the Waqf row.

The police stopped Muthalik and requested him to submit the memorandum by reaching the minister’s office in a vehicle. However, Muthalik refused to go with the police and continued his footmarch. The police took him into custody following arguments.

Iran’s Islamic Revolution Guards Corps (IRGC) has killed or captured 69 terrorists linked to the Israeli spy agency Mossad during a major counterterrorism drill in the country's southeast, its spokesman says.  

General Ahmad Shafaei, the spokesman for the “Martyrs of Security” drill, said Friday that a total of 23 terrorists have been killed and another 46 arrested in various clean-up operations ever since the IRGC Ground Force launched it in the Sistan and Baluchestan province on November 1.

Seven terrorists have also turned themselves in during the period.

“The undeniable fact about terrorists is that they rely on arrogant powers, particularly the intelligence service of the wicked and vicious Zionist regime," Shafaei said.

“Unfortunately, weapons and munitions at terrorists’ disposal are among the most sophisticated ones in the world. This accounts for their heavy dependence.” 

The official stated that several members of the disbanded terror teams were non-Iranian nationals, who had been hired by foreign intelligence agencies to carry out acts of sabotage and terror inside Iran.

In a most recent operation, six terrorists were arrested and four others were eliminated, three of whom were non-Iranians, he added. 

On October 26, ten members of Iran's law enforcement forces were killed in a terrorist attack in the Gohar Kuh district of Taftan in the Sistan and Baluchestan province.

The so-called Jaish al-Adl terrorist group claimed responsibility for the assault, which was one of the deadliest in the province in recent months.

The group has carried out numerous terrorist attacks in Iran, primarily in Sistan and Baluchestan.

Its tactics include the abduction of border guards as well as targeting civilians and police stations within the province to incite chaos and disorder.

In January, Iran launched a military operation during which the headquarters of the Pakistan-based terrorist group was targeted in missile strikes, destroying its infrastructure.

Bengaluru: In a boost to the ruling Congress in Karnataka, the party on Saturday swept the by-polls to three Assembly segments, causing a major setback to the BJP-JD(S) alliance in the state.

The Congress has retained Sandur, the seat considered to be its strong hold, and has also bagged Shiggaon and Channapatna segments, which were earlier held by BJP and JD(S) respectively.

The November 13 by-polls to Sandur, Shiggaon and Channapatna Assembly segments had witnessed a fierce fight between the ruling Congress and a combative BJP-JD(S) alliance.

The by-polls to Sandur, Shiggaon and Channapatna were necessitated as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister Kumaraswamy of JD(S) to Lok Sabha in May elections.

The by-polls witnessed a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance took on the grand old party.

Congress' C P Yogeeshwara won the Channapatna segment, defeating JD(S) candidate and Kumaraswamy's son Nikhil Kumaraswamy, by a margin of 25,413 votes.

Former CM Basavaraj Bommai's son Bharath Bommai of BJP faced defeat against Congress' Yasir Ahmed Khan Pathan in Shiggaon Assembly segment by a margin of 13,448 votes.

In Sandur, Congress candidate E Annapoorna, the wife of Bellary MP E Tukaram, won the seat vacated by her husband, by a margin of 9,649 votes.

Congress' win in the by-poll is seen as an endorsement of both Chief Minister Siddaramaiah and his deputy D K Shivakumar's leadership, and the government's programmes, especially the five guarantee schemes.

Nikhil Kumaraswamy and Bharath Bommai, the third generation of Gowda and Bommai family respectively, who contested this bypolls, have lost. Their fathers and grandfathers had served as Karnataka's Chief Ministers in the past.

While for Bharath Bommai this was his electoral debut, for Nikhil it was his third electoral loss.

Among the three segments, Channapatna was considered to be a high profile battle, where the contest was between C P Yogeeshwara and actor-turned-politician Nikhil Kumaraswamy.

A five-time MLA from the segment and a former Minister, Yogeeshwara had joined the Congress after quitting BJP ahead of nomination.

There were plans to field Yogeeshwara on a JD(S) ticket, but he was not interested in it, and instead wanted Kumaraswamy to support him as BJP candidate. This was not acceptable to Kumaraswamy and his party, following which Yogeeshwara jumped ship.

However, Kumaraswamy had subsequently said he had agreed to Yogeeshwara contesting from BJP, and despite that he jumped ship to Congress, under the influence of Deputy Chief Minister D K Shivakumar and his brother and former MP D K Suresh.

Nikhil had faced defeat in 2019 Lok Sabha and 2023 Assembly polls. It is seen as a setback for Kumaraswamy too, as he could not ensure son's win from the Channapatna, the seat he had twice represented in the past.

Congress' win is crucial for Shivakumar, who is also the state Congress chief and his brother Suresh to strengthen their position in their home district of Ramanagara, a Vokkaliga heartland.

In Shiggaon, BJP's Bharath Bommai, son of Basavaraj Bommai lost against Congress' Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls.

Initially, former MLA Syed Azeempeer Khadri, a Congress' ticket aspirant, had raised a banner of revolt in Shiggaon, by filing his nomination as an independent, but later withdrew after intervention by party leadership.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress won from the seat vacated by her husband, against BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Sandur is a Congress' bastion, and Tukaram had represented it four times.

Congress winning the by-polls is seen as "crucial" for Chief Minister Siddaramaiah to assert himself , amid demands for his resignation following charges against him in the MUDA site allotment case.

There were also behind-the-scenes political activities within the ruling Congress earlier this year, with a few ministers in his Cabinet holding closed door meetings, fueling speculation about leadership change. But such activities came to a halt following instructions from the party high command.

It is equally important for Shivakumar, who has not shied away from openly expressing his Chief Ministerial ambitions, amid speculations over "rotational Chief Minister formula," according to which he will become CM after two-and-half years (in this govt's five years tenure), but they have not been officially confirmed by the party.

The defeat in this by-poll is seen as a setback for state BJP President Vijayendra, who has been facing intense criticism and opposition from a section within the party, who have raised a banner of revolt against his leadership accusing him and his father, veteran leader B S Yediyurappa of "adjustment politics".
