Washington, Mar 12: US President Joe Biden said he has moved 12,000 troops along the borders with Russia, such as Latvia, Estonia, Lithuania and Romania while asserting that Vladimir Putin will not be victorious in the war he has waged against Ukraine.

Addressing members of the House Democratic Caucus on Friday, Biden stressed over "not fighting a third World War in Ukraine" but avowed sending an "unmistakable message that we will defend every inch of NATO territory".

The North Atlantic Treaty Organisation (NATO) is a group of 30 North American and European nations. According to NATO, its purpose "is to guarantee the freedom and security of its members through political and military means."

Biden said the people of Ukraine have demonstrated remarkable bravery and courage in the face of a Russian military offensive but the security assistance that the US provides has been critical in their defence.

"And as we provide support to Ukraine, we're going to continue to stand together with our allies in Europe and send an unmistakable message that we will defend every inch of NATO territory with a united galvanized NATO," the US president said.

"That's why I've moved 12,000 American forces along the borders with Russia -- Latvia, Estonia, Lithuania, Romania et cetra... Granted, if we respond, it is World War three. But we have a sacred obligation on NATO territory... although we will not fight a third World War in Ukraine."

On February 24, Russian forces launched military operations in Ukraine, three days after Moscow recognised Ukraine's breakaway regions -- Donetsk and Luhansk -- as independent entities.

"The idea that we're going to send in offensive equipment and have planes and tanks and trains going in with American pilots and American crews, just understand -- and don't kid yourself, no matter what you all say -- that's called World War Three," he said.

The US president said that he spent hours the alliance together -- the EU, NATO and including all those in Asia.

"As a result, we've been able to ramp up our economic pressure on Putin and further isolate Russia on the global stage," he said.

Biden said the G7 nations -- Canada, France, Germany, Italy, Japan, the United Kingdom, the United States -- made a move to remove the favoured nation status for Russia.

He claimed that as a result of the US-led sanctions, the economy of Russia is badly impacted.

"The totality of our economic sanctions and export controls are crushing the Russian economy. The Ruble has lost more than half its value."

"Moscow Stock Exchange is closed... why is it closed? Because the moment it opens, it will be disbanded. Credit rating agencies have downgraded Russia's government to junk status," Biden said.

He said that democracies are rising to the moment rallying the world for peace and security. "We are showing strength and we will never falter. Putin's war against Ukraine will never be a victory."

"I want to thank you for showing a unified front to the world. When Putin unleashed his assault, he thought he could divide NATO.

"He thought he could divide this country in terms of the parties. He thought he could divide Democrats and Republicans at home, but he failed," Biden told the members of the House Democratic Caucus.

In a shocking development, a doctor, who worked for the mobile medical services of the Isha Foundation in Coimbatore district, has been arrested by the Coimbatore District Police on charges of sexually assaulting many girl students of a government school during a medical camp.

The incident came to light during a meeting between education officers and the students, held following orders from Chief Secretary N Muruganandam. The meeting was part of a larger investigation after four staff members of a government college in Valparai were recently arrested for sexually harassing students.

The arrested doctor, identified as 33-year-old S Saravanamoorthy, was a native of Tirupattur district and was part of a mobile medical units team, operated by the Isha Foundation of Jaggi Vasudev alias Sadhguru.

These units have reportedly been conducting free medical camps for school students and general public across Coimbatore under their ‘Action for Rural Rejuvenation’ programme.

During the meeting with the education officers on Wednesday, September 4, around 12 girl students belonging to classes 6 to 10, raised complaints about how they were touched inappropriately by Saravanamoorthy during these camps.

Immediately after this, the school management reached out to the Child Welfare Committee (CWC), who followed an inquiry with the students. Following this, the Perur All Women police were alerted.

The police officials visited the school and inquired with each of the survivors personally. After recording their statements, they registered a case against the doctor under Section 9(e) (whoever being on the management or staff of a hospital, whether government or private, commits sexual assault on a child in that hospital) read with 10 (punishment for aggravated sexual assault) of Pocso Act. The doctor was later arrested and has been remanded to judicial custody.

The Isha Foundation, meanwhile, has put out a statement stating that they are fully cooperating with the investigation and that they have a zero tolerance policy for crimes against women and children.

“It has been brought to our notice that a case has been registered against an employee who is a doctor with our outreach mobile medical services in the rural areas of Coimbatore. Isha holds a Zero Tolerance Policy for any crimes against women and children. We are cooperating with the ongoing police investigation and will take necessary actions by the legal,” read the statement.

At least 20 people have been killed as more communication devices detonated in Lebanon a day after simultaneous explosions of pagers across the country left at least a dozen dead and thousands injured.

Explosions were reported in multiple locations in Lebanon, including at the site of a funeral for a child killed in a pager explosion the previous day.

Media reports said that several blasts occurred simultaneously in Beirut similar to what happened on Tuesday. Several explosions were also reported in southern and eastern Lebanon.

Lebanon’s Health Ministry said at least 20 people were killed and more than 450 injured in the new wave of explosions.

An informed source said that the detonated devices came from the same batch of cargo as the detonated pagers, all imported from the same company.

The Lebanese Army Command called on the people not to gather in the scenes of security incidents to allow the arrival of medical teams.

Civil defense teams are extinguishing the fires that broke out as a result of the explosions, while ambulance teams continue to transport the injured.

The new act of aggression came as top Hezbollah official Sayyed Hashem Saffieddine was delivering a speech affirming that the Israeli acts of terrorism will have their own punishment, stating that the resistance is steadfast and capable of inflicting more defeats on the enemy.

The Hezbollah official said a speech by the movement’s Secretary-General Sayyed Hassan Nasrallah, planned for Thursday, will clarify matters and that the movement will face a new pattern and a new confrontation with the enemy.

Thousands of pagers widely used by resistance factions and also public service workers exploded on Tuesday, leaving at least a dozen dead and around 3,000 people injured.

The Lebanese government has blamed Israel. Hezbollah has promised the Israeli regime will receive ‘just punishment’ for the attacks.

Taiwanese company Gold Apollo said the pagers used in the Israeli deadly terrorist attack on Tuesday had been made by a Hungarian firm, to which the company had authorized its brand on the devices.

The company made the remarks in a statement on Wednesday, identifying the firm as BAC Consulting KFT based in the Hungarian capital Budapest.

The UN Security Council is due to meet on Friday to discuss the latest blasts that hit Lebanon, council president Slovenia said on Wednesday after Lebanon requested an emergency meeting.

UN Secretary-General Antonio Guterres said Wednesday that civilian objects should not be weaponized.

"I think it's very important that there is an effective control of civilian objects, not to weaponize civilian objects -- that should be a rule that... governments should, be able to implement," Guterres said at a briefing at UN headquarters.

"As important as the event in itself, is the indication that this event confirms that there is a serious risk of a dramatic escalation in Lebanon -- and everything must be done to avoid the escalation," he said.

"What has happened is particularly serious, not only because of the number of victims that it caused, but because of the indications that exist that this was triggered, I would say, in advance of a normal way to trigger these things, because there was a risk of this being discovered."

The Euro-Mediterranean Human Rights Monitor described the detonation of pagers and wireless devices in Lebanon on Tuesday and Wednesday as a blatant violation of international law.

The organization said the attack did not only target Hezbollah members but also indiscriminately exploded devices used by civilians.

The timing of the attack indicates that Israel did not take necessary precautions, as it occurred when device users were at home with their families, leading to numerous severe civilian injuries, including children, it said.

Israel's actions constitute a flagrant violation of international humanitarian law, which prohibits indiscriminate attacks and the targeting of civilians and their property, and mandates that warring parties distinguish between civilians and combatants at all times, the rights monitor said.

The organization called for an urgent and independent international investigation into these attacks and pressure on Israel to immediately stop its crimes and prevent further escalation in the region.
