US warns of consequences as reports claim Russia sought Chinese military aid

Russia has asked China for military and economic aid for its assault on Ukraine, US media reported, hours after the White House warned Beijing would face severe "consequences" if it helps Moscow evade sanctions.

Russia asked China for military equipment after its February 24 military campaign in Ukraine, sparking concern in the White House that Beijing may undermine Western efforts to help Ukrainian forces defend their country, several US officials said on Sunday.

US National Security Adviser Jake Sullivan, who is due to meet with China's top diplomat Yang Jiechi in Rome has warned Beijing it would "absolutely" face consequences if it helped Moscow evade sweeping sanctions over the assault in Ukraine. 

Sullivan plans in his meeting with Yang on Monday to make Washington's concerns clear while mapping out the consequences and growing isolation China would face globally if it increases its support of Russia, one US official said, without providing details. 

Asked about Russia's request for military aid, first reported by the Financial Times, Liu Pengyu, spokesperson for China's embassy in Washington, said: "I've never heard of that." 

He said China found the current situation in Ukraine "disconcerting" and added: "We support and encourage all efforts that are conducive to a peaceful settlement of the crisis." 

Liu said "utmost efforts should be made to support Russia and Ukraine in carrying forward negotiations despite the difficult situation to produce a peaceful outcome." Sullivan told CNN on Sunday that Washington believed China was aware Russia was planning some action in Ukraine before the assault took place, although Beijing may not have understood the full extent of what was planned. 

After the assault began, Russia sought both military equipment and support from China, the US officials said. 

'Escalatory spiral'

Sullivan told CNN Washington was watching closely to see to what extent Beijing provided economic or material support to Russia, and would impose consequences if that occurred. 

"We are communicating directly, privately to Beijing, that there will absolutely be consequences for large-scale sanctions evasion efforts or support to Russia to backfill them," Sullivan said.

"We will not allow that to go forward and allow there to be a lifeline to Russia from these economic sanctions from any country, anywhere in the world." 

The meeting, planned for some time, is part of a broader effort by Washington and Beijing to maintain open channels of communication and manage competition between the world's two largest economies, a senior Biden administration official said.

No specific outcomes were expected, the source added, speaking on condition of anonymity. Chinese Foreign Ministry spokesman Zhao Lijian said the meeting's focus was to "implement the important consensus" reached during the virtual meeting held between Chinese President Xi Jinping and US President Joe Biden in November, which discussed "strategic stability" and arms control issues. 

The two sides will exchange views on US-China relations as well as international and regional issues of common concern, he said in a statement published on the ministry's website. 

Wang Huiyao, head of a Beijing think tank and adviser to the Chinese government, warned of "an escalatory spiral" in a column published in the New York Times on Sunday, and said China was "uniquely positioned to act as a neutral mediator between a Western-supported Ukraine and Russia" to end the war. 

"Unpalatable as some in the West may find the idea, it is time to offer the Russian leader an off-ramp with China's help," Wang wrote. 

Hu Xijin, former editor-in-chief of the state-backed Chinese Global Times newspaper, said on Twitter: "If Sullivan thinks he can persuade China to participate in sanctions against Russia, he will be disappointed."

Bengaluru: The Karnataka government has warned that disciplinary action will be taken against those officials who change the land mutation records and serve eviction notices to farmers under the Waqf Act.

In a letter, the Revenue Department Principal Secretary Rajender Kumar Kataria reminded all regional commissioners and deputy commissioners in the districts that Chief Minister Siddaramaiah recently had a meeting following complaints about certain land properties being made in favour of the Karnataka Board of Waqfs.

In the meeting it was decided that all the directions issued previously by any government office or authority to change the mutation records has been withdrawn, the letter said.

It added that all the notices served in the past have also been withdrawn and no action should be taken against the farmers who are cultivating on the said land.

On the directions of the chief minister, the previous letters and the latest reminders served on November 7 to the farmers and land owners have been withdraw, the letter said.

"The officials who served reminder-2 despite the chief minister's direction will face appropriate disciplinary action," Kataria said in his letter.

He said he has been instructed to strictly implement the chief minister's direction.

The fresh direction was issued in poll-bound Karnataka, where bypolls to three crucial assembly segments are due on November 13.

Some farmers in Honwad village in Vijayapura in north Karnataka had alleged last month that they were served eviction notices as the Waqf Board claimed rights over it.

Subsequently, complaints started in pouring in from some other parts of the state.

BJP leader Tejasvi Surya on October 25 alleged that Karnataka Waqf Minister B Z Zameer Ahmed Khan directed the deputy commissioners and revenue officials to register lands in favour of the Waqf Board within 15 days, which resulted in confusion.

On Surya's request, the Chairman of the Joint Committee of Parliament on the Waqf (Amendment) Bill, Jagdambika Pal visited Karnataka on November 7 and met farmers in Hubballi, Vijayapura and Belagavi districts who had alleged that their lands were marked as Waqf properties.

Bengaluru: An estimated overall 10.14 per cent voter turnout was recorded during the first two hours, since the voting began for bypolls to three Assembly segments in Karnataka on Wednesday, election officials said.

The voting began at 7 am and will go on till 6 pm.

More than seven lakh voters are eligible to cast their votes in about 770 polling stations in Shiggaon, Sandur and Channapatna, where a total of 45 candidates are in the fray.

While Channapatna recorded 10.34 per cent voter turnout till 9 am, it was 10.08 per cent in Shiggaon, and 9.99 per cent in Sandur, election officials said.

Voters, including women and elderly were seen queuing up in front of polling booths in these segments.

By-polls for Sandur, Shiggaon, and Channapatna are necessitated, as the seats fell vacant following the election of their respective representatives -- E Tukaram of Congress, former CM Basavaraj Bommai of BJP, and Union Minister H D Kumaraswamy of JD(S) -- to Lok Sabha in May elections.

As many as 31 candidates are in the fray from Channapatna, while Sandur and Shiggaon have six and eight contenders, respectively.

Elaborate security arrangements have been made in the three segments for the smooth conduct of the polls.

The by-polls will witness a straight fight between the ruling Congress and BJP in Sandur and Shiggaon segments, while in Channapatna, JD(S) which is part of the NDA alliance is in contest against the grand old party.

Among the three segments, Channapatna is considered to be a "high profile", where the contest is between C P Yogeeshwara, a five time MLA from the segment and former Minister, who joined the Congress quitting BJP ahead of nomination, and actor-turned -politician Nikhil Kumaraswamy, who is Kumaraswamy’s son and former PM H D Deve Gowda's grandson.

BJP's Bharath Bommai, son of Basavaraj Bommai, is fighting Congress Yasir Ahmed Khan Pathan, who had faced defeat against the former Chief Minister in the 2023 Assembly polls, in Shiggaon.

In Sandur, Bellary MP Tukaram's wife E Annapurna of Congress is contesting from the seat vacated by her husband, against, BJP ST Morcha president Bangaru Hanumanthu, who is considered close to party leader and former mining barron G Janardhan Reddy.

Annapurna, Tukaram and other family members cast their votes at a booth in the segment.

With Nikhil Kumaraswamy and Bharath Bommai contesting, the third generation of Gowda and Bommai families are in the fray in this by-poll. Both their fathers and grandfathers have served as Karnataka's Chief Ministers in the past.

Bengaluru: Karnataka Deputy Chief Minister D K Shivakumar on Thursday backed Chief Minister Siddaramaiah over his claim that the BJP had offered Rs 50 crore each to 50 Congress MLAs in an attempt to "topple" the state government.

Addressing reporters here, Shivakumar, also the Congress state president, said, “The BJP indeed lured 50 Congress MLAs with Rs 50 crore each.”

He defended Siddaramaiah’s statement and said the Congress MLAs were briefed about the BJP’s alleged 'Operation Lotus', a term used to describe the BJP's attempts to destabilise ruling governments through horse-trading.

“Some of our MLAs informed the Chief Minister about this matter, and he, in turn, shared it with the media,” Shivakumar said.

At an event in Mysuru, Siddaramaiah reiterated the claim that "none of the Congress MLAs had accepted the offer".

He also accused the BJP of filing false cases against him in a bid to "remove him and overthrow his government".

The BJP has yet to respond to the allegations.
