Udupi, Apr 23: The creating of Kaup Town Municipal Council (TMC) will create more problems for the people of Kaup and surrounding villages, according to former MP K Jayaprakash Hegde.
In a press release issued here, Mr. Hegde said that instead of creating a new TMC, it would have been better if the State government had made Kaup into a taluk headquarters.
This would have put an end to the people of Kaup having to go the taluk office in Udupi to get their work done. “Creation of the Kaup TMC will be a bane and not a boon,” he said.
As a result of Kaup becoming a town municipality, students in Kaup and the amalgamated villages would be bereft of the benefit of rural grace marks in education and employment.
People would have to pay more to register their properties as the government's guidance value for land in urban areas was many times more than that in the rural areas. People owning houses and building owners would have to pay more property tax, which would be either twice or thrice the amount that they had paying being earlier.
There would be no scope for land regularisation under the Akrama Sakrama' scheme in the TMC limits which was available in the gram panchayat limits. With the result, poor people would not be able to take advantage of the scheme.
Under Form 94C of Karnataka Land Revenue Act, if a person got 2.75 cents of land in Gram Panchayat, the land in the TMC would get reduced to 1.75 cents. The land conversion rate in a TMC would be at least three times more than that in gram panchayats.
Since 5 km of area surrounding the TMC would come under the jurisdiction of the Town Planning Authority, the people in this region who could construct their building without any hassles, would henceforth have to adhere any many rules and regulations, Mr. Hegde added.
