As Karnataka appears headed for a possible leadership transition, the expected elevation of D K Shivakumar as Chief Minister could trigger a significant reshuffle across both the government and the Congress organisation in the State. Political calculations involving factional balance and caste representation are likely to play a key role in deciding new appointments.

The Congress high command is reportedly moving towards replacing Siddaramaiah with Shivakumar, in line with the power-sharing understanding said to have been reached after the 2023 Assembly elections.

If Shivakumar assumes the Chief Minister’s office, several key positions are expected to change hands.

A new Deputy Chief Minister

One immediate vacancy would arise in the Deputy Chief Minister’s post, currently held by Shivakumar himself. The Congress is expected to use this opportunity to recalibrate caste and regional representation within the Cabinet.

During earlier internal deliberations over the Chief Minister’s post, senior Dalit leaders such as G. Parameshwara and Mallikarjun Kharge were briefly discussed as possible contenders.

With Shivakumar, a dominant Vokkaliga leader from Old Mysore, likely to take charge as Chief Minister, the party may consider elevating a new second-in-command to balance representation in the State Cabinet.

New KPCC leadership expected

Another major change would be at the helm of the Karnataka Pradesh Congress Committee (KPCC), currently led by Shivakumar.

As KPCC president, Shivakumar played a central role in reviving the Congress in Karnataka after its 2019 setbacks, spearheading organisational mobilisation, the Bharat Jodo Yatra leg in the State, and the party’s successful 2023 Assembly election campaign. The organisational post will become especially crucial ahead of upcoming local body elections and the 2028 Assembly polls.

The Congress leadership is likely to opt for a consensus candidate acceptable to both the Siddaramaiah and Shivakumar camps. Several names are expected to be considered, including senior ministers, working presidents, and experienced legislators with strong organisational backgrounds.

Cabinet reshuffle likely

A change in leadership is also expected to bring a wider reshuffle in the Karnataka Cabinet. Shivakumar may seek greater influence over key portfolios and push for inclusion of leaders seen as close to him.

At the same time, while some ministers aligned with Siddaramaiah could see reduced influence, the party high command is expected to ensure adequate representation for his camp to maintain internal balance.

Senior ministers considered close to Siddaramaiah, including K. J. George, H. C. Mahadevappa, and Byrathi Suresh, are expected to play an important role in negotiations during the transition process.
