Mangaluru, Sept 24: The Karnataka government will implement all projects announced by Chief Minister D K Shivakumar, with the government working on detailed action plans and exploring multiple funding avenues beyond the state budget, Chief Minister’s financial adviser LK Atheeq said on Wednesday.

Speaking to reporters on the sidelines of a programme in Mangaluru, Atheeq said the Chief Minister had announced projects only after taking into account the availability of resources.

“There is no project that the Chief Minister has announced without considering the availability of resources. All the projects announced will be implemented,” said Atheeq, who is also chairperson of the Bengaluru Business Corridor.

His remarks come days after the Karnataka Cabinet’s first meeting in Mangaluru approved projects and proposals worth around Rs 32,611 crore, covering the coastal and Malnad regions as well as state-wide initiatives. The package includes allocations and proposals relating to roads, tourism, fisheries, ports, urban infrastructure, water supply and emerging sectors such as marine biotechnology and data centres.

The Cabinet meeting also gave in-principle approval for a technical and financial feasibility study for the proposed Mangaluru Water Metro on the Gurupura and Nethravati rivers under a public-private partnership (PPP) model.

At the same meeting, the government approved the Karnataka Marine Biotechnology Policy 2026-31 and the Karnataka Sustainable Data Centre Policy 2026-31, reflecting the state’s plans to expand new investment and technology-driven activity beyond Bengaluru.

Atheeq said the government was now preparing action plans for the projects announced so far in consultation with the Finance Department.

“The Finance Department has done its duty. The budget is not the only avenue for mobilising resources. We are looking beyond the budget as well. There are various ways to mobilise funds, including through public-private partnerships,” he said.

The emphasis on PPPs is particularly relevant to several of the projects announced in the coastal region, where the government has proposed private participation in areas including tourism, ports and related infrastructure. The Cabinet, for instance, approved several tourism projects under the PPP-DBFOT model and gave in-principle approval for the Water Metro feasibility exercise under PPP.

The government has said the Mangaluru Cabinet meeting was part of a broader effort to promote balanced development across Karnataka, with the Chief Minister indicating that similar Cabinet meetings would be held in other regions.

The Mangaluru meeting was the first Cabinet meeting of the Shivakumar government to be held outside Bengaluru. Along with the development package, the Cabinet also approved Tulu as the second additional official language in Dakshina Kannada and Udupi districts.
