Bengaluru: More than 1.11 crore voters in Karnataka have been identified under the Absent, Shifted, Dead, Duplicate and Others (ASDDO) category during the ongoing Special Intensive Revision (SIR) of the electoral rolls, according to data released by the Office of the Chief Electoral Officer (CEO), Karnataka, as of August 5.

The data shows that 1,11,04,705 electors, accounting for 20.03% of the state’s electorate, have been placed under the ASDDO category. Of these, over 45% belong to Bengaluru’s four electoral districts, with the highest proportion recorded in BBMP South (51.65%), followed by BBMP Central (48.42%), BBMP North (47.46%), and Bengaluru Urban (45.09%).

CEO V. Anbukkumar said the inclusion of a voter in the ASDDO list does not automatically mean deletion from the electoral rolls. He clarified that only entries found to be duplicate or belonging to deceased persons will be removed after due verification. Electors listed as absent or permanently shifted will be given an opportunity to update their details by submitting the prescribed forms.

2-Day Window for Corrections

Voters have been given until August 8 to verify whether their names appear in the ASDDO list and to make necessary corrections before the digitisation process is frozen. After this date, Booth Level Officers (BLOs) will no longer be able to modify the digitised data, and any subsequent corrections will have to be made by submitting Form 8.

The CEO urged voters to ensure that their enumeration forms are signed and submitted to BLOs within the deadline, warning that unsigned forms will not be considered for inclusion in the electoral rolls.

Over 34 Lakh Voters Yet to Provide 2002 Mapping Data

The CEO’s office also reported that 34,17,428 electors have not provided their 2002 self or progeny mapping details while submitting their enumeration forms under the SIR exercise.

Anbukkumar said these voters will receive notices seeking the missing information. Following the publication of the draft electoral roll, BLOs will visit their residences to collect the required details and supporting documents.

He explained that the 2002 mapping information is intended to help establish proof of citizenship. Voters who are unable to provide the mapping details will be asked to submit any one of the 11 supporting documents specified in the enumeration form.

Forms 6 and 8 Being Distributed

To facilitate corrections and fresh enrolments, BLOs across the state have been instructed to distribute Forms 6 and 8. While Form 6 is meant for fresh enrolment, Form 8 is used for correcting existing entries.

The CEO clarified that there is no deadline for submitting these forms. Eligible voters who complete the process will be included in the final electoral roll.

Applicants submitting Form 6 will be required to furnish their previous SIR details. Once approved, they will receive a new Elector Photo Identity Card (EPIC) with a fresh number, while the earlier entry will be deleted.

In Bengaluru alone, around 10 lakh Form 6 applications have been supplied to BLOs. As of August 5, 3,72,273 Form 6 applications had been submitted across Karnataka, including 72 offline applications.

Similarly, 8,14,133 Form 8 applications have been received, comprising 8,13,952 online submissions and 181 offline applications.

Draft Roll on August 17

The ongoing house-to-house verification exercise will conclude on August 8. The draft electoral roll is scheduled to be published on August 17, while the final electoral roll will be released on October 17.

Breakdown of ASDDO Category

According to the CEO’s data, the 1,11,04,705 electors identified under the ASDDO category include:

• Absent: 16,30,012 (2.94%)
• Permanently shifted: 66,64,943 (12.02%)
• Dead: 16,30,872 (2.94%)
• Duplicate/already enrolled: 6,89,904 (1.24%)
• Others (including those who refused to sign): 4,88,974 (0.88%)

The largest share falls under the permanently shifted category, followed by absent voters.

No Analysis Yet on High ASDDO Numbers

Responding to questions about Karnataka recording a large number of ASDDO entries, Anbukkumar said the Election Commission has not yet carried out a detailed analysis.

He said the only conclusion at present is that these electors were not found at the addresses recorded in the 2025 electoral rolls. The complete ASDDO list has already been shared with Booth Level Agents (BLAs) and recognised political parties for verification.

Citizens can also verify their status through the CEO Karnataka website, where the ASDDO list is available polling booth-wise, and submit corrections within the stipulated period.
